Republic of Mauritius MINISTRY OF GENDER EQUALITY, CHILD DEVELOPMENT AND FAMILY WELFARE Special Collaborative Programme for Support to Women and Children in Distress 1. The Ministry of Gender Equality, Child Development and Family Welfare (MGECDFW) is implementing the Special Collaborative Programme for Support to Women and Children in Distress. The aim of the Programme is to provide financial support to Non Governmental Organisations, Community Based Organisations and Non State Actors (including Local Authorities, Rodrigues Regional Assembly and non-profit Para-Statal Organisations) working for the welfare of women and children in distress. Non Governmental Organisations, Community Based Organisations and Non State Actors in Mauritius and Rodrigues are invited to submit project proposals aimed at integrating women and children in distress into the mainstream of development. 2. Projects proposals should be in respect of: (i) Support to children victims of violence, abuse and neglect; (ii) Welfare (well-being/empowerment) of women and children in distress; (iii) Preventive measures to eliminate all forms of violence against women and children, including gender-based violence; (iv) Support to children with all form of disabilities; and (v) Assistance and integration of women detainees and their children in society. Note: However, if buildings are required, applicants would have to liaise with the Authorities concerned for utilization/ conversion of the existing infrastructure and to show proof thereof at the time of application. 1 3. Eligibility Criteria Organisations should satisfy the following criteria: (i) working for the welfare of women and children in distress; (ii) duly registered with the Registrar of Associations at the time of application; (iii) have a proven track record of at least one year of experience/ activities, relating to the welfare of women and children; (iv) have sound financial management and good governance; (v) have ability to manage funds as demonstrated by the financial return for the previous year(s) as submitted to the Registrar of Associations; and (vi) have an official address. 4. Budget / Financial aspects: (i) A grant not exceeding Rs 2.0M may be made available for each project; and (ii) The grant should be complemented by financing from the organization or be secured from other donors including CSR by at least 10% of the project value in kind or in cash. 5. Applications 5.1 Project proposals should be addressed to the Permanent Secretary of the Ministry of Gender Equality, Child Development and Family Welfare, 7th Floor, Newton Tower, Sir William St., Port-Louis. 5.2 Project proposals should be submitted in English or French as per guidelines and the application form, available on the website of the Ministry on http://gender.govmu.org or from the Special Collaborative Programme Unit located at 2nd Floor, SILWF Building, Edith Cavell Street, Port- Louis. Phone numbers: 210 - 2575, Fax: 213 - 7131) 5.3 Project proposals should include the following information and documents: (i) Application Form duly filled, signed and having seal of NGO; (ii) Budgeted Expenditure (iii) Work Plan (iv) Proposed Calendar of Activities (v) Profile of Beneficiaries (vi) Registration Certificate of NGO; (vii) Proof of track record of at least one year of experience/activities, relating to the welfare of women and children; eg. Press cuttings (viii) Financial return for the previous year(s) as submitted to the Registrar of Associations; (ix) Relevant operational permit or license from relevant Authorities; and (x) Relevant quotations for items to be purchased or services to be provided. 2 6.
