Staff Present: The Clerk and the Deputy Clerk Also Present: Local resident and representative from Commercial Estates Group Late Arrivals: None Early Departures: None The Mayor began by informing members of the sad loss of Councillor Richard Hall who had been a Borough and County Councillor for many years. His funeral is to be on Thursday 21 August at Stonefall Cemetery. Members observed a one minute silence. P14/131 ITEM 1 – To receive apologies for inability to attend the meeting Apologies were received from Councillors Avery, Beardsell, Goode, H McNamara and Sewell. The Mayor welcomed the local resident and the representative from Commercial Estates Group to the meeting. P14/132 ITEM 2 – Councillors’ Disclosure of an Interest . Councillor J Batt Member of HBC – will consider any same item at HBC in the light of new information. Councillor P Ireland Member of HBC – will consider any same item at HBC in the light of new information. Item 5.1 - Cabinet Member for Parks and Open Spaces and will therefore abstain from this. (Nem com) P14/135 ITEM 5 – Business remaining from previous meeting: 5.1 To consider reply from Head of Parks and Environmental Services HBC dated 4 August 2014. Councillor C Willoughby referred to a possible personal interest as some grass cutting is close to her home. RESOLVED: i) That KTC form a working group to investigate this, making a list of suggestions, and bring these back to the next meeting. (Nem com) ii) That Members of the working group will be Councillors A Willoughby, J Batt, M Gallico and A Handley (Unanimous) 5.2 To consider the Parish Consultation meeting - Wednesday 24th September i) Questions to ask RESOLVED: a) That one of the questions be: ‘Why HBC treat the town of Knaresborough in the same way in regard to the Consultation as all the smaller villages in the district - (the same number of councillors allowed attend the meeting, and the same number of questions to be asked). At the same time point out that KTC has asked this question previously. b) That Councillors e-mail other suggestions for questions to the Clerk’s office for collation, and that these will be distributed for the next meeting. ii) Councillors to attend RESOLVED: Councillors A Handley and A Willoughby will attend the Parish Consultation Meeting. 58 Council (Planning) 18 August 2014 The Mayor moved to take item 5.5 5.5 To note reply from Head of Planning and Development HBC to attend KTC Meeting 15 September 2014 accompanied by Cabinet Member Michael Harrison, and consider format of meeting. RESOLVED: That Monday 15th September would be a Full Council Meeting, and that Monday 29th September would be Council (Planning Matters) followed by Community Services Committee. (Unanimous) The Mayor moved to take item 5.4 5.4 To consider Councillor Handley’s suggestion for hosting Yorkshire Day in Knaresborough in 2020. Members noted there was a possibility of this event being self funding. RESOLVED: That this item be included on a future agenda when Councillor Handley has written a short report outlining criteria for hosting and some financial projections, bearing in mind a decision is probably required in the near future. 5.3 To consider invoices from Tetleys Electrical Contractors on behalf of Friends of Knaresborough for Le Tour and letter from Friends of Knaresborough enclosing cheques Councillor Handley explained to Members present the rationale behind the invoices and request for payment, then left the chamber and took no further part in discussion or voting thereon. The Clerk informed members that advice had been sought from the YLCA and our Internal Auditor, on the legality of this payment. Both urged caution as certain criteria have to be met in order to make the payment lawful. They both agreed the best way forward was for the Council to consider making a grant to the organisation for the amount of VAT. This could not be reclaimed, but it would be a way of helping the organisation. RESOLVED: i) That Friends of Knaresborough be awarded a grant of £308.04, subject to the completion of a grant application form accompanied by the appropriate supporting documentation. (Unanimous) ii) That any report should come to KTC before any decision is made, or before any work is done. iii) That we thank Tetleys for reducing his bill as a goodwill gesture to Knaresborough. Council (Planning) 18 August 2014 59 P14/136 Ref: ITEM 6 – Planning Applications relating to Knaresborough and observations as may be appropriate: Applicant Details of Application Erection of 4 lighting columns (6m high). Three Gates Farm, Cass Lane, Calcutt. HG5 8JZ A proposal was put forward and seconded to ‘neither support nor object, but to comment on how the lighting could affect other residents in the area’. This proposal fell. It was resolved that KTC object to this Application; as the lights are not appropriate in the Green Belt. Outline application for the erection of one dwelling with access considered. (Site area 0.12 ha) Thornfield, Bond End HG5 9AP KTC object to this application due to the intrusion into the countryside and this could create a bad precedence being set for future planning decisions. Councillor Batt explained that money has accumulated in the reserves for several years that is allocated for this project, and therefore KTC can agree to the costs. RESOLVED: That KTC put aside its standing orders which dictate that three quotations should be sought, so that the single quotation from the original architect can be accepted as this company has been involved with this project since the beginning, and we wish to continue with them. RESOLVED: i) That KTC present a framed photograph of the employee, with appropriate wording on the frame to be agreed by The Clerk, Councillor Handley and Councillor Reid. ii) That KTC present £50 worth of vouchers to mark the employee’s retirement. iii) That KTC form a policy for the future regarding such gifts iv) That KTC write to Art in the Mill and photo shop thanking them for their services in regard to the framed photograph. P14/143 ITEM 12 - Information Exchange Councillor J Batt informed members that Renaissance Knaresborough has a new Chairman - Mark Firth, a new Secretary and Vice Chair - Liz Baxandall, and Treasurer remains John Batt. Councillor A Willoughby spoke about his recent visit to Bebra and said that he and Christine had been made most welcome during their stay, which coincided with the visit from Knaresborough Silver Band who also had an excellent time. Councillor C Reid spoke about the Old People’s Welfare Association who are trying to ‘re-brand’ their image with a view to attracting more members.
