City of Keyser Emergency Meeting

March 19, 2013

Present Were: Clinton Faulk, Isaac A. Alt, Ed Miller, Herman Judy, and Shannon

Marsh.

Councilman Clinton Faulk called the meeting to order.

NEW BUSINESS:

EVACUATION BRIDGE FOR WEST END:

Mayor Randy Amtower has been talking to Gary Howell concerning an evacuation bridge for the West End residents in the City of Keyser. If we should ever have a train accident and the entrance to the West End is blocked we need a way for emergency vehicles to get to that area of town. The City of Keyser and the West

Virginia Department of Transportation want to enter into an agreement for an evacuation bridge at the north end of Keyser to the north bank of the Potomac

River in the community of McCoole, Maryland. The City of Keyser will accept ownership with conditions for one year of bond payment revenue placed in an escrow account being established prior to assuming maintenance responsibility for the purpose of continued maintenance and bridge inspections is to be provided with no liability to the state. The Department of Transportation will provide bridge inspections as required, same as service provided for the existing bridge. The City will have input on the design and placement of the evacuation bridge. Councilman Isaac Alt made a motion to accept the agreement for the evacuation bridge with the Mayor authorized to execute said agreement and any other necessary documents on behalf of the Council, and that he be empowered to sign the contract and any agreement necessary to obtain said acquisition.

Councilman Herman Judy seconded this motion. VOTE 4-0 (YEA)

Councilman Ed Miller made a motion to adjourn. Councilman Terrance Liller seconded this motion. VOTE 4-0 (YEA)
