ORDINANCE NO. 175- 2013
AN ORDINANCE REGARDING THE CITY OF ALEXANDRIA COMMUNITY
COLLEGE INITIATIVE (THE "INITIATIVE"); TO IMPLEMENT THE PLAN AND
TO AUTHORIZE, EMPOWER AND PROVIDE AUTHORITY FOR THE MAYOR ON
BEHALF OF THE CITY TO EXECUTE ALL NECESSARY DOCUMENTS,
AGREEMENTS, CONTRACTS, AND ENDEAVORS RELATED TO THE INITIATIVE;
TO COOPERATE BY INTERGOVERNMENTAL AGREEMENT OR OTHERWISE
WITH THE LOUISIANA COMMUNITY AND TECHNICAL COLLEGE SYSTEM'S
CAPITAL CAMPAIGN FOR LOUISIANA'S COMMUNITY AND TECHNICAL
COLLEGES, "ADVANCING CENTERS OF TECHNOLOGY" AND, SPECIFICALLY,
FOR THE WORKFORCE AND TECHNICAL EDUCATION PROJECT-- CENTRAL
LOUISIANA TECHNICAL COMMUNITY COLLEGE, ALEXANDRIA CAMPUS,
RAPIDES PARISH WORKFORCE INDUSTRIAL TRAINING CAMPUS; AND
PROVIDING FOR ALL MATTERS RELATED
TO THE "INITIATIVE"; TO
DECLARE A PUBLIC PURPOSE FOR CITY FUNDING FOR THE INITIATIVE AND
TO AUTHORIZE ALL SERVICES AND SUPPORT NECESSARY FOR
PARTICIPATION AS REQUIRED BY ACT 360 OF THE REGULAR SESSION OF THE
LOUISIANA LEGISLATURE INCLUDING THE REQUIRED MATCHING FUNDS; TO
AUTHORIZE THE MAYOR ON BEHALF OF THE CITY TO FORMALLY ENGAGE
AND EXECUTE A CONTRACT FOR PROFESSIONAL SERVICES WITH AN
INDEPENDENT SITE SELECTION SPECIALIST TASKED WITH OBJECTIVE
VETTING OF THE LOCATION(S) IN THE CITY OF ALEXANDRIA SUITABLE AS
POTENTIAL SITES FOR THE COMMUNITY COLLEGE INITIATIVE AND FOR
OTHER SERVICES THAT MAY BE REQUIRED FOR THE CITY TO COOPERATE
WITH THE REQUIREMENTS OF ACT NO. 360 OF THE REGULAR SESSION OF
THE LOUISIANA LEGISLATURE; TO PROVIDE FUNDING FOR THE INITIATIVE,
THE CITY'S PARTICIPATION WITH THE REQUIRED MATCH AND FOR ALL
RELATED CONTRACTS AND SERVICES FOLLOWING THE CERTIFICATION AND
OTHER PROCESSES SET FORTH HEREIN AND AS PROVIDED BY THE
COMPANION RESOLUTION OF SIMILAR SUBJECT, OBJECT AND TITLE; AND
OTHERWISE TO PROVIDE WITH RESPECT THERETO.
WHEREAS, Act No. 360 of the 2013 Regular Session provides authorization for
$19,000,000 relative to the issuance of bonds for the financing of capital improvements and
enhancements to certain facilities and properties of colleges within the Louisiana Community
and Technical Colleges System, and specifically for the Workforce and Technical Education
Project-- Central Louisiana Technical Community College, Alexandria Campus, Rapides Parish
Workforce Industrial Training Campus; and,
WHEREAS, the City of Alexandria supports and wishes to assist with the capital
campaign of the Board of Supervisors of the Louisiana Community and Technical College
System’s, "Advancing Centers of Technology" and, specifically, for the Workforce and
Technical Education Project-- Central Louisiana Technical Community College, Alexandria
Campus, Rapides Parish Workforce Industrial Training Campus;
WHEREAS, the City will benefit from a Community College Initiative which will
provide valuable deliverables to the City and the citizens from the Central Louisiana Technical
Community College, Alexandria Campus, Rapides Parish Workforce Industrial Training
Campus; and,
WHEREAS, Act 360 specifies the Alexandria Campus project shall require a no less than
twelve percent private match ($2,280,000.00). No project shall be financed until all private funds
are available for that project. The City of Alexandria may contribute funds for the private match
so that the required private match for the Louisiana Community and Technical Colleges System
requirements is available and the Act’s requirement satisfied and the project may proceed in
Alexandria which will benefit the city and its citizens; and,
WHEREAS, the City of Alexandria desires to cooperate and contract by such
intergovernmental agreements as it believes necessary with the Board of Supervisors of the
Louisiana Community and Technical College System, a public constitutional corporation
organized and existing under the laws of the State of Louisiana and also with the LCTCS
Facilities Corporation, a non-profit corporation organized under the laws of the State of
Louisiana to assist, cooperate and secure such proportionate benefits as may be available to the
City under Act No. 360 of the 2013 Regular Session relative to the acquisition of land, capital
improvements and enhancements to certain facilities and properties within the Louisiana
Community and Technical Colleges System, and specifically for the Workforce and Technical
Education Project-- Central Louisiana Technical Community College, Alexandria Campus,
Rapides Parish Workforce Industrial Training Campus; and,
WHEREAS, the City of Alexandria and private local partners in the community desire to
cooperate in a Community College Initiative to achieve objective decisions and
recommendations to the city and any interested state agency, board or commission which may
decide or recommend a suitable location for the Central Louisiana Technical Community
College, Alexandria Campus, Rapides Parish Workforce Industrial Training Campus and the
City shall cooperate and work with the state, its agencies and boards and therefore the city and
the citizens will benefit by the services of an independent, reliable site selection specialist for
such services and skills necessary to advance the Community College Initiative.
SECTION I: BE IT ORDAINED by the Council of the City of Alexandria, Louisiana, ("the
Council") in legal session convened the Mayor on behalf of the City of Alexandria is authorized
and empowered to contract by such intergovernmental agreements and contracts with the Board
of Supervisors of the Louisiana Community and Technical College System, a public
constitutional corporation organized and existing under the laws of the State of Louisiana and
also with the LCTCS Facilities Corporation, a non-profit corporation organized under the laws of
the State of Louisiana, all to assist, cooperate and secure such proportionate benefits as may be
available to the City under Act No. 360 of the 2013 Regular Session relative to the acquisition
of land, capital improvements and enhancements to certain facilities and properties and
otherwise provide such assistance and incentives from the City of Alexandria for the Workforce
and Technical Education Project-- Central Louisiana Technical Community College, Alexandria
Campus, Rapides Parish Workforce Industrial Training Campus as the Mayor in his sole
discretion believes reasonable and necessary.
SECTION II: BE IT FURTHER ORDAINED by the Council that the Mayor of the City of
Alexandria is also authorized and empowered to execute any and all contracts, agreements or
other documents reasonable and necessary in the Mayor’s sole opinion for ancillary and related
documents and instruments, for property acquisition, lease or purchase, for contracts for
professional services with an independent site selection specialists tasked with objective vetting
of the location(s) in the City of Alexandria suitable as potential sites for the Community College
Initiative or with other third parties which in the Mayor’s opinion necessary for other
professional services which may benefit or secure a technical college site selection within the
City of Alexandria for land, improvements and facilities and otherwise capital improvements and
enhancements authorized and funded by issuance of bonds and otherwise as provided by Act
No. 360 of the 2013 Regular Session to comply, provide assistance or participate with for
furtherance of the objectives of Act No. 360.
SECTION III: BE IT FURTHER ORDAINED, etc., by the Council that the Council finds,
determines and declares that a public purpose exists for the city to engage necessary professional
services and to expend capital funds to advance the Community College Initiative with funds,
including Budget Line Items #051103, 051201 and 051202 to be combine line item #051103
designated for the Community College Initiative and the Mayor may expend funds in the
amounts up to $2,330,000.00 from line item #051103 as the Mayor in his sole discretion believes
reasonable and necessary or as otherwise provided by the City Council.
SECTION V: BE IT FURTHER ORDAINED, etc., that this ordinance shall become effective
upon signature by the Mayor.
SECTION VI: BE IT FURTHER ORDAINED, etc., that if any provision or item of this
ordinance or the application thereof is held invalid, such invalidity shall not affect other
provisions, items, or applications of this ordinance which can be given effect without the invalid
provisions, items, or applications, and to this end the provisions of this ordinance are hereby
declared severable.

submitted to a final vote as a whole, the vote thereon being as follows:
