REQUEST FOR PROPOSALS
CONSULTANCY SERVICES TO CONDUCT
ANALYTICAL STUDY ON HOUSING IN JAMAICA
IN PREPARATION OF A NATIONAL SPATIAL PLAN

The Government of Jamaica is in the process of preparing a National Spatial Plan (NSP) as a guide for national and regional
development over the next 20 years. The objectives of the National Spatial Plan are inter alia to:




Rationalize the use of local land resources
Specify broad spatial planning objectives and guiding principles for national and regional development
Provide a national context for spatial planning at the regional and local level
Strengthen inter-sectoral coordination of the country’s development within a spatial framework that provides the private sector
with a clear context of Governmental investment decisions and commitments
The Housing Study is an important component of the National Spatial Plan. The study will seek to ensure housing considerations are
integrated into all planning and development process within Jamaica be integrated into the preparation of the National Spatial Plan
(NSP). This Study will provide information on the State of Housing in Jamaica, including baseline, trend data on existing housing
stock, type and conditions, population dynamics, security of tenure and access to land residential land use characteristics, squatting
etc.; Housing and Development Linkages; Housing Strategies and Strategic Action Areas.
The Scope of Work includes, but is not limited to the following:
The Consultant will:

Review all relevant narrative and spatial data on housing in Jamaica including aerial photographs, topographic and other
related maps, housing reports, plans (national and local), relevant legislation/policies, designs, drawings, paper, statistics,
current and proposed housing and development initiatives etc.

Prepare spatial (GIS) and narrative documentation of existing situation based on comprehensive primary and secondary data.

Determine population demographics and estimated growth over the next 20 years, including the historical trend for migration.

Prepare draft documentation on proposed priorities and housing strategies based on research and analysis.

Prepare estimates of new household formation over a 5, 10 and 20 year period and prepare future scenario maps to be used in
the analysis.

Suggest the effect of structural and land use changes on the housing stock

Undertake trend analysis including comments on future development patterns and implications for planning in this sector.

Determine capacity issues, outline sustainability indicators for measuring housing provisions in the city

Determine linkages to urban design including provision for green spaces; infrastructure, social amenities, environmentally
sensitive lands etc.

Consultancy
Duration: 3 months
The Proposals submitted in response to this RFP must include descriptions of similar assignments undertaken and experience in
providing consultancy services of this nature.
Consultant must submit the original, four (4) hard copies one (1) CD of the Technical Proposal, and the original of the Financial
Proposal. Proposals should be returned in sealed envelopes marked “Proposal for Consultancy - National Spatial Plan: Analytical
Study on Housing in Jamaica” and deposited in the tender box located on the 7th Floor (North) – Human Resource Management
Division at 25 Dominica Drive, Kingston 5 by 3:00 p.m. on Monday March 10, 2014 March 24, 2014. Each bidder is invited to the
public tender opening on Monday March 10, 2014 March 24, 2014 at 3:15 p.m. in the 7th Floor Training Room at the
aforementioned address.
