1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 ECOSOC/007 CSUNA XIX Re: Illicit Trafficking in Protected Species of Wild Flora and Fauna Economic and Social Council Aware that the conservation of wild flora and fauna is essential for the maintenance of biological diversity, preservation of the environment and sustainable development, Further aware of the existence of organized criminal groups operating transnationally that specialize in trafficking in protected species of wild flora and fauna, and concerned at the adverse environmental, economic and social repercussions of their activities, Convinced that both international cooperation and mutual legal assistance are essential to preventing, combating and eradicating illicit trafficking in protected species of wild flora and fauna, Concerned by the involvement of organized criminal groups in all aspects of illicit trafficking in endangered species of wild fauna and flora, and underscoring in that regard the usefulness of the United Nations Convention against Transnational Organized Crime in reinforcing international cooperation in the fight against such crime, Conscious of the importance of promoting public-private partnerships to address illicit trafficking in endangered species of wild fauna and flora, especially as regards the adoption of preventive measures, Recalling the importance of effective cooperation between the United Nations Office on Drugs and Crime and relevant international organizations in combating illicit trafficking in endangered species of wild fauna and flora and for organizing, upon request, the provision of technical assistance to States in the areas of crime prevention and criminal justice. 1. Urges Member States to adopt preventive measures, where necessary, as well as to review their criminal legislation with a view to ensuring that offences relating to trafficking in protected species of wild flora and fauna are punishable by appropriate penalties that take into account the serious nature of those offences; 2. Encourages Member States to undertake awareness-raising activities to improve understanding of the serious impact of trafficking in protected species of wild flora and fauna; 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 89 90 91 3. Urges Member States to strengthen international, and regional cooperation, including for purposes of extradition, mutual legal assistance, identification, and seizure and confiscation of proceeds of crime, and invites them to reinforce and develop relevant mechanisms for such purposes, in order to combat all forms and aspects of illicit trafficking in endangered species of wild fauna and flora; 4. Recommends Member States to consider, as appropriate, reviewing their legal frameworks with a view to providing the most extensive international cooperation possible to fully address all aspects of illicit trafficking in endangered species of wild fauna and flora; 5.
