Primary Reason Why Classification Exists To perform unskilled to skilled work in the installation, maintenance, and repair of streets and storm drains, water and sewer lines, meters, hydrants, and other infrastructure facilities Distinguishing Features of the Class An employee in this class performs routine manual labor in the installation, maintenance, and repair of water and sewer lines, meters, hydrants, and other infrastructure facilities. Work is generally performed as part of a work team to maintain and repair streets, storm drains, underground utility systems, structures, facilities, and grounds for use by Town residents and visitors. Work is distinguished from the Utilities Maintenance Worker II level by the type and complexity of work assignments, license to operate certain equipment, and degree of supervision required. This classification is non-supervisory. Work is performed under the direction of a utilities or public works supervisor or other management official and is evaluated by visual inspection of work, periodic meetings, compliance with safety procedures, and overall quantity and quality of work performed. Illustrative Examples of Work Installs and maintains water and sewer mains, service lines, fire hydrants, water and sewer Utility Maintenance Worker Town of Carolina Beach Page 2 taps and service connections; installs or replaces meters; repairs and replaces water and sewer lines and related facilities; makes utility cuts and patches streets and storm drains; may perform cross-connection inspections Lays pipe; erects street signs; cleans ditches; mows rights-of-way; operates forklift at warehouse; hauls dirt and materials to job sites using dump truck; mixes small batches of concrete required for jobs Installs meters, meter boxes; reads meters and other related water distribution tasks Performs other maintenance duties such as cleaning, patching, rodding, and flagging and directing traffic; installs, cleans, repairs, and replaces manhole covers and valves Performs masonry and asphalt work in connection with tasks; pours and finishes concrete and asphalt to patch streets; makes utility cuts; edges sidewalks; flags traffic Inspects, cleans, and maintains pump stations; cleans trucks and equipment; checks fluid levels and performs preventive maintenance on vehicles and equipment, performs specific operators maintenance as needed or required Operates service trucks, tractors, backhoes, and mechanical equipment Clears and mows utility rights of way; grades and seeds property after completing projects Applies pesticides and herbicides under license of certified employee Performs general cleanup of facilities such as emptying garbage, picking up litter, and discarding yard waste; cleans and lubricates truck reels, nozzles, hoses, blades, and other preventive parts; informs supervisor of equipment repair needs Works “on-call” rotation Performs other related tasks as required Knowledge, Skills, and Abilities Knowledge of installation and maintenance practices for water and sewer services, water drainage design, asphalt and concrete maintenance Knowledge of fundamental soil characteristics indigenous to the area Knowledge of occupational health and safety practices required in performing water and sewer pipe maintenance and when working in traffic control zones Knowledge of the purpose and operation of heavy equipment Ability to communicate effectively, both verbally and in writing, with other employees and citizens; ability to explain work to be performed and end results to be expected Ability to understand and comply with supervisory instructions Ability to identify and report maintenance needs of various pipe maintenance structures Required to report back to work in the event of emergencies and work in varied weather conditions Physical Requirements Work in this class is defined as heavy work requiring physical exertion of in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of frequently, and/or up to 20 pounds of force constantly to move objects. Employee has to perform physical activities such as climbing, balancing, stooping, kneeling, crouching, reaching, walking, standing, pushing, pulling, lifting, grasping, feeling talking, and hearing. Employee must have the visual acuity to visually inspect small defects or parts, operation or inspection of machines and earth moving Utility Maintenance Worker Town of Carolina Beach Page 3 equipment, use measurement devices, and to determine the neatness and accuracy of work assigned. Employee must have the stamina to work for extended periods some of which in emergency situations. Working Conditions Work is performed primarily in outside environmental conditions including extreme heat and cold with snow and ice. Employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, and potential for blood borne pathogens in raw untreated sewage. Employee is subject to atmospheric conditions due to exposure to fumes, odors, and dusts and may work in close quarters, crawl spaces, shafts, man holes, small areas of sewage and water lines, and other confined space areas. Employee is required to work on an “on-call” rotation schedule. Education Graduation from high school or GED equivalency Experience Experience in the installation and maintenance of water & sewer lines preferred Special Requirement Valid NC driver’s license; required to obtain a commercial driver license (CDL-B) Certified in first aid & CPR Must be able to obtain Grade I Waste Water Collection Certificate Ability to obtain and maintain Grade C Water Distribution Certificate preferred Employee required to successfully complete the NIMS course work applicable to the position within one year FLSA Status: Nonexempt (eligible for overtime or equivalent compensatory time at 1½ times the employee’s regular weekly rate for all hours worked in excess of 40 hours in the Town’s official work week and not the employee’s work schedule).
