IMPERIAL COUNTY
CLASS TITLE: CAPITAL IMPROVEMENT PROGRAM PROJECT COORDINATOR
BASIC FUNCTION:
Under general direction, coordinates department personnel and outside contractors in the development, implementation, and completion of projects for the construction, alteration, and improvement of County buildings and facilities and ensures compliance with design specification and legal mandates.
DISTINGUISHING CHARACTERISTICS:
The Capital Improvement Program Project Coordinator is a single position class distinguished by its responsibility to perform professional level project management and coordination tasks, including project planning, preparation of requests of proposals, inspection of work in progress, and supervision of the construction coordination process and personnel. The class reports to the Director of Public Works and Deputy Director of Public Works - Engineering for assignments and work review.
ESSENTIAL FUNCTIONS:
Provides project coordination for capital improvement projects including design, scope of work, cost estimating, contract administration, budgets, and schedules; ensures departmental and
County requirements for quality and costs constraints are met.
Develops project proposals and selection criteria; prepares or supervises the preparation of associated bidding, notice, and inspection documents; analyzes bids and participates in the proposal evaluation, negotiation, and award of contract processes.
Coordinates the work of contractors and consultants; performs project progress inspections of structural, architectural, fire and life safety systems and components for compliance with
Uniform Building Codes, designs, plans, specifications, and federal, State, and local legal mandates; communicates with contractors to exchange information and resolve issues or concerns; authorizes stoppage of work if required corrections are not completed.
Prepares records of inspections, including required corrections to approve completed work; coordinates inspections with affected utility companies to assure minimal project impacts.
Performs County space needs assessments; provides leasing or purchase recommendations; plans new construction and structural modifications; develops specifications for work to be contracted.
Supervises and evaluates the work of assigned personnel; schedules, assigns, and reviews work for accuracy and completeness; provides periodic training on new or revised building code requirements.
Coordinates input for projects as received from department heads, the County Executive Officer, and Board of Supervisors; provides periodic project status updates and communicates concerns to contractors; reviews, analyzes, and interprets a wide range of information and provides recommendations to administrators concerning projects.

Develops technical reports regarding grant administration programs for funding of construction or renovation of facilities; receives, reviews, and analyzes potential sources of revenue.
Performs preliminary surveys that include field notes, measurement of angles, establishing and relocating bench marks, reference transit lines with transit points for topography and level construction.
Develops or oversees the preparation of drawings, plans, profiles, projections, and cross sections related to electrical, mechanical, plumbing, and building structural engineering and design.
Participates in the preparation of program budgets; monitors expenditures to assure compliance with established guidelines and limitations.
Monitors activities and determines time expenditure requirements in relation to work performed;
Operates a variety of office equipment including a computer and assigned software; develops and updates website features as required.
Performs other duties as required.

EDUCATION AND EXPERIENCE:
A Bachelor’s Degree in engineering, architecture, project management, planning, or a related field plus three years of increasingly responsible experience in construction project management.
LICENSES AND OTHER REQUIREMENTS:
A valid California Driver’s License.
WORKING CONDITIONS:
ENVIRONMENT: Indoor and outdoor work environments.
PHYSICAL REQUIREMENTS: Driving a vehicle to construction sites; hearing and speaking to exchange information; seeing to conduct inspections and read a variety of materials; climbing ladders; working from heights; bending at the waist, knelling, and crouching. Exposure to construction noise, electrical power supply and high voltage, and working in a physically restrictive environment.
