Site Description
1.1
The application site is located on the Western edge of the built up area of Skipton,
where there is a mix of residential and commercial land use. The site is situated on
the Southern side of Gargrave Road adjacent to the roundabout entrance to the
Skipton Auction Mart and HML offices.
1.2
The site to which the advertisement signs relate comprise a roughly triangular
shaped plot of grassland bounded by Gargrave Road to the north, the Auction Mart
entrance to the south and east, and a pair of semi-detached houses to the west.
The site is used in association with the nearby Craven College for dry stone walling
tuition/demonstrations.

The application site is not in the development limits of Skipton and lies adjacent to
open countryside.

Proposal
2.1
This is a retrospective application for the installation of 1 No. freestanding sign on
twin posts.
2.2
The sign has two traffic grade aluminium composite panels, one on each side of the
two 89mm black tubular steel posts to form a sign visible from both sides. Each
advertisement panel measures 2000x1220x3mm and the height from the ground to
the base of the advertisement is 1.5m.
2.3
The text on the aluminium panels is in white and the maximum height of any of the
letters/symbols measures 180mm.

– In the top left hand corner of the sign is the Craven College logo also in white.
2.6
The background of the panels is in the colour Pantone 7C.

The sign stands at 5.3 metres from the highway and 1.1m from the dry stone wall
marking the edge of the boundary.

The impact of the development on the character and appearance of the area;

The placement of advertisements is commented on in the NPPF, it states that
poorly placed advertisements can have a negative impact on the appearance of the
built and natural environment. It suggests that control over outdoor advertisements
should be efficient, effective and simple in concept and operation, and that they
should have a clear appreciable impact on a building and surroundings.
9.3
The application site is a small parcel of land on the corner of the left junction
leading to Skipton Auction Mart. The area has had sporadic development along
Gargrave Road on the way out of Skipton; the majority of these developments have
become commercial however a few residential properties remain.
9.4
Within the surrounding area are a number of signs, these include road signs and
signs for the auction mart on the road running behind the application site. These
signs are similar to the application sign; they are positioned on steel posts and are
of a similar size.
9.5
These similarly sized and designed existing signs mean that the appearance and
size of the application sign is not unusual for the area, and should not have a large
impact on its character or appearance.
9.6
Although there are a large number of signs in the area, it could be considered that
the addition of another relatively large sign could create a feeling of cluttering
because of the sign’s proximity to an existing large road sign. However, it’s
positioning within the field, away from the side of the highway means that it is less
noticeable than a normal road sign. The colours used for the advertisement also
means that the sign is not very noticeable from the road or pavement and respects
the surrounding area.
9.7
It is therefore considered that this sign is acceptable in appearance and will not
cause any harm to the surrounding area or the current street scene.
9.8
Highways issues;

NYCC Highways Authority has been consulted on the proposal and has not raised
any objections. Therefore, the proposal is considered acceptable on the grounds of
highway safety and thus meets the requirements of the NPPF.

Recommendation
10.1
To grant permission subject to conditions

Conditions
1. The approved plans comprise of Drawing No. 1, Drawing No. 2, Photographs 1 and
the Location plan (annotated by the case officer for clarification) received by
Craven District Council on the 28th October 2013. The development hereby
approved shall be retained in accordance with the approved plans except where
conditions attached to this planning permission indicate otherwise or where
alternative details have been subsequently approved following an application for a
non-material amendment.
Reason: To specify the terms of the permission and for the avoidance of doubt.
2. No advertisement is to be displayed without the permission of the owner of the site
or any other person with an interest in the site entitled to grant permission.
Reason: To comply with the requirements of the Town and Country Planning
(Control of Advertisements) (England) Regulations 2007.
3. Any hoarding or similar structure, or any sign, placard, board or device erected or
used principally for the purpose of displaying advertisements shall be maintained in
a safe condition to the reasonable satisfaction of the Local Planning Authority.
Reason: To comply with the requirements of the Town and Country Planning
(Control of Advertisements) (England) Regulations 2007.
4. Where any advertisement is required under these regulations to be removed the
removal thereof shall be carried out to the reasonable satisfaction of the Local
Planning Authority
Reason: To comply with the requirements of the Town and Country Planning
(Control of Advertisements) (England) Regulations 2007.
5. No advertisement shall be sited or displayed so as to obscure, or hinder the ready
interpretation of any road traffic sign or so otherwise to render hazardous the use
of any highway.
Reason: To comply with the requirements of the Town and Country Planning
(Control of Advertisements) (England) Regulations 2007.
6. All advertisements displayed, and any land used for the display of advertisements,
shall be maintained in a clean and tidy condition to the reasonable satisfaction of
the Local Planning Authority.
Reason: To comply with the requirements of the Town and Country Planning
(Control of Advertisements) (England) Regulations 2007.
7. This permission shall be of no effect so long as the existing advertisement referred
to in this condition is being displayed and when such advertisement is removed
they shall not be displayed again without the written consent of the Local Planning
Authority. The advertisement referred to is the freestanding sign for the Craven
College Auction Mart Campus at the School of Land Based Studies.
Reason: For the avoidance of doubt and in the interests of the visual amenities of
the area.
Statement of Positive Engagement: In dealing with this application Craven District Council has sought to approach the decision making
process in a positive way, in accordance with the requirements of paragraphs 186 and 187 of the
NPPF.
