The ECOSOC Committee, Recalling its resolution 2001/12, 2003/27, 2008/25, and 2011/ 36 all concerning illicit trafficking in protected species of wild fauna and flora and also international cooperation to prevent and combat illicit trafficking, Recalling further the Convention on International Trade in Endangered Species of Wild Fauna and Flora of 1973 and efforts made by parties to the Convention to implement it, Reaffirming the Commission on Crime Prevention and Criminal Justice resolution 16/1 in which, among other things, reached agreements to cooperate bilaterally, nationally, and internationally to prevent, fight, and finally eradicate such illicit trafficking, Concerned about the negative consequences that the illicit traffic of endangered species of fauna and flora has on societies and their financial system and its devastating effects on the environment, Aware of the need of revising, strengthening and further improving of national and international policies in order to solve this issue, Alarmed about corruption as one of the reasons for this issue not to have been solved yet in some states, Further concerned about the unconsciousness of the public on the importance of this issue, Taking into account the economic crisis and the financial problems of some nation states, 1 2 3 Calls upon member states to strengthen international, regional and bilateral cooperation, including for purposes of extradition, mutual legal assistance, identification, seizure and confiscation. Suggests all the nations to reinforce the cooperation between customs and the national and international organisms that supervise the underground economies in order to improve the control of illicit trafficking of endangered species of fauna and flora. Urges the creation of an anticorruption commission directed by the UN which will coordinate anti-corruption bodies in each member states’ customs a Whose officers will be chosen by this commission and meet specific criteria to ensure that they are not corrupted themselves. Whose members will be in charge of detecting and stopping corruption activities and corrupted agents. c Whose member will report the activities related to corruption and act in consequence by firing, fining and condemning those corrupted agents as each states’ body considers. d Implement anti-corruption education in the training of custom agents e This commission will be funded by the IMF, and each body will also receive subsidies from their own state. Recommends the participation of the CITES and the Commission on Crime Prevention and Criminal Justice (CCPCJ) to cooperate in order to create international laws which purpose would be the fair punishment of illicit traffic of endangered fauna and flora which will be implemented in each members state judicial system. Also urges all member states to improve the control, protection and regulation of endangered species in their natural habitats by means of strengthening the policies regarding damaging these species (poaching and illegal tree felling, inter alia) and increase the number and jurisdiction of rangers. Invites states to raise the public awareness by means of such as but not limited to a Applying a new educational project which involves public academic institutions (schools, universities etc.) by means of such but not limited to i. School projects, activities and school assembly talks initiated by the school given depending on the system, curriculum, and grade of the students to promote not only their awareness but their intellectual concern and knowledge. b Giving lectures with the objective of concerning the population by giving them legit information of what is really happening within illicit trafficking of species. c Create an advertising campaigns in collaboration with the public and private media of each state Further urges that the financial aid needed for everything proposed should be given by the G 8 members. Once the money of the fines for which the offenders have paid has come through, the G8 members will have to stop granting money. a Financial aid will come in addition from France and Russia. b The USA will finance additionally technological aid for border control. c Australia will contribute with the granting of education to the officers and commissioners in charge of controlling. d These members will further finance and provide together with the IMF the ITSFF (International Treaty on Security of Fauna and Flora) which will be in charge of increasing the security specifically in the frontiers for those developing countries. Deplores members states’, whose situation regarding the illicit trafficking of endangered species of fauna and flora, is extreme to inform their population about the measures proposed by this committee within a maximum of 10 months and after this span of time has concluded apply then these penalties with no tolerance or exception. a Within these 10 months the controls of all borders must increase dramatically, not only internationally, but also nationally. Each member state will be in charge and will take full responsibility if the situation, during this ‘adaptation’ time turns unexpectedly.
