Bomb Threat procedures initiated over the

bomb threat: “Teachers remember the Saturday faculty
meeting.”
Do not tell students it is a bomb threat

entry to the administration office.

Have students leave their bags or packs in the








Lock-down initiated over the intercom with the
following statement: This is a lock-down”
Calmly ask students to move away from the door
and windows
Check for students outside of the classroom
Close and lock any doors – close window blinds or
cover windows
Call the roll, carefully noting which students are
absent
A supervisor will call your room
Indicate any students that were in class, but are now
missing. Indicate any students who were brought in
from the hall
Stay off the phone or intercom and wait for “all
clear” to be given.

IN-SCHOOL SHELTERING







The purpose of in-school sheltering is to protect
students from external environmental hazards.
In-school sheltering initiated over the intercom
with the following statement: “This is an in-school
sheltering.”
Clear students from the halls or outside into the
classroom.
Tape doors and windows to seal air in room
Call roll
A supervisor will call your room
Indicate any students that were in class, but are now
missing. Indicate any students who were brought in
from the hall.
Stay off the phone or intercom and wait for “all
clear” to be given.

CUSTODIAL INSTRUCTIONS
Each school should have a checklist of things for the custodian to
do in each of the four crisis responses.
What building systems need to be shut down in each crisis: heat,
air, water, power, and circulation?
Where are the shut off valves, breaker panels, etc.?
What needs to be done to help the administration with the alarm
systems and locating the cause of an alarm?
In a bomb threat, how will custodial help secure and search the
building?
How will the custodian communicate with the administration?

FIRST AID
Who is certified to administer first aid in the event of an
emergency?
Will you have a first aid assembly area for the walking
wounded?
How will you communicate with first responders?
Do you have first aid supplies and who will transport them out
in an evacuation?
Do you have anyone to cover the responsibilities of first
responders so that they can care for the injured?
Do you have a system to keep track of injured students, who is
transported to the hospital, and a way to notify parents of
injured students?

ACCOUNTING FOR STUDENTS
This section should give detailed instructions and checklists for
those who are responsible for accounting for students. It is not
meant for teachers. All of the information teachers need should
be listed in the teacher pages. This section should be for the use
of those to whom teachers report during a crisis. They serve as a
link between teachers and incident command.
This section will probably require multiple pages containing lists
of teachers and room assignments. Extra paper for note taking
is also a good idea.
Instructions should be given for each type of crisis
Evacuation:
Who is assigned to supervise each assembly area and make sure
classes have cleared the building? Do you have overlapping
assignments or plans for someone in case this person is not
available?
Create a system for teachers to report that their entire class is
safe or which specific students are missing or hurt.
Create a system for supervisors to report to incident command
missing classes or students as well as injured individuals.
Create a communication link between the supervisor and
incident command so that instructions can be relayed such as
plans for relocation if necessary.

ACCOUNTING FOR STUDENTS

In-School Sheltering or Lockdown:
Teachers and students will be in rooms, so how will you account
for their safety?
Will you use phones, the intercom, or some other method to call
into rooms and account for students?
Will the same supervisors who help in an evacuation be able to
help in this instance?
What other areas besides the front office are available for
supervisors to use in case the office is not secure?
Can your offices be secured in a lockdown or sheltering
situation?

Will your supervisors have any responsibilities in addition to a
normal evacuation?
INCIDENT COMMAND
Incident command is made up of the administration, other
designated helpers, and representatives from emergency
personnel such as fire, police, EMT, etc. It is the decision-making
boy in a crisis. You should have a checklist of thing to do in each
crisis situation. It may be helpful to assign specific duties to each
member of the group remembering that if someone is not
available others will have to cover.
INCIDENT COMMAND

A location for a command center should be declared so that
administration can easily communicate with emergency
personnel. A few locations should be thought through in
advance. The first location is not always available.
Who is assigned to call police, fire, and poison control?
Who will work with the custodian to coordinate alarms and
locating the source of alarms?
Who will coordinate the accounting for students?
Who will oversee first aid?
Who will coordinate relocations?
Who makes final decisions? What is the chain of command if
people are missing?
Who will deal with media?
Who will organize volunteers or parents who show up on the
scene?
Do you have a portable office ready and who will take it to the
command? For the contents of this bad, refer to page B-3 of the
District Disaster Plan.

This section should contain your plan for contacting all of the
parents in your school. This may be used after a crisis to assure
safety or to inform them of important events such as the
cancellation of school.
