DEPARTMENT OF MANAGEMENT SERVICES For Reference Only CLASS CODE: 4806 PAY GRADE: 019 CLASS TITLE: ENVIRONMENTAL SPECIALIST I ALLOCATION FACTOR(S) This is professional environmental work conducting basic application/project reviews, site inspections or surveys; reviewing and/or preparing transportation impact statements; or performing comparable environmental work including sample collection, laboratory work, data entry and analysis, ecosystem management, report writing or preparation of correspondence. EXAMPLES OF WORK PERFORMED: (Note: The examples of work as listed in this class specification are not necessarily descriptive of any one position in the class. Examples of work performed are not to be used for allocation purposes.) Performs site inspections of regulated facilities to ensure compliance with regulations. Reviews facility monitoring reports for compliance with permit conditions. Prepares inspection reports. Performs laboratory certifications and calibrations on support equipment. Investigates complaints and prepares reports, legal notices and other documents. Maintains and updates data systems utilized for program management. Investigates fish kills, oil spills, and other reported incidents. Assists in the development of grant applications and work plans. Reviews permit applications; identifies environmental impacts associated with proposed activities; assists in the resolution of environmental issues; drafts proposed agency action. Evaluates laboratory tests and recommends corrective action. Meets with property owners, engineers, attorneys and developers to assist in the resolution/correction on environmental concerns. Drafts appropriate correspondence for compliance and enforcement actions. Reviews and responds to transportation environmental impact statements. Reviews wetlands surveys and assesses impact to endangered biological species. Prepares environmental impact reports for transportation projects Conducts water quality monitoring. Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences. Knowledge of data collection and analysis principles and procedures. Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs. Ability to understand and follow legislative policy direction as established in Florida statutes. Ability to deal with the public in a tactful and courteous manner. Ability to work independently. MINIMUM QUALIFICATIONS A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering; or A master's degree from an accredited college or university in one of the physical or natural sciences or engineering; or Professional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering can substitute on a year-for-year basis for the required college education.
