In accordance with articles 30, 31, 32 of the Land Code of the Russian
Federation, a land plot for construction is submitted if the facility
location has been preliminary approved.
The registration of a land plot lease for construction lasts 6 months and
consists of the following stages:
- choice of a land plot (drawing up a statement of land plot choice and
coordination with respective authorities and organizations);
- stipulation of technical specifications;
- public announcement about possible or coming facility construction;
- decision on preliminary coordination of the facility location made by
the district administration;
- changes made in the documents of territory planning (general plan of
the inhabited locality) ;
- cadastral proceedings on the land plot, its state cadastral registration;
- land plot recategorisation from agricultural lands to industrial lands;
- decision on provision of the land plot for construction
A land plot with legally registered buildings, facilities, constructions
may be acquired as property in accordance with article 36 of the Land
Code of the Russian Federation. Acquisition price is defined on the basis
of the Decree of the Astrakhan Oblast government No 406-П dated
September 27, 2012 and accounts for 20-fold rate of the land tax (1.5%)
from the plot cadastral price.
Cadastral price is defined on the stage of state cadastral registration of
the land plot.
