CONDITIONS
1. This Equivalency Certificate authorizes GE Oil and Gas, to handle, offer for
transport or transport and authorizes any person to handle or transport on behalf
of the certificate holder, by road vehicle, dangerous goods that are LITHIUM
METAL BATTERIES CONTAINED IN EQUIPMENT, Class 9, UN3091, Packing
Group II, in a manner that does not comply with section 5.12 and special
provision 34 of schedule 2 of the Transportation of Dangerous Goods
Regulations, under the following conditions:
(a) each cell has been determined to meet the criteria for assignment to
Class 9 on the basis of tests carried out in accordance with the
Recommendations on the Transport of Dangerous Goods - Manual of Tests
and Criteria, Part III, subsection 38.3;
(b) each battery module has not been fully tested in accordance with the
Recommendations on the Transport of Dangerous Goods - Manual of Tests
and Criteria, Part III, subsection 38.3, more specifically the shock test and
therefore, do not meet the inclusion criteria for Class 9;
(c) each battery module is contained in a pressure vessel constructed of high
strength stainless steel and is packaged in a way to effectively prevent short
circuits and to prevent movement which could lead to short circuits;

CONDITIONS
(d) each cell and battery incorporates a safety venting device or is designed to
preclude a violent rupture under normal conditions of transport;
(e) each battery containing cells or series of cells connected in parallel is
equipped with effective means as necessary to prevent dangerous reverse
current flow (e.g., diodes, fuses, etc.);
(f) the shipping document that accompanies the dangerous goods includes the
following information legibly and indelibly printed:
“Equivalency Certificate No. SH 10410 (Ren. 3)”
2. This Equivalency Certificate authorizes GE Oil and Gas, to handle, offer for
transport or transport and authorizes any person to handle or transport on behalf
of the certificate holder, by road vehicle, dangerous goods that are LITHIUM
METAL BATTERIES, Class 9, UN3090, Packing Group II, in a manner that does
not comply with section 5.12 and special provision 34 of schedule 2 of the
Transportation of Dangerous Goods Regulations, under the following conditions:
(a) each cell has been determined to meet the criteria for assignment to
Class 9 on the basis of tests carried out in accordance with the
Recommendations on the Transport of Dangerous Goods - Manual of
Tests and Criteria, Part III, subsection 38.3;
(b) each battery module has not been fully tested in accordance with the
Recommendations on the Transport of Dangerous Goods - Manual of Tests
and Criteria, Part III, subsection 38.3, more specifically the shock test and
therefore, do not meet the inclusion criteria for Class 9;
(c) the dangerous goods are:
(i) annual production runs consisting of not more than 100 lithium batteries or
cells, or
(ii) pre-production prototypes of lithium batteries or cells;
(d) each cell or battery incorporates a safety venting device or is designed to
preclude a violent rupture under normal conditions of transport;
(e) each cell or battery is equipped with an effective means of preventing
external short circuits;

(f) each cell or battery is individually packed in an inner packaging inside an
outer packaging and is surrounded by cushioning material that is noncombustible, and non-conductive;
(g) each battery containing cells or series of cells connected in parallel is
equipped with effective means as necessary to prevent dangerous reverse
current flow (e.g., diodes, fuses, etc.);
(h) the cells or batteries are transported in a container that is a metal, plastic or
plywood drum or a metal, plastic or wooden box capable of meeting the
packing group I performance level;
(i) the batteries with a mass of 12 kg or greater and having a strong, impact
resistant outer casing, or assemblies of such batteries, may be transported
in strong outer means of containment or protective enclosures (e.g., in fully
enclosed or wooden slatted crates) or on pallets;
(j) the shipping document that accompanies the dangerous goods includes the
following information legibly and indelibly printed:
“Equivalency Certificate No. SH 10410 (Ren. 3)”
Note: The issuance of this Equivalency Certificate in no way reduces the
certificate holder's responsibility to comply with any other requirements of
the Transportation of Dangerous Goods Regulations, the Technical
Instructions for the Safe Transportation of Dangerous Goods by Air, the
International Maritime Dangerous Goods Code, and the Canadian Aviation
Regulations not specifically addressed in this certificate.

Explanatory Note
This Equivalency Certificate allows the applicant to transport battery packs,
under the shipping name LITHIUM METAL BATTERIES CONTAINED IN
EQUIPMENT, Class 9, UN3091, Packing Group II, or LITHIUM METAL
BATTERIES, Class 9, UN3090, Packing Group II, that have not been fully tested
in accordance with the Recommendations on the Transport of Dangerous Goods
- Manual of Tests and Criteria, Part III, subsection 38.3. This Equivalency
Certificate offers a transition period during which the battery packs will be fully
tested to meet the criteria for assignment to Class 9 on the basis of tests carried
out in accordance with the Recommendations on the Transport of Dangerous
Goods - Manual of Tests and Criteria, Part III, subsection 38.3.
This Equivalency Certificate has been renewed for two years in order to
complete the testing of the batteries as per the Recommendations on the
Transport of Dangerous Goods - Manual of Tests and Criteria, Part III,
subsection 38.3.
