Assist in planning the safe management and inspection of
Nexus buildings and structures to ensure the structural
integrity and safety of the operational railway and
compliance with the performance specification with
Nexus/client.

PRINCIPAL AREAS OF RESPONSIBILITY:
1.
Monitoring to ensure that maintenance standards are being met.
2.
Liaison with internal Nexus departments and other stakeholders regarding planning,
delivery and acceptance of new assets.
3.
Deputise for the Engineering Manager Buildings and Civils
4.
Ensure that the requirements of the client specification as laid down on the
performance regime are delivered by the section.
MAIN ACCOUNTABILITIES:
The following list is typical of the duties that the post holder will be required to
perform. It is not necessarily exhaustive and other duties of a similar type or level
may be required from time to time. The post holder will be required to use his or her
initiative and work unsupervised for considerable periods of time.
1.
Provide technical assistance and support to Nexus departments and other
stakeholders in planning managing and implementing renewal and replacement
works and to assist whenever possible to ensure that projects are delivered to
timescale and budget.
2.
Developing, reviewing and auditing the maintenance and inspection plan for
Maintenance Delivery maintained assets.
3.
Setting and monitoring standards and safe methods of work for maintenance, repairs
and inspection of Maintenance Delivery maintained assets by either internal staff or
external contractors.
4.
Holding, issuing and maintaining technical procedures, instructions, specifications
manuals and drawings for Maintenance Delivery maintained assets.
5.
Preparing capital budgets for structural maintenance and improvement of buildings
and structures where this falls outside the remit of the Renewals Directorate.
6.
Monitoring recorded faults, investigating as necessary and taking action to reduce or
prevent further occurrences.
7.
Establishing training and competency needs to meet new and updated practices, and
assisting in carrying out training and competency assessment.
8.
Implementing and maintaining working practices to ensure efficient use of materials
and labour.
9.
Ensuring that all work is carried out safely, efficiently and to budgetary guidelines.

Investigating and reporting on incidents and accidents and implementing remedial
measures.

Carry out Health & Safety inspections to the required frequencies

Designing and trialling new systems and equipment, producing modification
specifications and/or recommending any changes to standards and procedures.

Liaising with regulatory bodies to ensure all regulatory requirements are fulfilled.

Assisting with claims and complaints to allow Metro liability to be established and
initiate corrective action where necessary.
15.
Providing technical support and advice on structural matters to other departments
and to external parties.
16.
Monitoring to ensure that records on the computerised maintenance management
system are being kept up to date.
17.
Carry out drawing/documentation verification and update and amend technical
drawings as necessary
18.
Undertake standby and call out duties as required.
PERSON SPECIFICATION:
Essential
Degree, better or equivalent in a Civil Engineering subject.

Ideally have Chartered Civil Engineer status or can provide evidence that this can be
obtained within an agreed period after appointment
3.
Demonstrable engineering experience working in buildings/structures maintenance or
facilities management.
4.
Knowledge of the railway industry with particular reference to technical advancements,
safety regulations, Railway Group Standards and Railtrack/Network Rail Company
Standards.
5.
Experience of producing standards and procedures.
6.
Monitoring and auditing records
7.
IT literate in Microsoft Office and general software, including the ability to create
spreadsheets and format documents.
8.
Good written oral and communication skills.
9.
Ability to make decisions and use initiative
10.
Proven financial management skills, able to manage effectively within budget
constraints.
11.
Good knowledge of Health and Safety legislation.
12.
Full current driving licence
Desirable
Recognised Engineering Apprenticeship.

Experience of employee relations with a proven track record of staff recruitment and
development.

Proven team leadership and people management ability.
STATUTORY DUTIES
1.
Responsible for managing those elements of the safety management system allocated
to the Maintenance Delivery Department and specifically to the role of Engineering
Technical Manager for the safe operation of Metro and associated projects
2.
Responsible for carrying out duties and ensuring procedures are in place to meet
legislative and company standards requirements.
SPECIFIC SAFETY QUALIFICATIONS:
1.
Personal Track Safety.

Good working knowledge of Metro Rules and Regulations.
