It was proposed by Cllr. Harbud, seconded by Cllr. Maddison and agreed by all to approve as a correct record minutes of the meeting held on May 21st 2015 c) Matters arising from Minutes. Elections 2015. Members discussed the response from Graham Harris(GH) (DBC) and agreed that some issues regarding the election had not been carried out well. It was agreed that the main issue is the unsuitability of the current polling stations and that alternatives (village halls) should be looked at further. Clerk to liaise with GH on this. Cap Build Fund. Clerk has submitted our bid (joint collaboration) and it has been accepted into the bidding round. d) Items discussed Kent Police. PCSO Linda Down updated members on the neighbourhood police team-PC Tony Quilter, PC Steve Coveney, PCSO Linda Down, gave latest crime figures. Members then discussed the problems associated with the A225, traffic speed and volume. It was agreed to write to senior figures at KCC & Kent Police regarding this matter. Members suggested using Community Speed Watch-clerk to contact DBC for more information and request for residents participation to be included in newsletter. Also gauge interest with school and scouts. Sports Pavilion & Rec grounds. Cllr Armstrong reported that all was well with Pars Lane rec and that he will be visiting the site with Cllr Arnold on 19/06/15 to carry out a regular inspection. Cllr Maddison had undertaken an inspection of KGF, one issue with the trim trail equipment-noted. Jubilee Field Cllr Harbud reported no problems. Cllr Armstrong reported that the local beaver group had undertaken a litter pick at the site. Hawley Pavilion Matter discussed ‘in camera’ Burial Ground. Security/safety issues. The proposal to fix a chain & padlock to the top gate to prevent parking in the burial ground was discussed. Clerk brought safety and risk issues to members’ attention. It was proposed to post a notice advising visitors of this proposal as a consultation. Any responses will be collated and reported back at the next meeting. This was agreed by a vote, 5 for, 2 against, 1 abstention. Church gates damage. From knowledge the gates belong to the PCC/Diocese and are not our responsibility. Evidence to the contrary requested from the vicar. Allotment sites Payback team continuing to clear unused plots at Chapelfields. PROWs Clerk advised members that KCC PROW office confirm that our cuts had been completed. Members commented that it was unclear which had actually been cut, clerk trying to obtain cutting dates so that this can be checked each year. Kent Police Survey. Members had completed this survey as individuals and the clerk had responded on behalf of the council. e) Items for information Clerk distributed inspection reports to members for their respective areas of responsibility f) Parish Councillors Report Cllr Arnold asked if council would consider the idea of the bus route through Hawley again. Members agreed it was necessary and that a short survey/questionnaire be distributed to Hawley residents to gauge opinions. She also reported on increased dog fouling in The Orchard-clerk had produced notices to highlight this and ask people to clear up after their dogs. The scouts had also offered to carry out litter picking/light gardening/clearance work. Cllr Maddison supported the action to be taken re traffic/speed on the A225 and highlighted the possibility of the 30-40mph boundary being moved north in Hawley. Cllr Reynolds updated members on the single caravan occupant ‘living’ in parts of the parish at times-DBC are dealing. He also reported that the planning application for The Greyhound conversion to flats would be heard at DC Board on the 02/07. The listed memorial in the churchyard has been cleaned up and now clearly visible. Cllr Rogers queried KHS installing new 30mph sign in Ship lane, clerk confirmed it was part of their planned works. She also asked if members could have ID badges-clerk to investigate best way to do this. Cllr Harbud reported that he is researching ideas for CCTV cameras/solar powered to prevent flytipping along with any possible funding or sponsorship channels. Cllr Armstrong advised council that he is drafting the next newsletter ad is also arranging ‘summer sizzlers children’s entertainment as in previous years. g) Clerk’s Report Clerk distributed notes on the latest meeting between parish clerks and KHS management which continues to prove useful. On 29/06/15 clerks will be meeting with Jeff Wren the DBC Intelligence Manager to discuss joint working on crime intelligence throughout the borough. 4. h) Ward Member’s report i) Questions from the public & press j) Borough Matters NONE k) JTB parish rep. He agreed to contact the current trustees and proposed that he agree a revised lease with this council before reassigning the lease to the Hawley Pavilion Trust.
