SUMMARY
As per decision of the Air Navigation Commission (ANC) on 19 June 2014
(AN-Min 196-9), the Frequency Spectrum Management Panel (FSMP) is to
be established to manage aeronautical frequency spectrum in order to ensure
sufficient access to the resource for the provision of aeronautical
communication, navigation and surveillance services (CNS) in an efficient
and safe manner. The FSMP will take over the tasks currently being
undertaken by the Aeronautical Communications Panel (ACP) Working
Group F (WG-F).
ACTION
ACP/FSMP WG-F/31 is invited to:
1) Review the Terms of Reference Document for the new FSMP, as
approved by the Air Navigation Commission
2) Review draft Job Cards for the FSMP. These draft Job Cards,
including relevant updates, are expected to be submitted for review by
the ANC’s sub-group on Strategic Review of Planning (SRP)

INTRODUCTION
1.1
As a result of the recent overhaul of the Panel work programme by the Air Navigation
Commission (ANC), the Aeronautical Communications Panel (ACP) will be merged with the Operational
Datalink Panel (OPLINKP) while the ACP Working Group F (WG-F (frequency)) is to be made into a
separate Panel. Details of these changes and other changes of the Panel structure in relation to the new
Frequency Spectrum Management Panel (FSMP) will be communicated by a State letter as appropriate.
1.2
It is foreseen that the scope of work currently performed by WG-F will be taken over by
the new FSMP with little or no changes. However, in line with Assembly Resolution A38-6, the new
working arrangements are expected to facilitate increased attention to aeronautical frequency spectrum
requirements of aeronautical communications, navigation and surveillance systems through the
recruitment of experts from States and international organizations as Panel members. A State Letter to
this effect is expected to go out in early/mid 2015. The first formal meeting of the new FSMP is
tentatively expected to be in 2016; in conjunction with the delivery of the draft ICAO Position for the ITU
World Radiocommunication Conference in 2019 (WRC-19) to the ANC (first meeting of developing the
draft new Position for WRC-19 will be as WG-F, second and final meeting will be as FSMP).
2.
BACKGROUND
2.1
The FSMP is to be established to manage aeronautical frequency spectrum in order to
ensure sufficient access to the resource for the provision of aeronautical communication, navigation and
surveillance services (CNS) in an efficient and safe manner.

In 1998 (ANC, 147th session), as a result of a review of the work of the Frequency
Management Study Group (FMSG), it was identified that, in the long term this task would need to be
assigned to a new Panel. However, as an interim measure, the work was assigned in part to the existing
Aeronautical Mobile Communications Panel (AMCP, later ACP) Working Group F (WG-F)) and in part
to the Global Navigation Satellite Systems Panel (GNSSP, later Navigation Systems Panel (NSP)
Spectrum Sub-Group (SSG)).
2.3
When reviewing the overall Panel work programme again in 2013 and 2014, it was noted
that ACP WG-F, which is responsible for drafting the ICAO Position and other material as necessary to
support the update of the International Telecommunication Union (ITU) Radio Regulations (RR), has
operated as a de-facto Panel for a number of years. Typical meetings of WG-F are supported by 40+
participants from approximately 20 States as well as industry. Due to the specialized nature and time
criticality of the major deliverables of the tasks assigned to WG-F, those are progressed directly to the
ANC without being addressed by the ACP. The ANC agreed to establish the FSMP on 19 June 2014
(AN-Min 196-9).
3.
SCOPE OF WORK FOR THE NEW PANEL
3.1
The FSMP will advise the ANC on frequency spectrum related matters relating to
implementation and coordination of C, N and S services.
3.2
The Panel will develop the ICAO Position and other material as necessary to support the
update of the ITU Radio Regulations (RR) which are the international instrument governing the use of
radio frequency spectrum on a worldwide basis. The RR are updated through regular ITU World
Radiocommunication Conferences (WRC), held every three to four years.

3.3
The Panel will develop and maintain the ICAO Spectrum Strategy and the ICAO Policy
on Radio Frequency Spectrum, necessary to enable the advancement of technological developments and
innovation, in order for aviation to efficiently manage the finite and limited frequency spectrum resource.
3.4
In its work, the FSMP shall coordinate its work with the various groups of experts
responsible for other Annexes and disciplines, as appropriate, in particular with the Communications
Panel, Navigation Panel and the Surveillance Panel.

The following strategic objectives have been identified for the FSMP:
1.
Develop and maintain SARPs and guidance material to facilitate frequency management
of communication, navigation and surveillance systems.
2.
Update proposals to the ICAO spectrum strategy, mapping out the future requirements
for spectrum to support communication, navigation and surveillance systems, in close
cooperation with the panels responsible for those systems.
3.
Update proposals to the detailed ICAO Policy on all relevant aeronautical frequency
spectrum allocations.
4.
Develop the ICAO Position for upcoming ITU WRCs.
5.
Assist the ICAO Secretariat in developing input material for studies within the ITU
Radiocommunication Sector (ITU-R) as necessary to ensure that aeronautical interests
are taken care of in the development of ITU-R Recommendations and Reports and in the
development of draft solutions for an upcoming WRCs.
6.
Address issues of interference from aeronautical and non-aeronautical sources.
DRAFT JOB CARDS FOR THE FSMP
4.1
Proposals for new work items or the amendment of existing work items are normally
assessed by the ANC Working Group on Strategic Review and Planning (WG/SRP) prior to approval by
the ANC. In general, the assessment considers if an item addresses an existing or emerging safety risk, or
if there is justification on air navigation efficiency grounds, i.e. it is probable that there will be
economically sound sustainability or implementation benefits.
4.2
While the work of WG-F was grandfathered into the Work Programme, now as part of
the overall panel restructuring, specific tasks based on the strategic objectives of Panels shall be provided
as individual Job Cards. Five draft Job Cards for the FSMP are attached to this WP for review by WG-F.
5.
ACTION BY THE MEETING
5.1
ACP/FSMP WG-F/31 is invited to review the Terms of Reference Document for the new
FSMP, as approved by the Air Navigation Commission.
5.2
ACP/FSMP WG-F/31 is invited to review and comment on the draft Job Cards attached
to this WP. These draft Job Cards, including relevant updates, are expected to be submitted for review by
the ANC’s sub-group on Strategic Review of Planning (SRP)
