Notes from the draft: After polling via email, the majority of Missouri Evergreen libraries indicate they cannot commit to continued support of the consortia with no growth from medium sized library membership and an accompanied reduction of Missouri State Library support with LSTA funds. Once there is a reduction in LSTA funds, the annual membership fees will grow to a point which is unsustainable by the membership and are higher than fees contracted separately with other ILS vendors or Evergreen management contracted by individual libraries either through MOBIUS or Equinox. At this point, the only advantage to the membership is resource sharing with courier service fees supported by the State Library. While there is cost avoidance by some libraries in the purchase of library materials or traditional Interlibrary Loan services, it is not enough to offset these annual costs. As a result, the recruitment and membership of new medium-sized libraries is a necessity for the preservation of the Consortium. Without the financial resources these libraries can bring, the Consortium cannot survive. As outlined below, the membership with the State Library is making a concerted effort to identify and recruit libraries. To date, the only libraries seeming to show active interest are small libraries with very small operating budgets. The larger libraries show some reluctance or are moving more slowly than the survival of the Consortium can allow. If given more time, more libraries may join the Consortium. In the meantime, the Consortium might look at other measures to reduce overall operating costs. The following recommendations are reiterated in the objectives below. It is recommended immediately: 1. Bid operational services for three years for the fiscal year beginning 2015-16. 2. Continue to actively recruit medium-sized libraries with the goal of six libraries by December 2017. 3. Explore other cost models for maintenance of services. It is recommended globally: 4. Actively engage the membership, Missouri State Library, citizens, and Missouri government in the ideals of service to citizens. (This consortia is about providing services to citizens—not an ILS.)
