CONDITIONS
This Equivalency Certificate authorizes Petroleum Services Association of
Canada to handle, offer for transport or transport, and authorizes any person to
handle, offer for transport, transport or import into Canada, on behalf of the
certificate holder, by road vehicle, dangerous goods that are UN1746, BROMINE
TRIFLUORIDE, Class 5.1(6.1)(8), Packing Group I, in a manner that does not
comply with subsections 5.1(1) and 5.12(1) of the Transportation of Dangerous
Goods Regulations, with respect to the selection and use of the means of
containment, if:
(a) the primary means of containment are made of seamless cold drawn alloy
steel tubing of grade SAE4130, SAE4135 or SAE4140, and are in compliance
with the drawings CCI Chemical Cylinder Assembly on file with the Director,
Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport
Canada;
(b) each primary means of containment has been successfully tested to a proof
pressure equal to or greater than 34 474 kPa (5 000 psi);
(c) the primary means of containment are filled with the dangerous goods to a
pressure equal to or less than 4 826 KPa (700 psi) and are tested for leaks
after filling;

CONDITIONS
(d) the level of filling of the primary means of containment does not
exceed 95% of the capacity of the means of containment at a temperature
of 50°C and the container does not become liquid full at a temperature of 55ºC;
(e) the primary means of containment are firmly closed with the transport plugs
and the vent plugs while in transport;
(f) the primary means of containment have an outside diameter equal to or
greater than 1,75 cm and less than or equal to 5,1 cm, an overall length equal
to or greater than 61 cm and less than or equal to 214 cm and contain a net
volume of dangerous good equal to or greater than 0,09 L and less than or
equal to 1,4 L;
(g) the primary means of containment are placed in an outer packaging that is
a strong wooden box reinforced with steel brackets that complies with the
drawing "CCI Chemical Cylinder Shipping Box" dated November 2, 2008, on
file with the Director, Regulatory Affairs Branch, Transport Dangerous Goods
Directorate, Transport Canada;
(h) each outer packaging contains six primary means of containment or less
and these inner packagings are secured to prevent shifting and movement in
transport;
(i) each outer packaging is marked legibly and durably, in characters having a
height equal to or greater than 12 mm with the Equivalency Certificate Number
"SH10881" near the dangerous goods safety marks applied in compliance with
Part 4 of the Transportation of Dangerous Goods Regulations;
(j) the provider of technical information, who may be reached using the
“24-Hour Number” required to be marked on the shipping paper in accordance
with Part 3 of the Transportation of Dangerous Goods Regulations, is aware
that the pressure containers have no pressure relief devices and can provide
technical assistance about it in case the containers are exposed to a fire;

CONDITIONS
(k) the shipping document that accompanies the dangerous goods includes the
following information legibly and indelibly printed:
“Equivalency Certificate No. SH 10881 (Ren. 2)”
Note: The issuance of this Equivalency Certificate in no way reduces the
certificate holder's responsibility to comply with any other requirements of
the Transportation of Dangerous Goods Regulations, the Technical
Instructions for the Safe Transportation of Dangerous Goods by Air, the
International Maritime Dangerous Goods Code, and the Canadian Aviation
Regulations not specifically addressed in this certificate.

Explanatory Note
This Equivalency Certificate authorizes the transportation of a liquid dangerous
goods included in Class 5.1(6.1)(8), in means of containment that are non-UN
standardized pressure containers. Up to six of these pressure containers made of
alloy steel are placed in a strong wooden box for transport. While the pressure
container meets most requirements of chapter 15 and Packing Instruction 200 of
Transport Canada Standard TP14850E “Small Containers for Transport of
Dangerous Goods, Classes 3, 4, 5, 6.1, 8 and 9, a Transport Canada Standard”,
it does not meet clause 15.1.2 which requires that the pressure container be
permitted for use in accordance with CSA Standard B340-08, “Selection and use
of cylinders, spheres, tubes, and other containers for the transportation of
dangerous goods, Class 2”, March 2008, or CSA Standard B342-09, "Selection
and use of UN pressure receptacles and multiple-element gas containers for the
transport of dangerous goods, Class 2", March 2009, for the handling, offering for
transport or transporting any dangerous goods included in Class 2. The level of
safety is maintained or increased over complying with the existing packaging
requirements set out in the referenced safety standard.
