MINUTES OF ERBIL WASH CLUSTER/SECTOR COORDINATION MEETING

Action Points
 After the participants introduced themselves the agenda was
presented and adopted
 It was also announced that the new WASH Cluster NGO Co-cocoordinator (seconded from ACF) would be joining on July 1st
for an initial term of 6 months
 The last meeting minutes were presented and adopted
unanimously by the participants and indicated to be posted on
the humanitarian.info website.
 WCC to follow up with ERC/DeSW/DoS on possibility for
alternate department locations (more proximal for partners) that
could be used to host the meeting. It was noted that this
discussion is pending. WCC will follow up and advise the
membership if an alternate venue can be agreed upon.
 WCC to advise on dates/schedule and location for monthly
National WASH Cluster Meeting. The WCC advised that
possible venues (in Erbil) and dates were being reviewed to
host the national WASH Cluster meeting, with the first meeting
to be held within July (after Eid)
 RI to provide update on WASH committee working group
progress at next Cluster Meeting. This update is included in the
agenda for this meeting
 ERC to convene meeting with key partners/Actors in camp
management to define key messages/ means through which
 IMO to upload approved minutes to
WASH Cluster HR Info site
 WCC to consult and advise membership if
an alternate ERC/DeSW/DoS venue can
be identified to host the Erbil meeting
Cluster to look for an alternative venue

water conservation within the hot season could be pushed.
This meeting was convened, with the close involvement and
support of DRC. The focus was on the reducing of illegal
connections (a major means through which water is
wasted/overused in camps). An update on this is included in
the agenda for this meeting.
WV to develop a draft flow chart of the SOPs and share with
WCC and ERC for review/finalisation before circulation to the
wider membership for discussion/agreement. WV developed
the flow chart which was shared with ERC. ERC felt that there
was need for a clearer, direct communication to membership
on this. ERC to develop and share a government directive on
this.
WCC to raise issues of funding and data for out of camp
refugees at the inter-sector meeting and seek more information
through UNHCR on out of camp refugees. This was done. It
was noted that concerns over this issue within the WASH
Cluster membership coincide with a similar concern within the
ICCG and that a workshop/meeting, that will cover this and
other issues related to the Refugee response is already been
planned by UNHCR (August/September). WCC will keep the
membership advised on the dates/agenda so they can
participate if possible.
WV to source and share information on out of camp IDPs
(Dahuk WFP data) with the WCC. This information was shared
and will be used by the WASH Cluster IMOs for data analysis
ERC ascertain if there is a Cholera preparedness plan for Erbil
with MoH/Health cluster that could be shared. ERC confirmed
that this is available and will share the document once it is
provided to them
 WCC to establish a working group to
finalise/define WASH Cluster inputs for a
Cholera preparedness/response plan for
Erbil
 ERC to share contacts of the Emirates
Red Crescent representative responsible
for the provision of sanitation structures in
Erbil.

 WCC source and share the Dahuk Cholera preparedness plan.
This was done and shared. The plan is not just for Dahuk but
other critical governorates.
 Based on these two documents, and in consultation with the
Health Cluster, a cholera preparedness plan to be prepared for
Erbil through a working group established by the WCC. This
Working group will be established once the WCC returns
(second week July) and ERC shares the MOH plan.
 WCC and DRC to follow up to find partners able to support
water supply and hygiene kit distribution (Debaga). This was
done. Through financial support from malteser-international to
DRC and RISE foundation. This should allow ongoing
humanitarian WASH support (water supply and hygiene
promotion/hygiene kit distribution) to continue until the new
camp which will be developed and managed by ERC and
Emirates Red Crescent is opened in September.
 ERC to find and share contacts of the Emirates Red Crescent
representative responsible for the provision of sanitation
structures in Erbil. ERC noted that they will follow up with
Emirates Red Crescent and share the contacts.
 Technical presentation from DeSW (contribution in providing
hosting Syrian refugees in Erbil through Directorate of Erbil
Surrounding Water) to be shared with members. This was
done. The presentation is also to be posted on the WASH
Cluster site on HR Info
 RI to follow up with DESW presenter for a better understanding
of his observations about WASH Committees so as to
strengthen the WASH committees. RI will follow up directly.

 Basirma Camp: In relation to solve the water problem in the
camp, the proposed sites for new boreholes pose logistics
problem as the water site is about 5-8 kms from the camp and
cross a strategic road. The area needs authorization and
geological survey. Suggested for new area with less cost to be
surveyed.
 Basirma: UNHCR- WASH facilities for 100 families will be ready
as planned.
 Basirma: ERC- DoSW checked the existing channel. The main
pipe line will be implemented by ERC. Phase 1- sewerage by
PWJ- the work is ongoing. The drainage will be done by DoSW.
For the design official letter will be send to UNHCR.
 Qushtapa Camp: temporary solution has been found for
operation and maintenance connecting some facilities. UNICEF
is willing to provide flow meters for the boreholes. Assessment is
being conducted on allowing the remaining areas to be
connected to the main pipelines
 Kawergosk: there are major problems on the Water tanks but
these are being addressed.
 NRC will be finishing their activities with in refugee camps end of
June. They will continue working with the IDPs. The responsibility
for the maintenance has been handed over from NRC to DRC

Baharka Camp: Phase 2 Part 1 supervision is done by NRC and

completed 85 %. Part A & J the work has been completed 88%
but has small problem - only 35% of the funding is received from
UNICEF. It is mentioned that the process for the release of the
fund takes time - the request for the 2nd payment is already sent to
UNICEF and is under process. NRC has handed over the

extension work.
Harsham Camp: The water network will start next week. Digging
the borehole is waiting for the approval of the water system.
ERC is to provide an update on the
status/plans for the new camp in Debaga so
WASH partners know how long to plan for
the provision of ongoing interim humanitarian
assistance
WCC to update the members on the IHFM
(Iraq humanitarian funding mechanism)

Preparation of
Cholera Plan for
Erbil

Anikawa: WVI- out of camp host communities IDP response will
be finished around October.
WVI to construct 6 boreholes each 330 meters deep in Baharka,
Shawees (2), Binslawa (2), Darato (2). Within the host
communities to support IDPs and host communities. Three of the
wells are to go in near old wells that are dried up and only 100
meters. It is a 4 month project and will in in October. Drilling
should be done by the end of July. Worked with Water Directorate
to choose the locations. Each well will give water 18-30 m3/hr and
the handover is for October. Baharka outskirts: WVI-water system
project is still in process.
Debaga: RISE Foundation reported that Maltaser Foundation will
provide funding for water trucking (DRC is implementing) and
provide hygiene kits (through RISE Foundation) over the next 2-3
months. The main WASH support being provided is urgent,
humanitarian support particularly Water trucking and monthly
hygiene kits. This is being undertaken through DRC and RISE
Foundation as an interim, humanitarian solution until a new camp
– being established and to be managed by ERC/Emirates Red
Crescent is finalised in September. ERC is to provide an update
on the status/plans for the new camp.
The WASH Coordinator indicated that the IHFM (Iraq
humanitarian funding mechanism) will be launched in early July.
Funding will be allocated according to Cluster Priorities. WCC to
keep the membership updated on the process.
Erbil will finalise the preparedness and response plan based on the
response plan already developed for critical Governorates. Once
ERC shares the Erbil level MoH Plan, WCC will establish a working
Group to finalise the Erbil plan.



Committee has met and will continue support WASH service RI Compile, circulate working group progress
providers in the camps especially direct implementation. Steve
Petric (RI) will compile what has been done so far and circulate.
