Requirements for California Community Colleges Contained in Textbook Legislation Enacted from 2004-08 Working with Academic Senates on Processes and Timelines and with Faculty and Publishers on Affordable Bundles (AB 2477 Liu, 2004 College bookstores are required to work with campus academic senates to review issues relative to timelines and processes involved in ordering and stocking selected textbooks, and to work closely with faculty or publishers, or both, to create bundles and packages that are economically sound and deliver cost savings to students. Posting Bookstore Pricing Policy (AB 1548 Solario, 2007) College bookstores are required to post a disclosure of its retail pricing policy on new and used textbooks in its store or on its Internet Web site. Encouraging Faculty to Submit Textbook Orders on Time (AB 1548 Solario, 2007) Colleges are required to encourage faculty with course material selection responsibilities to place their orders with sufficient lead time to enable the bookstore or to confirm the availability of the requested materials. Prohibiting the Receipt of Inducements to Adopt a Textbook (AB 1548 Solario, 2007) Textbook adopters are prohibited from receiving anything of value, including the donation of equipment or goods, any payment, loan, advance, or deposit of money, present or promised, for adopting specific course materials required for coursework or instruction, with exceptions related to complimentary copies of textbooks, royalties, honoraria, and training. Prohibiting the Sale of Complimentary Textbook Copies by Faculty (AB 1548 Solario, 2007) Adopters shall not sell instructor copies. Prohibiting Bookstores from Soliciting Faculty for the Sale of Complimentary Copies (AB 1548 Solario, 2007) College bookstores are prohibited from soliciting faculty for the purpose of the sale of instructor copies or complimentary teachers editions of textbooks that have been provided by a publisher at no charge to a faculty member or other employee. This subdivision does not apply to unsolicited complimentary copies. Prohibiting the Sale of Complimentary Textbook Copies by Bookstores (AB 1548 Solario, 2007) College bookstores are prohibited from trading of any course material marked or identified as instructor copies or complementary teachers editions of textbooks. Disclosing Textbooks ISBN and Retail Price on Internet Course Catalog (HR 4137, 2008) Effective July 1, 2010, to the maximum extent practicable, colleges receiving Federal financial assistance will be required to disclose the ISBN and retail price of textbooks and supplemental materials for each course on the college's internet course schedule. If this is not practicable, then the college must place ‘To Be Determined’ in lieu of the required information. Colleges will also be required to supply the bookstore upon its request with the most accurate information available regarding the course schedule for the subsequent academic period; the required information for each college textbook or supplemental material; the number of students enrolled; and the maximum student enrollment for the class. 4/29/2009 Prepared by Debra Sheldon, CCCCO
