Regulatory HSSE Compliance and permitting Lead in global project organization oman/ UK - BP
Job responsibilities:
•
Identifying HSSE permitting requirements working with Engineering Team or Delivery Teams;
•
Managing permitting consultant, if assigned, as contract accountable manager;
•
Ensuring that all the HSSE permits are effective. If necessary, renew;
•
Populating and maintaining the Permitting and Regulatory Commitment Register;
•
Providing day to day assurance against the permitting conditions;

Checking and verifying that HSSE laws, permit conditions and EIA commitments are being met,
and providing on-going advice to the delivery teams to ensure HSSE regulatory requirements are
being met;

Managing and coordinating permitting interfaces with Contractor including the Contractor’s
Permit Coordinator or equivalent;

Ensuring that all the HSSE permits are effective, submitted, and if necessary, renewed;

Populating and maintaining the Permit and Regulatory Commitments Register, and Permit
Tracking System;

Utilizing the Project Management and Control System to manage all compliance-related actions
or tasks;

Retaining on file hardcopies of approvals/permits and provide electronic copies on the Project
SharePoint Site;

Providing day to day assurance against the permitting conditions;

Notifying appropriate personnel when the expiration date is due and seek his/her assistance in a
timely manner;

Applying to the relevant authority in a timely manner for approvals/permits to ensure that an
adequate consultation period can be undertaken prior to the approval deadline, and ensure the
same is conducted by the relevant and responsible contractor;

Issuing permits/ approvals, to ensure awareness of conditions across the Project leadership team,
and ensuring compliance tasks are managed and where necessary incorporated into detail
engineering, construction, commissioning and plant operations;

Audit and inspect the site for any non-compliance issues

Providing input to the Project Services Team plans;

Providing the HSSE Manager, Lead Environmental Engineer and equivalent contractor
personnel with support required for the HSSE elements of approval/permit submission;

Reporting any permit condition non-conformances immediately to the HSSE Manager;

Engaging constructively with the relevant Ministries and competent authorities, when issues and
non-conformances arise with permit conditions, by identifying and agreeing solutions;

Managing any requests for deviations with permit conditions with the approval of the HSSE
Manager, with the relevant Ministries and competent authorities;

Ensuring that this ESMMP’s activities comply with the environmental and social legislation in
Oman, and facilitating the implementation of this ESMMP where necessary and appropriate;

Informing the HSSE Manager, PSCM Manager and Delivery Managers on a monthly basis on
permit compliance (Report any requested deviations and non-conformances to the HSSE
Manager); and,

Prepare the Environmental and compliance report to the khazzan project Leadership team

Coordinating quarterly meetings, or at an alternatively agreed frequency, with relevant
authorities on permitting issues.

Spending half time within the project team in London office to make sure regulatory compliance
is incorporated within the project design.

