Part II: Activities specifically related to the mandate
of OIE Reference Laboratories
3.
International harmonisation and standardisation of methods for diagnostic testing or the
production and testing of vaccines
a)
Establishment and maintenance of a network with other OIE Reference Laboratories
designated for the same pathogen or disease and organisation of regular inter-laboratory
proficiency testing to ensure comparability of results
None
b)
Organisation of inter-laboratory proficiency testing with laboratories other than OIE
Reference Laboratories for the same pathogens and diseases to ensure equivalence of
results
None
4.
Preparation and supply of international reference standards for diagnostic tests or vaccines

Spherical baculovirosis (Penaeus monodon-type baculovirus)
5.
Research and development of new procedures for diagnosis and control
Duplex real-time PCR for detection and quantification of monodon baculovirus (MBV) and hepatopancreatic
parvovirus (HPV) in Penaeus monodon:
Tang K.F.J. & D.V. Lightner. In press. Duplex real-time PCR for detection and quantification of monodon
baculovirus (MBV) and hepatopancreatic parvovirus (HPV) in Penaeus monodon. Diseases of Aquatic Organisms.
6.
Collection, analysis and dissemination of epizootiological data relevant to international disease
control
None
7.
Maintenance of a system of quality assurance, biosafety and biosecurity relevant to the
pathogen and the disease concerned


8.
Quality assurance of sample material provided is achieved by pre-testing the sample material for the pathogen
of interest, by PCR, prior to shipment.
Biosafety and biosecurity is achieved by following federal regulations for disposal of infectious materials and
through the inland location of the laboratory, as no marine pathogens would be able to survive in the natural
environment of the Sonora Desert.
Provision of consultant expertise to OIE or to OIE Member Countries

Advisor to the Aquatic Animal Health Standards Commission, Office International Des Epizooties, Paris. Term
2009-2011, Advisor (~10 days/year). I was appointed to a third 3-year term by the OIE Central Bureau, beginning in
May 2009, on the OIE Aquatic Animal Health Standards Commission (AAHSC) which meets 2 times per year to
consider new diagnostic methods for OIE listed and notifiable aquatic animal diseases; to consider changes to the
OIE Aquatic Animal Code; and to make recommendations to the Director General and to the OIE World Assembly
of Member Country Delegates. In 2011, I participated in the AAHSC meeting of October 3-7 at the OIE
Headquarters in Paris.

Provision of scientific and technical training to personnel from other OIE Member Countries
• Hosted Borlaug scholar Mr Bambang Hanggono, of the Indonesian Government’s Situbondo Laboratory
Mr Hanggono visited the Aquaculture Pathology Laboratory for 12 weeks (17 September to 3 December, 2011).
Mr Hanggono’s training emphasized histopathology and molecular diagnostic tests for major shrimp diseases
including Tetrahedral baculovirosis virus.
