The main objectives of these Government’s activities are economic growth, poverty reduction and inclusive development. Therefore, the coordination role of the Cabinet Division will directly and indirectly contribute in reducing poverty significantly. Impact on Women’s Advancement: The administrative and developmental activities of the country are governed by the policies, plan of actions and women friendly strategies taken at the Cabinet meetings, meetings of Cabinet Committees and Secretary Committee’s meetings at macro level. Empowerment of women is one of key focuses in these activities, which will directly contribute to protect economic power, social dignity and legal rights of women. 3.1.2. EnhanceEfficiency and Effectiveness of Field Administration Impact on Poverty Reduction: Monthly coordination meetings of Divisional Commissioners, yearly conference of Deputy Commissioners, and inspection of field levels offices by the officers of Cabinet Division act as effective forums to identify local problems and prospects, and to explore useful and sustainable solutions to these problems. Considering coordination of local development and poverty reduction programmes, these forums are directly concerned with establishing links between the Government and local people; and also formulating development planning of the Government. Introducing District Web Portal with an aim of advancing and expanding information technology and establishment of Digital Centers at union levels, have ensured people’s access to the Government’s information and services. These activities will lead to generation of employment opportunities at rural level, which will directly impact on poverty reduction. Impact on Women’s Advancement: A variety of programmes/projects concerned with women advancement are being implemented at field level by different Ministries/Divisions. It has been possible to effectively implement these programmes/projects because of the coordination observed by the field administration. Establishment and protection of women’s rights would be easier and women participation in social, economic, and administrative activities will be enhanced because of ensuring their participation in the recently established Digital Centers. All these will directly and indirectly play a significant role in women development. 3.1.3 Upholding National Spirit and Values of Independence throughGenerations Impact on Poverty Reduction: The issue of social inequality will largely be addressed keeping in view to uphold the national spirit and values of independence through generations.Thisstrategic objective will thus have a positive impact on poverty reduction. 50 Impact on Women’s Advancement: The national spirit and values of independence will play a catalytic role in establishing an equitable society based on mutual respects among citizens of the country, which will help enhancing women’s dignity and protecting their rights. 3.1.4 Enforcing National Discipline and Good Governance by maintaining Law and Order and Controlling Social Crimes more effectively Impact on Poverty Reduction: Law and order is considered as a precondition to overall development of the country. Expansion of economic activities and over all development will be ensured by maintaining law and order and strengthening governance everywhere. This will therefore have positive impact on poverty reduction. Impact on Women’s Advancement: Mobile courts operation under supervision of the Cabinet Division and public awareness programmes have been taken for combating social crimes at every layers of field administration (Upazila, District and Division), which effectively reduce various social crimes such as, sexual harassment and acid throwing on women. As a result, women can participate in economic, social, administrative and political activities without any fear. 3.1.5 Reforms in service delivery systems at Government offices and implementing performance management system Impact on Poverty Reduction: Public money, resources and time will be saved, and public service will be standardised by ensuring effective reforms in service delivery systems of Government offices, and inspiring and expanding innovative activities and best practices. In addition, responsibility and accountability of public servants will be ensured if a transparent performance management system is in place. Improvement of service delivery system will largely contribute to the process of poverty reduction. Impact on Women’s Advancement: As good governance is ensured through effective reforms in service delivery systems at Government offices, and inspiring and expanding innovative activities and best practices, women’s participation in all spheres of the society will be enhanced. In addition, through the implementation of a transparent and accountable performance management system, job facilitated environment will be shaped, and women will be engaged everywhere in the society. Therefore, women’s participation at decision making process and women empowerment will be enhanced. Development of Information Exchange Management System Confidential reports on law and order, social and development activities prepared by Deputy Commissioners and compiled by Divisional Commissioners will be sent to the Cabinet Division. These reports help in taking decisions to improve law and order situation of the country. And also enable policy makers knowing about the field level suggestions and recommendations regarding implementation of Government policies. This is therefore a priority spending area. 4. Reforms in service delivery systems at Government offices; inspiring and expanding innovative activities and best practices, and monitoring implementation of Performance Management System Inspiring of e-governance, e-service, innovative activities and best practices at Government offices, monitoring implementation of National Integrity Strategy (NIS) at state and non-state institutions and expansion and coordination of such activities will play an important role in strengthening good governance. In addition, this will enhance transparency and accountability in Government and also improve qualitative and quantitative service delivery to the citizens. A number of 27 personalities and one institutions at national level have been conferred Independence Award; 326 foreign nationals and 11 institutions have been conferred ‘Bangladesh Freedom Honor’, ‘Bangladesh Liberation War Honor’ and ‘Friends of Liberation War Honor’ respectively. 31 video conferences have been held with the Divisional Commissioners and Deputy Commissioners. District e-service programme has been introduced and digital centers at ward level of municipalities and city corporations and union level have been established. Gazipur City Corporation, five Upazilas, six Municipalities and 15 Police Stations have been established.The Second meeting of SAARC countries Cabinet Secretaries has been held with a view to enhancing regional cooperation, exchangingviews and determiningstrategiesfor good governance.
