County of Nevada, CA September, 2007 RECYCLING TECHNICIAN DEFINITION Under direct supervision of the Recycling Coordinator, assists in the implementation of the County’s Pollution Prevention, Recycling, Composting and Household Hazardous Waste (HHW) programs; performs a variety of informational activities designed to promote public awareness and increase community involvement in these programs; tracks and monitors program implementation; and performs related duties as assigned. CLASS CHARACTERISTICS Under supervision of the Recycling Coordinator, and in collaboration with government and community agencies and public and private organizations, incumbents participate in the implementation and evaluation of one or more pollution prevention, composting, recycling, and/or household hazardous waste programs. Continued employment could depend upon grant funding availability. This position is distinguished from the Recycling Coordinator, which is the position accountable for the overall daily management of the County’s recycling program. EXAMPLES OF DUTIES (Illustrative Only) Essential: Assists in the implementation of pollution prevention, recycling, composting and household hazardous waste programs. Tracks and monitors program implementation. Coordinates with residents, schools, government, non-governmental organizations, consumers, business and industry to encourage participation and implement programs. Assists in the implementation and tracking of progress in public education and community awareness programs. Participates in the preparation of reports, grants, correspondence, articles and other written documentation. Conducts research of technical and market-related issues; collects and evaluates data; records findings. Maintains and updates the pollution prevention, recycling, composting and HHW program information on Nevada County’s web site. Performs waste audits in both the commercial and residential sector for the purpose of determining potential for increased diversion. Assists in the preparation of requests for proposals and agreements for contracts related to pollution prevention, composting, recycling and household hazardous waste services. Important: Participates in promotional activities. QUALIFICATIONS Knowledge of: Basic principles and practices of program planning and implementation. Pertinent federal, state and local laws, codes and regulations related to integrated waste management. Recycling Technician - Page 2 Processes of recycling and composting. Basic public relations and advertising techniques. Written and oral communication techniques and methodologies, including graphic presentations. Record keeping principles and procedures. Skill in: Communicating clearly and concisely, both verbal and written. Preparing and delivering presentations. Interpreting and applying federal, state and local policies, procedures, laws and regulations. Collecting and analyzing data. Implementing programs. Establishing and maintaining cooperative working relationships with those contacted in the course of work. Education and Experience: Equivalent to an Associates degree from an accredited college or university with major course work in physical sciences, business administration, environmental management or related field AND one year of experience in environmental, recycling or solid waste programs. Additional qualifying experience may be substituted for education on a year for year basis up to one year. Licenses and Certificates: Possession of a valid California driver's license within 30 days of hire. Physical Demands and Working Conditions: Mobility to work in both office and outdoor settings, and to travel to various sites; strength to lift, carry and position supplies and equipment; manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone.
