Justification for action While the course addresses theory related to special education practice, the new title better describes the content of the course. As the IDEA and the Elementary and Secondary Education Acts have changed over the years, content related to those changes has been included to better meet the needs of students taking SPECED 700. The theory that grounds the field is discussed, but this simply sets the stage to discuss the legal expectations required to meet the needs of students with special education needs. The requirements of the course include writing a legal review and completing a mock due process hearing activity. See form 5 for updated course description. 2
