Request for proposals for e-learning Instructional Designers for the Accessibility
Training
OCASI is a registered charity governed by a volunteer board of directors. Formed in
1978, OCASI acts as a collective voice for immigrant-serving agencies and coordinates
responses to shared needs and concerns. Its membership comprises more than 220
community based organizations in the Province of Ontario
OCASI invites qualified individuals/organizations to submit a proposal for a
contract to repurpose four established English Accessibility training modules for
self-directed e-learning and to translate the modules with some customization to
the Francophone audience.
Background
Supported by Citizenship and Immigration Canada, the Accessibility training aims to
strengthen the capacity of the immigrant and refugee sector to provide service to
newcomers with disabilities in Ontario. This project is part of ongoing work and
dialogues within the sector to create effective service provision. Major project activities
include: accessibility training for settlement sector employees in Ontario, build
community partnerships with leaders in the area of disability specifically within ethnoracial minority and newcomer communities and continue to promote an understanding
of the AODA within the settlement sector.
The Proposal
The objective of the on-line training component of accessibility training is to increase the
knowledge and enhance sectorial service delivery skills specific to serving newcomers
with disabilities in the province of Ontario. The e-learning modules, though self-directed,
must engage front line and management settlement workers. Utilizing a variety of
pedagogical methods including case studies, online quizzes, simulation, etc., the
program must be informative and educational and reflective of the original purpose of
the four facilitator-led training modules.
Scope of the project
The Instructional Designer will;


Review existing curriculum and update as required working collaboratively with
the project coordinator;
Work collaboratively with OCASI staff, the project advisory committee and the
French Consultative group, to design and implement an effective instructional
design strategy that addresses the content of the four facilitator-led modules in
both of the official languages of French and English;

Develop pre- and post-assessment tools to allow participants to gauge their own
learning needs and progress throughout the self directed learning.
Deliverables
The consultant will tender the following deliverables
1. Accessibility self-directed e-learning modules in English and French, which utilize
a variety of pedagogical methods including case-studies, on-line quizzes,
simulations, etc.
a. The e-learning modules will be based on the existing curriculum that
consist of 4 modules:
i. Module 1: Understanding Disability
ii. Module 2: Immigrants and Racialized People with Disabilities
iii. Module 3: Inclusion, Accessibility and the Law
iv. Module 4: Inclusive Practice – Direct Intervention& Management
2. Translate the repurposed modules in English to French with some customization
based on input from the French consultative group
3. Evaluation tool for pre-post self-directed learning
4. All the English and French course materials to be uploaded onto the e-learning
platform
Budget: The committee will consider requests up to $10,000 (which includes HST and
travel costs). Translation cost will be paid for separately. Payment will be made as
progress towards project milestones is completed.
Selection Criteria
1. Experience and expertise in curriculum development and/or instructional design;
2. Experience and expertise in on-line and/or distance learning, involving the use of
innovative pedagogical methods;
3. Experienced with the use of Moodle and creation of learning activities compatible
with the Moodle platform;
4. An understanding of adult education learning principles, with proven abilities to
integrate anti-oppression and anti-racism principles;
5. Knowledge of the immigrant and refugee serving sector in the Province of Ontario
and knowledge of AODA as it relates to service provision to newcomers;
6. Project management skills, as evidenced through successful, on-time/on-budget
completion of comparable projects.
Proposal Requirements
The proposal should not exceed 6 pages and should include a résumé that outlines
relevant qualifications and professional experiences. In addition the proposal should
include but not limited to the following:
o Overview of the applicant’s understanding of the scope and requirements of the
project;
o A work plan that takes into account the deliverables and implementation timelines;
o A brief description of how the applicant plans to work with the OCASI staff and the
project advisory committee and the French Consultative group;
o Examples of prior work similar to this type of project;
o 2 References directly related to comparable projects.
All work must be completed by the end of August 2013.
