CONDITIONS

This Equivalency Certificate authorizes Minteq International to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by road or railway vehicle, dangerous goods that are listed in Appendix A of this certificate in a manner that does not comply with section 5.14 (Large Means of Containment) of the Transportation of Dangerous

Goods Regulations , if:

(a) the dangerous goods are contained in the core of a continuous roll of steel tubing that:

(i) contains no more than 1 kg of dangerous goods per metre,

(ii) is made vapor-tight by a double overlapped interlocking seam if the tube is formed with a longitudinal seam. The seam may be crimped in a roll forming process or by other equivalent means,

(iii) has both ends securely sealed with a suitable water vapor-tight cap or by other equivalent means,

(iv) has a maximum length of 10 000 metres,

(v) has a maximum outer diameter of 25.4 mm with a wall thickness not less than 0.4 mm for tubing outer diameters greater than 16 mm and not less than 0.25 mm for tubing outer diameters of 16 mm or less,

(vi) is wound on a strong wooden or steel reel or within a steel cage. The reels or caged core-filled tubing shall be completely enclosed in water vapor-resistant plastic sheeting or shrink-wrap and secured on a pallet.

The roll of steel tubing shall not extend over the pallet,

(vii) is secured and maintained so that under normal conditions of transport, including handling, there will be no accidental release of dangerous goods that could endanger public safety;

(b) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

“Equivalency Certificate No. SU 11397”

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical

Instructions for the Safe Transportation of Dangerous Goods by Air, the

International Maritime Dangerous Goods Code, and the Canadian Aviation

Regulations not specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the transportation of certain dangerous goods specified in Appendix A when they are contained in a core of steel tubing, wound on a reel or within a cage, secured on a pallet and completely enclosed in water vapor-resistant plastic sheeting or shrink wrap. The core-filled tubing must be water vapor resistant as some of the substances filling the tubing are water reactive. The listed substances are approved for transportation in most types of

IBC’s as given in National Standard of Canada CAN/CGSB-43.146-2002,

“ Design, Manufacture and Use of Intermediate Bulk Containers for the

Transportation of Dangerous Goods ”, January 2002, under Packing Instructions

7 or 8. The proposed packaging design covers the packing requirements of siftproofness and water resistance. Although it is not tested under the requirements of the standard, the proposed packaging is constructed in such a way that only very limited quantities of dangerous goods would be exposed should the steel tube be damaged or compromised (a maximum weight of 1kg per metre). The level of safety is not affected when compared to the permitted bulk quantities in an IBC.
