Closing Date: Wednesday 15th January 2016 3 Job Description DIRECTORATE: Communities DEPARTMENT: Transportation and Engineering POST: Senior Engineer GRADE OF POST: Grade 12 RESPONSIBLE TO: Engineering Manager via Principal Engineer JOB PURPOSE: To support the Engineering Manager/Principal Engineers in the design, contract preparation, administration and management of projects undertaken by the design team. To provide leadership, guidance and support to ensure the provision of efficient engineering services so that projects are designed and supervised to current standards and best practice. This is a multidiscipline service that involves many aspects of engineering design and implementation including drainage, highways, geophysical, structural, and the commissioning and preparation of technical reports and interpretation of the results of those reports. PRINCIPAL RESPONSIBILITIES AND ACTIVITIES: To produce and approve drainage schemes compliant with current design codes, for varied purposes ranging from but not inclusive of Highways, Residential, Commercial, Industrial and environmental applications. Prepare designs and manage design engineers and technicians in the preparation of detailed design and full contract documentation for highway and civil engineering schemes, including drainage, topographical, soil and other surveys. Ensure compliance with statutory procedures including Planning, Compulsory Purchase and Side Road Orders. To be responsible for the delivery of civil engineering projects through design to project monitoring, contractor liaison, supervision and quality assurance and undertake the role under CDM of Principal designer. Manage or produce technical reports, desktop and feasibility studies and estimates for drainage requested by Clients to ensure that these schemes are delivered within budget estimates and to programme. Supervise; train and mentor team members’ ensuring the quality of their work is produced to appropriate standards. To produce design drawings utilising the AutoCAD suite of programs. 4 Manage and maintain high standards of Health and Safety in the office and on site. Ensuring the duties put on designer, clients and contractors under the CDM Regulations are observed. Attend sites as required to provide design assistance for Project Managers and their staff. Provide expert advice to internal and external clients. Attributes Qualifications Education & Training Knowledge & Experience Requirements A high standard of education or an ability to demonstrate competence through experience with a high level of English skills (both oral and written Ideally educated to degree level B.Eng (Hons) Civil Engineering (or accredited degree for Chartership of suitable Engineering Institution eg ICE, ISE, CIHT). Membership or approaching membership of a recognised accredited Engineering Institution Ability to demonstrate experience in the management of an engineering design team. Proven ability and experience of working within a Civil Engineering and Design Environment. Familiarity with administrative processes and systems. Experience of working within a Quality Assured organisation. Understanding and working within the regulations set out by the various Health and Safety documents issued by the Health and Safety Executive. Ability to demonstrate a high degree of competency in the use of Word and Excel, and experience of design packages ie AutoCAD, WINDES. Knowledge of CPO/SRO, building regulations and planning matters. Conditions of Service Senior Engineer Working Hours The working week is 37 hours which will normally be worked in line with the council’s Flexible Working Hours Scheme. However, there may a requirement to work in excess of these hours according to the needs of the service. Location The normal place of work will be Civic offices, Angel Street, Bridgend. However, you may be required to work anywhere within the County Borough. Medical Clearance Any offer of appointment is subject to medical clearance. You will be required to complete a medical questionnaire, but may also require medical examination before appointment.
