PRE-QUALIFICATION QUESTIONS
As part of our commitment to reducing resource use in all of our developments and cutting
the associated costs, we require the facilities management of our buildings to pursue
resource efficiency with respect to the consumption of water, heat and power and associated
carbon emissions and the reduction of waste arisings.
Our targets for resource efficiency within catering services in [ ] are []. Further detail is
provided in the Resource Management Plan.
Please provide detail of the following:
1. your understanding and experience of working in partnership with clients and
landlords in order to improve resource efficiency;
2. your understanding and experience of working with clients and landlords to effect
energy flow monitoring and establishing baseline data;
3. your understanding, experience and achievements in cost-effectively reducing the
consumption energy in catering operations;
4. your understanding and experience in providing a robust forecast of energy
consumption and associated carbon emissions together with defined and costed
proposals for achieving performance improvements through alternative catering
service models;
5. your understanding, experience and achievements in motivating building occupants
to reduce resource consumption and waste generation through their use of catering
services; and
6. [If relevant] your understanding and experience in managing catering services so
they optimise resource efficiency.
An ideal PPQ response would provide the following details:
 an understanding of the requirements and evidence of successful partnering
arrangements that have led to improved resource efficiency;
 an understanding and/or evidence of previous initiatives of what is required and practical
methodologies used to accurately measure gas, electricity and water use;
 evidence of having achieved reduced resource demand and/or consumption in catering
services using effective management, behavioural change and appropriate replacement /
retrofitting of plant and equipment;
 evidence of having prepared improvement strategies and cost-benefit analysis in relation
to energy and carbon efficiency; this might include development and management of
certified processes on ISO14001, BS EN16001, Carbon Trust Standard or similar; and
 evidence of understanding the key management requirements of resource demand and
consumption within catering services, ideally with examples of proven success.
INVITATION TO TENDER

Please describe your approach to:
1. helping us achieve our target for operational resource efficiency; and
2. developing a catering service which supports the requirements set out in our
Resource Management Plan.
Please identify any factors you believe to be significant to the cost-effective achievement of
the targets set for resource efficiency.”
An ideal ITT response would provide the following details:
 a commitment to developing and implementing resource efficiency to achieve the client’s
targets;
 an aspiration to work in partnership with client and landlord to improve resource
efficiency;
 commentary on the key issues to be addressed, which could include identifying the major
consumers of energy and water, emitters of carbon and waste sources and suggesting
measures by which impacts could be reduced;
 evidence of a clear method for prioritising and targeting actions so that quick win
opportunities are secured and a focused medium-term plan is put in place to implement
efficiency measures at the appropriate time in the service’s contract cycle, whilst
acknowledging the overall building systems lifecycle issues; and
 information on how and when information will be provided to the client and their
representatives to demonstrate resource efficiency measures have been implemented in
accordance with the agreed targets.
