ADVISORY NOTE
STOCKPILING CONCRETE FROM BUILDING SITES
TO USE AS AGGREGATE
This advisory note outlines the Departments requirements for the stockpiling
and/or processing of uncontaminated concrete on a mining tenement to use
as aggregate.
INTRODUCTION
Extractive Operators may be in a position from time to time to recycle concrete sourced from
the demolition of concrete buildings. Concrete recycling is an increasingly common method
of utilising rubble. There are a variety of benefits in recycling concrete rather than dumping it
as landfill, or discarding it. These benefits include:

Prevent environmental harm and minimise volumes disposed in landfill

Reduces the need for gravel mining

Using recycled aggregate as the base material for roadways
Unfortunately concrete rubble sourced from demolition jobs may contain a range of products
which are classed as contaminants, e.g. trash, wood, bitumen, metals, plastics, and
asbestos.
For Operators to comply with their environmental obligations under the Mining Management
Act 2013 the following requirements must be followed.
REQUIREMENTS
1. Stockpiling and/or processing of uncontaminated concrete on a mining tenement for
use in the manufacturing of aggregate products may be undertaken only if prior
approval is granted by the Department and by submission of an amended Mining
Management Plan (MMP).
2. An updated security calculation must be submitted to account for the increased
stockpiles.
3. Evidence must be provided within the MMP that concrete is being utilised and
incorporated into stockpiles to be sold. I.e. photographic evidence, estimates of cubic
metres/tonnes, sales or transport notes.
4. The stockpiling, storage or sorting of building and demolition waste, contaminated
concrete waste (e.g. concrete painted with lead based paints or containing bitumen)
or other deleterious materials is not permitted on extractive mining titles.
5. No contaminated concrete and waste may be buried on a mining tenement.
6. Metal extracted from concrete such as rebar, must be regularly removed from site or
within 3 months of concrete being processed.
