SNOW REMOVAL PLAN UPDATE
2008-2009
Snow and ice removal on all streets, sidewalks, and steps on the campus of East
Tennessee State University are the responsibility of the Facilities Management Department.
In order to facilitate safe movement of traffic and pedestrians on campus during inclement
weather, the following plan of action will be initiated as outlined in the plan.
NOTIFICATION:
The Associate Vice President is to provide input as outlined in the “Inclement Weather
Policy”. While decisions are being made on closing, Facilities Management will put into
action the Snow Removal process as outlined in this document.
1. The Facilities Director and Associate Directors will jointly and continuously monitor
the weather reports for advance warning of coming winter weather. The Associate
Vice President will have final responsibility for initiating the plan.
2. The assistance of Campus Security is requested when a winter storm commences
during the night. If the Officer in Charge foresees that there is going to be a need
for snow removal, he should contact the Director of Grounds and advise of the
situation. Preferably this should be done by 4:00 a.m. in order for the Facilities
Director and Maintenance Managers to have time to implement the plan.
3. The Director of Grounds will notify the Director of Facilities by 5 AM with a campus
condition report. This information will be passed on to the Associate Vice President

of Facilities Management.
Once the decision for implementation has been made, the Facilities Director and Associate
Directors will contact the Maintenance Managers who are responsible for contacting their
crews (see attached names and telephone numbers).

RESPONSIBILITIES AND DUTIES:
STREET CREW - When notified, the Grounds Shop Supervisor will contact the Salt Truck
Driver and others as needed. They will commence immediately to scrape and salt all main
streets. Once main streets have been scraped, secondary streets and parking lot
entrances will then be scraped and salted as needed. If snow is continuing to fall, we will
continue to work areas as necessary and as dictated by conditions.
GROUNDS DEPARTMENT TRACTOR CREWS - Upon notification by the Grounds
Supervisor, the crew will assemble at the Grounds shop in Physical Plant at 5:00 a.m. or
other times as previously designated. Tractor “1” will immediately commence to clear main
sidewalks on the east side of campus.
Tractor “2” will immediately commence to clear main sidewalks on the west side of
campus. Tractor “3” will clear peripheral walks. As each tractor completes his primary
assignment, he will assist the other until all main walks are scraped. Once all main walks
have been cleared, then each tractor will drop back to his primary area and clear mainsecondary walks.
SIDEWALK CREWS
ZONES 1-4 SALT AND SHOVEL CREWS - Upon notification, the Grounds Supervisor
and Zone Snow Removal Supervisors will contact their respective crews. The crews will
assemble at their assigned shop at the Physical Plant or in their respective zones at 6:00
A.M.
GROUNDS DEPARTMENT:
Zone crews will immediately be dispatched and will
commence to salt steps on main walks and handicap areas. Brick walkways at the Carillon
will be closed to all traffic during snow events. Signs will be posted indicating area as
closed.
ZONES 1-4: The assigned zone crews will commence to salt main walks, clean and salt

walks in their respective zones.
CUSTODIAL SUPPORT - Custodians are to go immediately to their building and begin
work on clearing steps, porches, ramps, and walks. They will first clear and salt the
passage way at least 2' wide from all main entrances to the walks, they then will back up
and clear and salt all of above areas until all steps, porches, ramps, and walks are
completely clear of snow and salted.
College of Medicine Staff report according to the College of Medicine inclement weather
closure policy.

SUPPLEMENTAL SUPPORT - There are no day shift custodians assigned to the
following buildings, therefore, the assigned zones will perform the duties described in the
“Custodial Support” at each of the following buildings:

CUSTODIAL (NIGHT SHIFT) - Same as outlined for day shift. Refer to the ETSU
Inclement Weather policy.
WEEKENDS - Should snow occur on Saturday or Sunday, the Facilities Director will
decide when to begin clean up and will assemble the work force as previously described.
SHIFT CHANGES: All report times for snow removal are considered the start of a shift.
This means that if your report time is 5:00 AM (Grounds) or 6:00 AM (Trades), any time
worked after 1:30 PM or 2:30 PM is considered scheduled overtime.

(If your start time is 6:00 AM and you do not report to work until 7:00, you will only be
paid for 6 2 hours if the shift for the day ends at 2:30 PM.)
Every effort will be made in advance to notify all employees of their needed support for
snow removal. Due to the inability to forecast some snow events in advance, call-ins for
snow removal support after 5:00 PM (the night before), the shift for the following day will
begin once you arrive on site.
If you have any questions regarding snow removal, please
contact your supervisor.
Any questions about routes or assignments need to be directed to the Grounds Supervisor.
Modifications to assignments will be made as required to provide the best service to the
campus community.

Hall, Innovation Center and Married Student Housing.
Note: Custodians clean entrances, steps to residence halls and sidewalks 15 feet from
buildings. Second shift employees will respond to snow emergencies as needed.
CAMPUS CLOSURE PROCEDURES:
When the campus has been closed due to inclement weather or natural disaster,
previously identified essential personnel are to report per ETSU Policy PPP-28.
Once the decision has been made to close the campus, the Facilities Director and
Associate Directors will contact the Maintenance Managers who are responsible for
contacting their crews (see attached names and telephone numbers).
The snow plan will proceed as normal with the following exceptions:

Skilled crafts personnel will not report for duty. (Locksmith, Electrical, Carpenter,

HVAC, Plumbing, Paint). Shelbridge staff will not report for duty.
2. Grounds Maintenance Staff will perform additional snow removal duties at the
following buildings: Maple St Houses, Physical Plant, Art Annex, Chemical Storage,
CPA Entrances, Shelbridge , Foundry Lot, and Athletic Facilities.
