PROPOSED PROGRAM
DELEGATION TO HAITI
FOR
THE
VISIT
OF
THE
PERMANENT
COUNCIL
OBJECTIVE OF THE VISIT
The visit is in response to an official invitation, originally extended orally by the Interim
President of Haiti, Boniface Alexandre, to Ambassador Miguel Ruiz Cabanas as Chair of the
Permanent Council and reiterated in writing by the Prime Minister of the transitional
government. It represents an opportunity to send a representative PC Delegation to convey a
clear political message on the need to re-energize the democratic process and make concrete
progress to foster “full restoration of democracy in Haiti” (as established in AG/RES. 2058
para. 4 and the Inter-American Democratic Charter). The OAS supports free, fair and
transparent elections, freedom for all political parties, the strengthening of State institutions
including the police and the judiciary and the promotion and consolidation of human rights.
This message should be transmitted at meetings with the key actors and decision-makers in
the transitional government and with the political class, including civil society entities. The
goal should be to encourage policies, actions and attitudes with a distinctive focus on the
democratic process and on long-term development prospects in Haiti. The international
community also needs to be encouraged to continue its political and financial support to the
evolving political process in Haiti and to foster disarmament activities.
SUGGESTED MEETINGS IN PURSUIT OF STATED OBJECTIVES
Pending final confirmation of the dates and duration of the visit of the PC Delegation to Haiti, it is
suggested that the visit commence on September 9 (with an early morning arrival from Miami) and
conclude the afternoon of September 10 or the morning of September 11. The possible program
notes suggest a list of possible interlocutors that the PC delegation might wish to meet. Time
constraints will not allow individual meetings with all these actors, joint meetings might be
envisaged; or the delegation may wish to divide.
Key meetings should be held with the Prime Minister, the Minister of Justice, former Prime Minister
Neptune, party leaders, human rights organizations, the Provisional Electoral Council (CEP) the
Special Representative of the United Nations Secretary General and development organizations. A
fuller list follows:

It is suggested that the PC delegation visit concludes with the ceremonial hand-over of equipment
and material to the Haitian National Police, a final session with the President and the Prime Minister
and with a Press Conference.
After the actual dates for the visit have been confirmed, the Secretariat, with inputs from the
Government of Haiti and the OAS Special Mission, will finalize the draft program with specific
dates and times for the meetings and events listed above.
