1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 EXHIBIT 1 RESOLUTION NO. 2015 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE FORTY TWO (“42”) REPLACEMENT AND NEW VEHICLES DURING FISCAL YEAR 2015-2016 UTILIZING FLORIDA SHERIFS ASSOCIATION BID #1523-0904 AND TO OUTFIT A PORTION OF THESE VEHICLES WITH EMERGENCY EQUIPMENT UTILIZING THE BROWARD COUNTY SHERIFF’S OFFICE BID #13104030 IN AN AMOUNT NOT TO EXCEED TWO MILLION THREE HUNDRED SEVENTEEN THOUSAND ($2,317,000.00) DOLLARS; AND PROVIDING FOR AN EFFECTIVE DATE. 20 WHEREAS, Pursuant to Chapter 23, Section 23-8 (6), Exception to Bid 21 Requirements, and Section 23-9 Cooperative Purchasing, the City Manager is authorized 22 to procure supplies, materials, equipment and services from other governmental units, 23 when the best interests of the City would be served subject to the requirement that any 24 purchase in excess of fifty thousand dollars ($50,000) requires City Commission approval; 25 and 26 27 WHEREAS, the City Commission approved the establishment of a Fleet Fund 28 during the 2012 City Commission and City Manager Budget Workshops in order to simplify 29 and optimize the efficiency of new City vehicle purchases; and 30 31 WHEREAS, on August 12, 2013, the Broward County Sheriff’s Office (“BSO”) 32 awarded ITB #13104030 to Strobes R Us. The City utilizes this contract to purchase 33 emergency equipment for law enforcement vehicles. The current contract was renewed 34 on July 15, 2015, and will be valid until August 11, 2016; and 35 36 WHEREAS, on October 1, 2015, the Florida Sheriffs Association (“FSA”) awarded 37 ITB #15-23-0904 to a number of vendors to purchase Police Rated Vehicles and 38 Motorcycles, Sedans and Light Trucks; and 39 1 IWO NO 2015-250 (LCS) File #15-783 RESO NO 2015 - 40 WHEREAS, at the September 25, 2015, Budget Meeting, the Mayor and the City 41 Commission approved the City Administration’s recommendations to acquire thirty five 42 (35) replacement vehicles and seven (7) new vehicles for a total of forty two (42) vehicles 43 during fiscal year 2015-2016; and 44 45 WHEREAS, the City Administration believes it is cost effective and in the best 46 interest of the City to utilize the Florida Sheriff’s Association Bid #15-23-0904 to purchase 47 forty two (42) replacement and new vehicles during fiscal year 2015-2016; and 48 49 WHEREAS, the Mayor and City Commission have determined that it is in the best 50 interest of the City and its residents to authorize the City Manager to purchase forty two 51 (42) vehicles utilizing the Florida Sheriff’s Association Bid and emergency equipment 52 through cooperative purchasing with the FSA and BSO in an amount not to exceed two 53 million three hundred seventeen thousand dollars ($2,317,000.00). 54 55 56 57 58 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA: SECTION 1. City Manager Authorization. The Mayor and City 59 Commission hereby authorize the utilization of the Florida Sheriff’s Association Bid #15- 60 23-0904 and the Broward Sheriff’s Office Bid #13104030 to purchase forty two (42) 61 replacement vehicles during fiscal year 2015-2016, in an amount not to exceed Two 62 Million Three Hundred Seventeen Thousand ($2,317,000.00) dollars, as provided in fiscal 63 year 2015-2016 budget, and authorize the City Manager to execute all related documents 64 to effectuate the purchase. 65 66 SECTION 2. Effective Date. 67 immediately upon its passage and adoption.
