UTILITY SYSTEM SUPERVISOR General Statement of Duties Employee performs supervisory and technical work in the construction, maintenance and repair of the Town of Carolina Beach utility systems and other assignments within the Town of Carolina Beach. Distinguishing Features of the Class An employee in this class provides field supervision of employees engaged in a variety of work associated with the maintenance, repair and construction of water distribution and/or sewer collection systems. Work includes formally supervising two or more employees to include assigning and overseeing their work to ensure that systems are properly maintained, assuring that they have appropriate training, conducting assigned employees performance evaluations, provides recommendations and corrective actions as needed. An employee in this class also performs skilled technical work associated with the maintenance, repair and construction of utility systems and frequently inspects and evaluates various work areas to ensure established standards and work procedures are maintained. Work requires good technical, interpersonal and supervisory skills. The employee is subject to working primarily in outside environments including extreme hot, cold and wet weather. Work hazards may include loud noise, vibrations, moving mechanical parts, exposure to chemicals, fumes, odors, poor ventilation and oils. The employee shall wear appropriate PPE for the specific tasks they are engaged in or specific project site. The employee may be required to inspect water or sewer pipe lines, utility holes, or other small enclosed spaces. The employee shall know and understand the requirements and application of OSHA standards on blood borne pathogens and other OSHA standards and requirements. The employee will be involved in emergency response or call-back. The employee may be called back at any time to assist team with appropriate measures to address the specific situation(s). Work is performed under the general supervision of the Utility System Superintendent and is reviewed for conformance to established specifications and standards, productivity of the unit, and general community acceptance. Employee will be required to successfully complete required NIMS courses. Employee will complete other additional duties or assignments as required. Duties and Responsibilities Essential Duties and Tasks Supervises the maintenance, repair and construction of water distribution or sewer systems; performs field inspections and directs field work; organizes staff and equipment for most effective and efficient operation. Supervises two or more employees to include assigning and overseeing their work to ensure that systems are properly maintained, assuring that they have appropriate training, approving leave requests, conducting their performance evaluations, and recommending commendations and corrective actions as needed. Confers with the Superintendent on designs and how to connect new construction to existing structures. Insures proper use of safe work methods; trains employees in safety policies and procedures. Prepares reports, orders materials and keeps records of material use. Page 1 of 3 Responds to complaints and related issues. Completes investigates for specific situation. Completes work when it is the town’s responsibility to resolve situations. May acquire material, supplies and equipment in compliance with municipal purchasing practices and in conjunction with the Superintendent’s authorization. Additional Job Duties Performs related duties as required. Performs assigned duties and tasks as need to complete assigned tasks within the Town of Carolina Beach. May be called back to work in emergencies as needed. Recruitment and Selection Guidelines Knowledge, Skills and Abilities Thorough knowledge of the principles and practices of construction, maintenance and repair of water distribution and sewer systems and the use and maintenance of related equipment, supplies and materials. Working knowledge of the municipal water and sewer customer service policies and procedures. General knowledge of the operation, maintenance, capabilities and limitations of heavy equipment used in the area of assignment. General knowledge of the occupational hazards and proper safety precautions involved in the operation of heavy equipment. General knowledge of the traffic laws and regulations governing equipment operation. General knowledge of related municipal engineering specifications and practices and related state and local laws and regulations. General knowledge of the principles of effective supervisory practices including motivation, communication, performance coaching and review. Skill in collaborative conflict resolution. Ability to operate heavy construction equipment accurately and safely. Ability to prepare plans and detailed reports. Ability to read construction plans, maps and drawings. Ability to assign and supervise the work of subordinates and to instruct them in proper work and safety methods and procedures. Ability to prepare work records. Physical Requirements Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and performing repetitive motions. Must be able to perform heavy work exerting up to 100 pounds of force occasionally, 50 pounds of force frequently and 20 pounds of force regularly. Must possess the visual acuity to operate heavy equipment, a vehicle, a computer, and to read and prepare reports, drawings and plans. Page 2 of 3 Required and Desirable Education and Experience Required: Valid motor vehicle operator’s license. Must be issued in the state of North Carolina within 30 day from date of employment if employees relocates or is a resident of North Carolina. Required: Graduate from high school or a GED is required to qualify employee for state certification requirements. Required: Valid North Carolina CDL Driver License or have the ability to obtain within six months of employment. Desired: Valid State of North Carolina Wastewater Collections Operators Certification, Grade III. Desired: Valid State of North Carolina Water Distribution Operators Certification, Grade C.\ Desired: Considerable experience in water distribution and/or sewer collection system maintenance or construction. Desired: 3 to 5 years of actual management or supervision experience. Overall: Consideration will be evaluated on equivalent combination of education and experience. Special Requirements Possession of a valid NC driver’s license. Possession of a valid NC Class C CDL or must be able to obtain within 6 months of employment. Possession of a Water Distribution Certification Grade C or must be able to obtain with 12 months of employment.
