UTILITY MAINTENANCE EQUIPMENT OPERATOR II
General Statement of Duties
Performs special skills and abilities in the responsible and accountable operation of
equipment and vehicles in close proximity of personnel, buildings, personal property, and other
utilities. Performs responsible skilled work in the installation, replacement, repair, and preventive
maintenance of water and sewer lines and associated work. Performs work in roadways and
various right of ways.
Distinguishing Features of the Class
An employee in this class performs a variety of skilled work as a member of a crew
engaged in the construction, installation, and repair of water and sewer lines and
appurtenances. Work involves the replacement and repair of water and sewer pipes to meet
specific required specifications such as alignment, grade, depth, pipe, and other related
requirement to properly repair or install specific infrastructure. Must understand and have the
ability and knowledge to properly backfill and compact work site. Work also includes making
taps to water and sewer mains, installing hydrants, meters, and valves, and making repairs to
the water and sewer system. Employee is subject to work in both inside and outside
environments, in extreme hot and cold weather, and exposure to various hazards such as loud
noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts,
mists, gases, poor ventilation, and oils. Employee will complete training pertaining to exposure
and prevention of bloodborne pathogens. Employee will have on-call duties and will receive
call-back to work as needed. Work is performed under regular supervision and is evaluated
through observation which would include physical operations of assigned equipment, operators
maintenance, inspection of assigned work and other related tasks, duties, adherence to
instructions, and established safety practices.
Duties and Responsibilities
Essential Duties and Tasks
Assists with laying water and sewer pipe; repairs and replaces sewer and water lines, and
related facilities.
Responsible for correctly installing, inspecting, servicing, and testing of water meters.
Properly operates sewer cleaning devices such as roding machines, vactor and jet machines
that may be required to unstop sewer mains and service lines.
Operates backhoes, forklifts, front end loaders, dump trucks, and other equipment or vehicles
as assigned or needed.
Participates in hydrant and valve exercising and maintenance programs as needed or required.
Assists with and installs hydrants, meters, valves, clamps, and related pipeline apparatus; sets
meter boxes; repairs and replaces fire hydrants.
Completes physical work pertaining to specific work orders; completes required forms.
Assists with reading meters, connecting, and disconnecting water service.
Performs maintenance and associated duties that are needed or required in the maintenance of
sewer lift stations
Performs maintenance and associated duties that are needed or required in the maintenance of
wells, tanks, treatment facilities, and other water related items.
Drives and properly operates cars, trucks, golf cart, and other motorized vehicles that are
needed or required to accomplish assigned tasks.
Professionally operates assigned or required equipment that is essential or required to complete
specific assigned tasks or work orders.
Additional Job Duties

Knowledge, Skills, and Abilities
Knowledge, skill, ability, and experience to operate equipment in a professional manner.
Knowledge, skill, and ability to utilize hand and power tools, materials and equipment required in
the installation, replacement, maintenance, and repair of utility lines.
Knowledge and professional experience of maintenance, methods, and tasks involved in the
installation, maintaining, repairing, and replacing utility lines and appurtenances.
Working experience and knowledge of the use of common vactor trucks, high pressure jetters or
other related mechanical, hydraulic, hydro or manual cleaning tools, devices, and equipment.
Ability, knowledge and skill to safely use, maintain, and operate common automotive and
mechanical equipment.
Knowledge of the municipal water and sewer service policies and procedures.
Ability to establish and maintain effective working relationships with supervisors, co-workers,
and the public.
Ability to understand utility maps
Ability to read and understand written instructions in service manuals and perform specific
operator maintenance and inspections required to properly operate and maintain vehicles and
equipment.
Ability to understand and follow oral and written instructions.
Knowledge, ability, and skill to complete simple reports.
Knowledge of NC811 locating colors, requirements, construction excavation requirements.
Ability to complete required NIMS training within the established probation period.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, balancing,
stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting,
feeling, talking, hearing, and repetitive motions.
Must be able to perform very heavy work exerting up to 100 pounds of force occasionally; 50
pounds of force frequently; and 20 pounds constantly.
Must possess the visual acuity to operate mobile equipment such as loaders and dump trucks in
a safe manner, to fit pipes and other parts, read gauges, and make written records.
Must have the ability to safely and continuously enter and exit assigned equipment or vehicles
in a manner that meets or exceeds manufacturer’s specifications or requirements.
Must be able to wear any safety or restraint devices that are required for the specific job, task or
as identified by the equipment manufacturer, NCDOT, safety regulations, or other written
documents.
Desirable Experience
Ability and experience to professionally operate equipment; three years of experience as an
equipment operator, three years in construction-related utility work, or an equivalent
combination of experience.
Special Requirements
Graduation from high school or GED equivalent acceptable to obtain state certifications.
Current possession of valid North Carolina driver’s license.
Current possession of a valid North Carolina CDL class A driver's license or the ability to obtain
the required license within three months of employment.
Must pass NCDOT physical required to maintain CDL status.
Must obtain Grade I Waste Water Collections certification within one (1) year of employment.
Obtain Water Distribution certification within 30 months of employment.
Complete required NIMS training requirements within six months of employment
Probationary time or period will be active until employee has receipt of the Waste Water
Collections I certification. If employee hired has a current Grade I or higher Waste Water
Collections certification, probation period will be six months from date of active employment.
Employee will be evaluated on actual physical operational skills and knowledge of specific items
of equipment or vehicles.
