MONTICELLO CITY COUNCIL MEETING MINUTES Tuesday ▪ August 9, 2011 ▪ 7:00 p.m. 17 North 100 East, Monticello, UT 1. Call to Order - The regularly scheduled meeting of the Monticello City Council was called to Order by Mayor Douglas Allen at 7:00 p.m., on Tuesday, August 9, 2011. The following persons were present for all, or portions of the meeting. Invocation/Opening Remarks - Mayor Allen invited anyone in the audience or the governing body to offer a prayer or opening remarks. Councilman Scott Frost. A prayer was given by 3. Minutes Review/Approval - The minutes of July 19, 2011, were mailed with the agendas. MOTION was made by Councilman Scott Shakespeare to approve the minutes of the July 19, 2011, City Council Meeting with a typing correction to the listed visitors. The motion was seconded by Councilman Scott Frost and passed unanimously. 4. Public Comment Rick Dutcher said water is draining onto his property located on Circle Drive from the city streets. The water is causing his foundation to sink. Manager Pehrson had discussions with the previous owner who said the driveway is sloped towards the house so the damage to the foundation may be the homeowner’s responsibility. Mr. Dutcher said the curb and gutter is creating the issue and should be fixed to divert water out on to the park. Pictures were brought for to the Council for review. Mayor Allen said the engineers may be able to look into the situation. Manager Pehrson said Page 1 of 4 Monticello City Council August 9, 2011 he will discuss the problem with Ryan Jolley, a City engineer. Councilman Randall said if the City fixes this problem, other problems will have to be fixed. 5. Payment of Bills - Questions and answers were directed to the following bills: #35600 for $4209 to Questar Gas- ACM Westfall will look into this bill to see the reason for the high amount. There was discussion about the 595 culinary water project payments and reimbursements. Manager Pehrson discussed the process. He will include more detailed information for the Council to follow the reimbursements. MOTION was made by Councilman Scott Frost to approve the bills as paid. The motion was seconded by Councilman Scott Shakespeare and passed unanimously. 6. Public Hearing: Final Tax Rates and Budgets Manager Pehrson included a summery sheet of the last four year’s tax rates in the Council packets. The proposed rate is .002493 for a revenue generation of $161,000. Utility rates were increased during the last meeting; Manager Pehrson suggested not increasing the rate at this time. He reminded the public that cities can get into trouble by not increasing the rate periodically, he said if sales tax income drops, and there is not sufficient property tax in place, a budget can be devastated. Bob Turri: What do you intend to do with the taxes this year? Mayor Allen said the certified tax rate is intended to be revenue neutral which is what the City is proposing this year. Bob Turri: I have to understand what you folks are talking about. Every dollar makes a difference and I want to understand what is happening. Monte Wells: According to the valuation given on the notice from the County, mine went up $40. Manager Pehrson reminded the public that disputes for property valuation will be accepted and reviewed this week at the San Juan County Courthouse. There was no further discussion; the public hearing was closed at 7:28 p.m. 7. Consider Resolution Adopting Final Tax Rates and Budgets MOTION was made by Councilman Randall to approve a resolution adopting Final Tax Rates and Budgets as presented. The motion was seconded by Councilman Walter Bird and opened for discussion. Consider Resolution for Amendments to Consolidated Fee Schedule: Utility Rates Increase A copy of the old rates was included in the packet to compare with the new rates. MOTION was made by Councilman Scott Shakespeare to adopt a resolution for Amendments to the Consolidated Fee Schedule: Utility Rates Increase with a correction to culinary water for users outside the city limits and will call dumpster rates to be adjusted with the same fee structure. The motion was seconded by Councilman Walter Bird and opened for discussion. Councilman Walter Bird - Aye Councilman Brad Randall – Aye Councilman Scott Frost – Aye Councilman Scott Shakespeare – Aye Councilman Craig Leavitt – Aye The motion passed unanimously 9. 2011 City Council Elections Six candidates have presented their declaration of candidacy. There will not be a primary election. There was discussion about early voting. The law has changed. Early voting is no longer required for 5th class cities. Absentee ballots can be used for individuals who wish to vote early. 10. Governing Body/Administrative Communications 10.1 Manager Pehrson discussed the chip sealing project which will be done tomorrow. Some streets will be closed for up to 3 hours. 10.2 The 595 project is going well it is approximately 50% complete. 5 lateral water lines have been discovered which ran water to no connections, just into the ground. A new front desk clerk was hired on Monday. 10.3 Baker Sanitation bids for outsourcing garbage collection are not low enough to proceed with a contract. 10.4 The football helmets cost $40 to certify and $70 to replace. This is a constant cost for the City Recreation Department as the helmets have to be recertified every other year. Councilman Bird said the program may be smaller than it has been due to changes made with the Monticello High School policies. Concussion training will be an added burden to coaches and staff. Page 3 of 4 Monticello City Council August 9, 2011 Councilman Bird said a there should be public involvement on the issue. Manager Pehrson said a special meeting should be called. 10.5 The swimming pool schedule is changing as school is starting. Lap swimming will be discontinued due to lack of interest. There was discussion about the possibility of the pool staying open into September. This will be discussed further. 10.6 A vista worker may be assigned to help with the recycling program. The City does not have funding to maintain it properly. An ad should be placed in the paper to inform citizens of acceptable materials and the new location. 10.7 Councilman Leavitt asked about activity in the PTIF accounts. Manager Pehrson has created a long term debt schedule which will be presented to the Council. Depreciation will be moved into the funds. 10.8 Scott Shakespeare complimented golf course staff. He said the Hideout is in great condition. 11. Meetings League of Cities and towns convention is coming up in September. 12.
