AGENDA ITEM 7 BOROUGH OF POOLE BEARWOOD, MERLEY AND BROADSTONE AREA COMMITTEE 22 SEPTEMBER 2104 REPORT OF HEAD OF TRANSPORTATION SERVICES TRAFFIC PANEL Information 1. Requests for minor traffic measures, particularly if they involve Traffic Orders or have other implications on traffic flow, are generally considered by the Traffic Panel. The Traffic Panel consists of Council officers and representatives of the Police, emergency services, and the Bus Company. The panel seeks advice from Councillors, the refuse collection service and emergency services prior to their meeting and then makes recommendations on the requests. This process allows requests to be considered on a consistent basis across the borough and satisfies the requirement that the Police and emergency services are consulted at an early stage in the preparation of any orders. 2. The Traffic Panel’s consideration of the issues and their recommendation is recorded in the minutes, which are circulated to all council members after the meeting. If no objections are raised to any of the items then the Panel’s recommendations are approved under delegated powers and this is reported to the next meeting of the relevant committee. 3. The Traffic Panel met on 11 June 2014 and discussed the following items concerning this committee: a) Gravel Hill – Request for measures to prevent vehicles parking on verges – Poole Grammar School Car Boot Sale. b) Macauley Road – Impose Loading Ban. The Panel’s recommendations are attached below. 4. The minute of the Traffic Panel’s discussions is attached, and their recommendations have now been approved under Delegated Powers. Emergency Services Refuse Collection Comment: None Traffic Panel Comments: SD informed the Panel that Poole Grammar school were contacted about drivers parking on the grass verges when the school held a car boot sale recently but had not yet received a response. The Panel felt that it would not be appropriate to install physical measures, nor introduce a legal order, to prevent verge parking, as this was such an infrequent occurrence. While double yellow lines would allow Penalty Charge Notices (PCNs) to be applied, there is a concern that this could be seen as an “invitation to park” wherever the yellow lines ended – again, there is not normally any parking on the road at other times. The Panel felt that the school had enough space on its site to accommodate a large number of visitors and should be able to do more to make sure that drivers did not park on the verge. Dorset Police agreed to liaise with Broadstone, Merley & Bearwood Safer Neighbourhood representative. The Panel also agreed that the Council would write to Poole Grammar School requesting that they take steps to accommodate all visitors’ cars at future events. Estimated Cost: That the Council write to Poole Grammar School to express concern about vehicles parking on the verges, and to ask that they take steps to avoid this happening at future events. N/A Likely Objectors: N/A Recommendation: Location: Macauley Road Ward: Broadstone Approval & Funding: Broadstone, Merley and Bearwood Area committee Request by: Ward Councillor Nature of Request: Impose loading ban Background: None Members Comments: Cllr Brooke has expressed concerns that the growing number of Blue Badge Holders parking in Macauley Road was causing problems for delivery vehicles and for local residents Emergency Services Refuse Collection Comment: No specific comments but they would generally support any measures that assist access. Traffic Panel Comments: The Panel noted that Macauley Road is used by delivery vehicles after they have served the rear of the shops in Story Lane. Both Macauley Road and Story Lane are narrow at this point and it is important that access is not blocked by parked vehicles. The area is already subject to waiting restrictions, but Blue Badge holders are allowed to park here for up to 23 hours. There are disabled parking spaces in Macauley Road, and in the Broadway “toastrack” area, and also in the car parks. The Panel agreed to impose a loading ban to keep the area clear.
