Availability of quality Infrastructure is necessary for effective functioning of
the Department as well as for satisfaction of the officers and the staff. Also,
as the Department has regular interaction with the public at large providing
an amiable environment is necessary for the smooth functioning and for ease
of doing business.
The Infrastructure Wing of the DGHRD is committed in its efforts towards
improvement of infrastructural facilities of the department, consolidating the
physical assets owned by the Department namely; land, office building,
residential accommodation, godowns and guest houses to evaluate the assets
available with the department and also to pursue an action plan for
acquiring new assets and usefully utilizing the vacant assets.
DGHRD has inventorised the assets in the form of an Asset Register to
consolidate the physical assets owned by the Department. The value of
assets is Rs. 7684 crores, as on 31.12.2010.
Consequent to Cadre Restructuring creation of new assets by way of
infrastructure expansion for accommodating the new offices has become an
essential and imminent need.
Another positive expected change i.e. Goods and Service Tax (GST) is on the
anvil of the approval by the Government and would require further
proportional augmentation of the infrastructure.
DGHRD in Infrastructure and Welfare wing has allocated work as follows
for division of work so that the proposals can be processed in a
systematic manner:
(I)
INFRASTRUCTURE WING:
a.
Land Section: Proposals received from the field formations for
purchase/acquiring of land are dealt in the land section of DGHRD (I&W) for
scrutinizing and processing the proposals in terms of the Guidelines given in
Chapter-2 of the ‘Manual of Infrastructure’ for seeking administrative
approval & expenditure sanction of the Ministry & the competent authority.
b.
Construction
Section:
Proposals
for
construction
of
offices
space/Residential space on acquired land space are received in the
construction section and same are processed in terms of the Guidelines given
in Chapter-3 of the ‘Manual of Infrastructure’ for seeking administrative
approval & expenditure sanction of the Ministry & the competent authority
and after approval are communicated to CPWD/NBCC or any other executing
agency for timely construction.
c.
Ready Built Accommodation (RBA) Section: Proposals received from
the field formations for purchase of Ready Built Accommodation (RBA) are
dealt in the RBA section of DGHRD (I&W). The proposals are processed in
terms of the Guidelines given in Chapter-4 of the ‘Manual of Infrastructure’
for seeking administrative approval & expenditure sanction of the Ministry &
the competent authority.
d.
Hiring Section: Proposals for the hiring of space on rental basis for the
accommodation of Offices/Godown’s are received in the hiring section and
same are processed in terms of the Guidelines given in Chapter-5 & 6 of the
‘Manual of Infrastructure’ for seeking administrative approval & expenditure
sanction of the Ministry & the competent authority. 34 proposals of hiring of
new premises as well as of revision of rent has been sanctioned by the
Ministry this financial year upto 15.09.2015, while 19 proposals were
sanctioned during the financial year, 2014-15.

Repair and Maintenance Section: Proposals received from the field
formations for Repair and Maintenance of departmental buildings, ‘Minor
Works’ or ‘One Time Repair’ of Government owned buildings are dealt in the
Repair and Maintenance section of DGHRD (I&W). The proposals are
processed in terms of the Guidelines given in Chapter-7 of the ‘Manual of
Infrastructure’ for seeking administrative approval & expenditure sanction of
the Ministry & the competent authority.
(II) WELFARE WING
This Wing deals with processing of claims of the Departmental officials under
the C&CE Welfare fund with a primary objective of Welfare of staff and their
wards under various schemes such as grant of scholarships, ex-gratia
financial assistance in cases of death of departmental officials, setting of
common facilities, guest houses, canteen etc. after seeking the approval of
the Governing Body & IFU.
