Database Architect
– 1 Position
1. Position Summary
Under the supervision of the Managed Service contract manager and reporting to the Bureau
management this position is responsible for the operational effectiveness of the BPD database
system. The position has direct responsibility for implementing and maintaining the BPD database
system, a production management system for the Bureau of Publishing and Distribution and its staff.
The Bureau of Publishing and Distribution is the State of Wisconsin’s production print and mail facility.
This position will develop and implement data policies, procedures and standards related to the BPD
database system. Specifically, the position will maintain the BPD database system databases as well
as support and develop the environment. In addition, the position is responsible for data integrity and
security and its associated interfaces.
This position works closely with the management and staff of BPD and other development staff in the
design, development and implementation of the BPD database system and will ensure that the
knowledge and skills required to maintain the system on an on-going basis are present. This position
requires successful completion of a criminal background check.
2. Goals and Worker Activities
30% A.
Operational support and maintenance of the BPD database system.
1. Provide operational database maintenance including backup and recovery, regular
RDBMS maintenance routines (database statistics, integrity checks) and index
maintenance.
2. Troubleshoot central and local databases for damage or downed databases, corrupt
invalid data and disaster recovery.
3. Maintain data integrity through use of primary and foreign keys, referential integrity,
business rules, edits and validations and transaction integrity.
4. Maintain data security through use of valid logon authentication, password
maintenance, roles, groups and access to stored procedures and views.
5. Oversee performance tuning including indexing strategies, caching and memory use,
locking and contention, de-normalization, data segmentation and disk partitioning and
work with local (DET) systems administrators.
6. Provide for query analysis and optimization in development and for ad hoc use.
7. Maintain the development environment and documentation including data models.
8. Provide for and lead software development and deployment.

Direct BPD data services, including management of data as a resource, for BPD
including the BPD database system.
1. Administer data policies, procedures, and standards for data resources for the BPD
database system.
2. Provide expertise and management with regard to the BPD database system physical
design and maintenance regardless of the on-going application support mechanism.

Lead data planning and storage management activities related to BPD database system to
ensure consistency and integrity of information shared across the Bureau, Division,
Department and State.

 Bachelor’s Degree in Computer Sciences or equivalent
 Minimum four (4) years’ experience in SQL Server 2005-2014 database administration and
development in a client/server production environment.
 Minimum four (4) years’ experience in Access 2003-2010 database administration and
development in a client/server environment.
 Minimum two (2) years’ experience in Visual Studio 2010-13 software development. Familiarity
with Windows Presentation Foundation preferred.
 Minimum two (2) years’ experience in VBA, XAML, and C#
 Demonstrable knowledge or successful experience using relational database technology
including physical and logical data design, stored procedures and triggers, role-based security,
database tuning and query optimization.
 Demonstrable knowledge or successful experience using procedural coding, object oriented
programming, software development life cycles, and graphic design concepts.

Billing Support
– 1 Position
1. Position Summary
Publishing and Distribution is a multi-purpose operation offering high volume, low cost publishing
and distribution services. A unit within the Publishing and Distribution section, Distribution
Services provides inserting and mailing solutions to all state agencies, counties, local
municipalities, the state Legislature and office of the Governor. Applying state of the art
technologies in machine inserting, NCOALink address file processing, and metering of office mail,
Distribution Services operates 5 x 24 offering services in Madison.
Under the general direction of the Inserting unit supervisor for the Distribution Services Section
this position is responsible for the production of a monthly general services bill which bills mailing
services back to customer agencies through the State of Wisconsin General Services Billing
System. Duties include handling vendor invoices, P-card expenditures, processing new and
discharged employees, and purchasing office supplies.

Monitor performance of the billing software applications
1. Perform basic maintenance tasks for both the Postage Data Collection System and the
Microsoft Great Plains Dynamics Billing System, installing updates and service packs
as needed.
2. Run daily meter balancing reports to ensure that all postage data expenditures for each
day are collected, balanced, and billed to the correct customer.
3. Edit and manually enter transactions in the postage data collection system as needed
so that all monies spent are accounted for.
4. Apply knowledge of program to keep specific customer, item, service code mapping,
rates, and transaction information up to date as needed.
5. Maintain high quality control standards for protecting the integrity of billing data. Follow
all quality control procedures and complete all required documentation of billing tasks.
6. Support the interface of the Job History Tracking quality control paperwork, the
expenditures recorded in the postage data collection system, and the MS Dynamics
billing system.
7. Maintain the documentation of the billing process to accurately reflect the tasks
required to create the monthly bill.
8. Monitor and reconcile USPS CAPS and DOA Permit mail accounts.

Provide Office Support to Management staff
1. Receive invoices from vendors, confirm accuracy of invoices, obtain authorization for
payment from appropriate persons, and pass these bills to the accounting department.
2. Monitor Purchase card expenditures and invoices.
3. Process new and discharged employees, setting up security access and confidentiality
agreements.

means.
7. Communicate job status to customers as requested and when necessary, coordinating
ad hoc and/or rush mailing projects and special deliveries.
8. Negotiate agreements with customers regarding scheduling and resolve billing
inquiries.
9. Plan meetings with customers to resolve problems and coordinate new major
application implementation projects.

Assist and advise lead workers with managing the daily production related to Distribution
Services in the Darwin Road Center.

Serve as assistant to the supervisor for the databases that feed the General Services
Billing System
1. Audit the master service order database for accuracy, interpreting job specifications
and making changes when necessary, entering customer information and job
parameters into Great Plains Microsoft Dynamics billing application which feeds GSB.
2. Monitor and audit as necessary the postage transactions in the Pitney Bowes Business
Manager 7 postage data collection system to ensure accuracy in billing data.
3. Audit completed orders for billing accuracy and make changes when necessary.
4. Assist with the monthly reconciliation and invoice posting process for Distribution
Services and the coordination of the upload to DOA’s General Services Billing System.
5. Review monthly billing reports and resolve any questions and problems.

Services provides inserting and mailing solutions to all state agencies, counties, local
municipalities, the state Legislature and office of the Governor. Applying state of the art
technologies in machine inserting, NCOALink address file processing, and metering of office mail,
Distribution Services operates 5 x 24 offering services in Madison.
Under the general direction of the Inventory Control Coordinator, this position is responsible for
shipping and distribution of both incoming and outgoing materials. Operate and maintain the
UPS shipping function. Provide quality control for production output leaving the facility. Prepare
outgoing materials for shipping. Maintain shipping schedules and insure timely delivery of
customer output as stated in SLA’s. Additionally, assisting in the coordination of storage and

Provide for shipping and distribution, operate the warehouse and warehouse equipment in
a safe, well-organized manner.
1. Using necessary equipment, receive shipments of paper, envelopes, documents and
other materials for all work units located in the Darwin Road Publishing and Distribution
Center.
2. Using necessary equipment, distribute inventory to all production areas of the
Publishing and Distribution Center.
3. Distribute inventory to all customers as requested using proper equipment.
4. Use warehouse equipment when possible to lift and move materials.
5. Use Steel strapping and/or plastic wrap to secure materials for shipment.
6. In absence of Inventory Control Coordinator, contact appropriate transportation
company to arrange pick-up of materials.
7. Operate, service and perform minor maintenance on power and other hydraulic lift
devices used in the Center. Keep maintenance records as required and seek
assistance from manufacturer or service maintenance when more extensive service it
required.
8. Operate under safe working conditions by disposing of skids, bands, cartons and wraps

Under general guidance of the Distribution Service Supervisor, this position is responsible for the
daily processing of Master Service Orders, competed quality control paperwork, postage
verification, reprint requests the return of address corrected mail This position is also responsible
for providing notifications to customers about job status and the payroll merge process.

Printing Program Assistant
1. Position Summary

– 1 Position
This position serves as assistant to the Publishing Services Section, Bureau Publishing and
Distribution Services, Division of Enterprise Technology. The position is responsible for:
1) Overseeing the day to day activity of Dynamics Great Plains, the Bureau’s job order entry
billing system
2) Processing the month-end billing for Network Publishing and Mainframe Print
3) Serving as back-up to Pre-flight personnel
4) Providing dedicated customer service.
The Publishing Services Section is responsible for providing high volume/low cost publishing and
related printing solutions. Services are provided to all state agencies, counties, local
municipalities and the Legislature throughout the State of Wisconsin. Print/copy, variable data,
and Mainframe printing technologies, as well as finishing and binding methods, are applied.
Publishing Services operates 24 hours per day, 5 days per week offering services within the State
of Wisconsin.

Serve as primary support for Great Plains System.
1. Audit hard copy and electronically submitted printing request for correctness and
legibility, interpreting job specifications and making changes when necessary prior to
entering into Dynamics GP.

Publishing Production Support
1. Position Summary
– 2 Positions
Support network and mainframe print production by utilizing digital print hardware and software in
the Publishing Services Section, Bureau Publishing and Distribution Services, Division of
Enterprise Technology.
The Publishing Services Section is responsible for providing high volume/low cost publishing and
related printing solutions to all state agencies. Publishing technologies applied include highspeed digital laser cut sheet and roll fed continuous production print systems, digital cut sheet
color and wide format color ink jet printers. Also employed are tools for scanning hard copy, print
file and job manipulation, image enhancement, and print file archiving for on demand printing.
Associated RIP software, FTP servers and Mainframe Print workstations, and in-line and off-line
finishing and bindery equipment are also employed. Publishing Services operates 24 hours per
day, 5 days per week.
2. Goals and Worker Activities
80% A.
Operate and maintain high-speed digital and ink-jet printers to produce high quality printed
products to job/customer’s specifications.
1. Set up and operate laser, ink-jet and impact printers. Duties include management of
print controllers, job queues, color print management and calibration tools, and all
related hardware and software. Spot-check output and make adjustments as
necessary to maintain the highest quality possible.
2. Gather and or assure the availability of all necessary materials and supplies to
complete the scheduled production.
3. Determine production priorities per time sensitive due date. Consult with lead or
supervisory staff with questions or advise concerning jobs.
4. Manage queues and perform key operator functions on the IBM Infoprint Manager
production system determining the most efficient method for printing.
5. Perform multiple tasks maintaining a high level of productivity and efficiency to ensure
customer’s expectations are being met.
6. Perform routine maintenance and clean machines as necessary to assure maximum
quality and efficiency. Perform machine diagnostic functions as required to ensure
maximum machine uptime
7. Report all problems to lead or supervisor placing service call if necessary. Resolve all
minor problems through customer phone assistance.

products to job/customer’s specifications.
1. Determine production priorities per due date. Consult with lead or supervisory staff
with questions or advise concerning the finishing of jobs.
2. Gather and or assure the availability of all necessary materials and supplies to
complete the scheduled production.
3. Set up and operate bindery and finishing equipment per job specifications. Spot check
output and make adjustments as necessary to assure highest quality possible.
4. Perform routine preventative maintenance and make minor mechanical repairs as
necessary to ensure proper performance of all bindery and finishing equipment.

Establish and maintain high credibility with customer service staff to establish and maintain
good working relationships with all customers.
1. Respond to customers and support staff inquiries in a timely, courteous, and
professional manner.
2. Work cooperatively with the Bureau’s Customer Service Support Staff providing
guidance to insure efficient and quality production of all jobs.
3. Communicate job status using the Bureaus data base job tracking system.

Miscellaneous Duties
1. Report all problems and incidents regarding equipment, jobs or process to supervisor
lead as soon as possible.
2. Participate in training offered to remain current on equipment operation and
maintenance.
3. Perform housekeeping necessary to provide a clean, safe work area and adhere to all
safety standards and requirements.
4. Other duties as assigned.
