Box 541778, Merritt Island, FL 32954-1778, http://www.rghoa.com Minutes of Board Meeting June 20th 2013 Meeting held at Georgiana Offices, Merritt Island, Florida 32952. Call to Order: 7.00pm Present: Ed Lucas, Marie Prescott, Susan Kasica, Michelle Delfino, Rich Rahn, Bill Langan, Bernie Nicholson. Pledge of Allegiance led by Ed Lucas. Ed thanked all members for attending. Susan motioned to approve May 2013 minutes with amendments: Mr. Kupi surname spelling mistake. Deletion of paragraph pertaining to sidewalk power washing. Bernie seconded the motion and the minutes were accepted unanimously by the Board. Treasurer Report Bill distributed latest budget reports. Informed Board that to date two homes in Rivergrove still have outstanding dues. 2656 Rocky Pointe Way. This home is being sold and closing on July 6th 2013. Bill will ask the Bank for 4yrs past dues. Mrs. Buchannan, Trails at Hidden Harbor. Also owes four years past dues. Bill will file Lien on property. Ed officially thanked Bill and Rich for their diligence in the collection of outstanding dues. Mr. Miller, Long Sandy Circle has outstanding fine of $25.00. The cost of repairs on three culverts came to $3300.00. Web site: We paid Mitch $251.00 for the renewal of web site. Ed thanked Mitch for all his work on that site. The City Water Bill is down this month. Thanks to Josh for sprinkler head renovation. Less water needed now to do the same job. Michelle motioned to accept the budget as written. Susan seconded and the motion was accepted unanimously by the Board. ARC Committee. Rich and Ed resurveyed the neighborhood. Of sixty violations last month, there are only ten pending. Rich will send out friendly e-mails to all concerned. A fining committee will hopefully be in place by August 2013. This will be an independent committee to take control of pending fines. Landscape Josh reported that the Sago Palms at the entrance of Rivergrove are now free of disease. Thank you Josh for spraying and treating the palms. Modification to the sprinkler heads in the passive park cost $165.00, this included eighteen new heads. The removal and replanting of two trees in the passive park will be $200.00. Josh reported on a catastrophe at the River Park. The whole bank has eroded into the river and needs immediate attention. We will meet at the park on Saturday at 8a.m. to inspect and decide what course of action is to be taken. In the meantime, Ed will call Gunstruction to ask for an inspection. It is suggested that retaining concrete stepped walls be placed all the way down the slopes. Social Committee Bernie stated that we were only $32.00 short on the monies collected and costs for the picnic in the Park. This was a huge success and Bernie suggested a Street Party as our next event. Bernie will welcome new residents to the community on behalf of the Board. Newsletter Marie thanked Bernie on the layout of the last newsletter and Ed for the great printing of that newsletter and photographs. Marie will try and duplicate the layout for the next newsletter. Cleaning tips: Special thanks to Kathy Penner for her donations to the Picnic. Inadvertently left out with the vote of thanks for that day. Congratulations to Samantha Lucas on her graduation and new career in Special Ed teaching in Gibsonton, Florida. Non Emergency # 321 264 5100. Sheriff’s department. Our dock address: 2800 S. Tropical Trail. Old Business The River dock fence has now been completed. The lock has been removed. Unfortunately there are reports of people trespassing on the dock at night. We need to phone the non emergency number and inform the sheriff. Marie will include this in the newsletter. Susan thanked Rich for his assistance informing the police of the problem. Three culvert repairs have now been completed with a total cost of $3300. Gunstruction repaired these culverts well. Dave Fox is a little concerned with the lip on the culverts. Ed will inspect to see if anything needs to be repaired. The Boulevard trees around the neighborhood need trimming from the roadside. New Business Susan submitted an amended version of the new bylaws for Rivergrove. After further amendments, Marie motioned to accept the bylaws with amendments. Bill seconded and the motion was accepted unanimously by the Board. Susan will bring the amended by laws to the next meeting. The three Board Officers signed the by-laws. Ed thanked Susan for her work on those by-laws. The Board needed a Vice President. Bernie nominated Rich Rahn, Susan seconded and the motion was carried unanimously by the Board. Rich accepted the position. Open Floor Dave Fox reported that all lights at the entrance had been repaired. He has replaced broken or missing phineals on the fence. Removed trash from various points around the neighborhood. Reported that the algae in the lakes has not gone completely and may need further treatments. Dave would like to see some grass put on recent work carried out behind properties on Trails at Hidden Harbor. We could sod the area in question for $400 to complete the work. Ed motioned to call Paradise to carry out this work as soon as possible. Susan seconded and the motion was carried unanimously by the Board. Susan mentioned that the Junipers at the front entrance look a little scraggly. Josh will inspect and report at next meeting. Sidewalks are now starting to rise around the neighborhood. We are not sure if this is a residents or County problem. Ed will investigate and report at next meeting. Asked if Rich could look at the drain at 881 Spanish Cay to see if it needs immediate attention. With no more business Susan made a motion to adjourn the meeting. Bernie seconded and the meeting adjourned at 8.30p.m. Marie took minutes.
