Subject to final confirmation of specific times for the various meetings by the OAS Special PROGRAM FOR THE VISIT OF THE PERMANENT COUNCIL DELEGATION TO HAITI OBJECTIVE OF THE VISIT The visit represents an opportunity to send a representative Permanent Council Delegation to convey a clear political message to foster “full restoration of democracy in Haiti” (as established in AG/RES. 2058 para. 4 and the Inter-American Democratic Charter), to reaffirm support for the OAS Special Mission (AG/RES. 2058 para. 8), and to consider the Mission’s mandates in light of the present circumstances (AG/RES. 2058 para. 9). It is in response to an official invitation, originally extended orally by the Interim President of Haiti, Boniface Alexandre to Ambassador Miguel Ruiz Cabanas as Chair of the Permanent Council and reiterated in writing by the Prime Minister of the transitional government to Ambassador Carmen Marina Gutierrez, the Chair of the Council. DATES OF THE VISIT In consultation with the Government of Haiti, the Permanent Council Delegation will commence its visit on September 9 with an early morning arrival from Miami and conclude the morning of September 11. COMPOSITION OF THE DELEGATION It is expected that the Delegation will consist of the Chair of the Permanent Council; one or more representatives from each of the regional groups within the OAS – ALADI, CARICOM, GRUCA, Canada and the United States; and the Assistant Secretary General. Except for the Chair of the Council, delegation members are to pay their own way. If absolutely necessary, funding will be sought for one representative of any regional group otherwise without representation. PROGRAM IN PURSUIT OF STATED OBJECTIVES An illustrative schedule of meetings is attached. The Alternative Permanent Representative of Haiti, at the meeting of the Permanent Council on August 30, conveyed his Government’s assurances of unimpeded access for all the meetings requested with current and former government officials, political party leaders and with members of civil society, as well as the provision of security for members of the Permanent Council Delegation. It is highly recommended that delegation members obtain reservations on the stated flights on September 8 and 9 so that the Delegation may arrive together. Departures on September 11 will be individual to allow Ambassadors to follow their own programs if desired.
