River & Drainage Management
Chief Executive
Leadership of the operational management of the River and Drainage Management Group. This includes direct management of 9 staff, including 5 managers; and, indirect leadership of up to 24 staff, and contractors.
This job exists to:
Contribute to strategic challenges related to Horizons ’ river and catchment management.
Lead river and drainage operations across the Region.
Manage river and drainage scheme infrastructural assets.
Provide strategic contribution towards the achievement of
Council’s vision, purpose and goals.
Contribute to the identification and mitigation of community risk from flood and drainage hazards including advancement of solutions.

1. Business Management
Prepare Group business plans, budgets and output statements for LTCCP/Annual Plan
Monitor and manage expenditure and revenue to ensure that LTCCP/Annual Plan objectives are met.
Determine priorities and coordinate activities to ensure implementation and achievement of the LTCCP
Monitor and evaluate performance against annual programmes and plans.
Report to the Chief Executive and Executive on the activities of the Group.
Report to the Catchment Operations
Committee and to Council on the activities of the Group.
Work with the Chair of the Catchment
Operations Committee on operational and strategic issues related to the job portfolio.
2. Staff Leadership
Provide leadership to the Operations
Management Group by exhibiting a management style that motivates others to achieve organisational goals.
Create a team environment that fosters and develops effective working relationships and high performance.
Provide training and development opportunities to ensure team members achieve their full potential in the organisation
Monitor and evaluate performance and workloads of direct reports to ensure
LTCCP objectives are met.
LTCCP input is accurate and meets deadlines
Group expenditure is within LTCCP or additional formal approvals
LTCCP outputs are achieved and stakeholders are satisfied.
Annual Report input meets Auditor requirements
A high level of compliance with plans is achieved.
Councillors are satisfied with the standard of both formal and informal reporting.
The Chair of the Catchment Operations
Committee has a constructive working relationship with the role.
The Operations Group is deemed to be fully effective by staff and customers.
HR policies and processes are observed and implemented on time to agreed standards.
A strong team culture is evident
Training and development needs are identified and programmes implemented.
Staff within the group possess the skills, capability and capacity for current and future work demands.
2. Staff Leadership contd.
Develop and maintain capacity in the organisation to satisfy Council’s and the communities expectations for river and drainage engineering services.
Actively build capability and skills within the group.
3. Communication and Advocacy
Develop strong relationships with elected members, community groups and TLA’s.
Advocate for Horizons’ position on engineering issues through personal communication and use of various forms of media.
Liaise with ratepayers, representative groups and individuals that have an association with the Council and with the
Operation Group in particular.
Respond to ratepayer and TLA enquiries in relation to engineering issues.
Participate effectively in national River
Managers Group.
4. Executive Contribution
Monitor external environment in relation to
Group activities and advise Chief Executive and Executive Management Team on strategic issues
Contribute effectively to the development of organisational policies and strategies.
Provide organisational leadership and support the Executive team in the pursuit of organisational excellence.
Take a broad view on key strategic challenges for the organisation.
5. Health and Safety Management
Assume the responsibilities assigned to a
“ Manager/Team Leader ” as defined in the
Horizons Regional Council Health and
Safety Policy and Management Manual.
Ensure compliance with Standard operating procedures (SOPs) and safe work methods/practices relating to my functional work area at all times.
Productive relationships are developed.

Group’s activities.
Readiness to meet and consult with individuals and community groups is evident.

5. Health and Safety Management contd.
Promote and support the safe and early return to work of injured employees.
Ensure hazard management plan review is undertaken annually for your team.
Ensure all hazards are identified and steps are taken to mitigate them.
Ensure those staff issued with Personal
Protective Equipment (PPE) receive correct and adequate training and are competent in the use of the PPE.
6. Corporate Contribution
Maintain own professional development.

Undertake Health and Safety tasks/responsibilities.
Participate in emergency management activities as required.
Participate and contribute to corporate projects and inter-departmental initiatives as agreed.
Maintain Council plant and equipment.
Fulfil administration-reporting requirements
(e.g. timesheets, vouchers, reporting).
Ensure the Business Continuity Plan (BCP) for the team / work group is maintained, and regularly reviewed and updated to ensure its currency.
Hazard identification, hazard assessment and risk management is coordinated and achieved effectively within your team and area.
Hazard management processes are reviewed annually and implemented and monitored for your team.
All staff and contractors are aware of all hazards relating to their relevant work practices and areas.
All staff are provided with, and trained in, the use of appropriate PPE.
Appropriate training and development undertaken as agreed.
Corporate responsibilities are undertaken and completed accurately, meeting specified standards and within agreed timeframes.
Contribution to projects and corporate initiatives is effective and valued.
Administration requirements are completed timely and accurately.
BCP is maintained and updated as required, to reflect changes and ensure its currency within current and future team / group activities.
Person Specification
Qualifications
Essential:
Tertiary qualification suited to river and drainage engineering.
Desirable:
Tertiary qualification in management.
Professional Accreditation (Chartered Engineer)
Knowledge / Experience
At least 10 years experience in the river/drainage catchment or civil engineering industry.
Good knowledge of resource management.
Experience in Contract management.
Experience in staff management, capability building and team leadership.
Knowledge of the significance of land drainage and land management.
Good knowledge of the principles of asset management.
Skilled in strategic planning.

Availability to undertake role of Incident Controller or any other duties as part of Horizons
Regional Council’s response to flood events, environmental incidents and emergency response.
