To lead the team in developing and recommending to the
Director General and Strategic Safety Board an organisation-wide Safety Management System (SMS).
Oversee implementation of the SMS ensuring the highest standards of safety quality and environment management across the organisation.
To lead in the delivery of safety and competency framework training for Nexus employees.
Employees: 10 - 12
Budgetary Responsibility: Employee Resources, Safety and competency framework training plus miscellaneous subscriptions and asbestos contingency.
Financial Responsibility: Responsible to Deputy Director
General for delivery of agreed programmes to budget and timescale.

To advise the Director General and Strategic Safety Board on the development and implementation of an appropriate Safety Management System.
To organise and facilitate the Strategic Safety Board overseeing delivery of the Safety
Management System across the organisation.
Advise managers and all staff of the requirements of the SMS
Manage all Nexus interests with respect to H,S,Q&E, Rules in the provision of Metro service by Nexus Rail
Monitor the H,S,Q&E performance of the operating concession.
To ensure development and implementation of a Quality Assurance system across the organisation.
To lead in the management of the In-house training facility.
To lead in the management of security arrangements relating to Nexus.
RESPONSIBILITIES:

9. develop/review Nexus’ policies in order to comply.
To be aware of industry best safety practice and introduce to Nexus as appropriate.
To liaise with all relevant Health, Safety & Environment enforcing authorities, acting as principal contact in all H,S,Q&E matters e.g. Office of Rail Regulation (ORR), Rail
Accident Investigation Branch (RAIB), Health and Safety Executive (HSE), Environment
Agency, Local Authorities as appropriate.
Support the work of the Strategic Safety Board in the development and maintenance of an effective Nexus-wide Safety Management System.
Maintain an effective library of safety legislation, Approved Codes of Practice, Railway
Group Standards.
Preparation and maintenance of Nexus Competency Management System and monitor implementation.
To ensure development and implementation of a Quality Assurance system across the organisation.
Ensure that a robust Document Control procedure is implemented for Nexus
Policies, Procedures and Management Instructions.
10. Advise and influence development and implementation of Nexus Environment
Strategy.
11. Facilitate implementation of a Joint Safety Committee in agreement with relevant
Trade Unions.
12. To develop and submit as appropriate formal application to ensure required certification and authorisation is achieved and maintained under ROGS.
13. Ensure the development and production of an annual Safety Plan for Nexus, in line with RSSB Strategic Safety Plan and the wider Nexus business as appropriate.
14. Maintain liaison with the Local Resilience Forum and Tyne and Wear Emergency
Planning Unit on Civil Contingencies issues on behalf of Nexus as a ‘Category 2
Responder’.
15. Ensure arrangements are in place to demonstrate compliance with all relevant
Fire Regulations, ACOP’s and guidance.
16. Monitor and audit the Metro Operators Safety Management System to ensure compliance with relevant legislation and the Concession Agreement.
17. Ensure all accidents and incidents are reported and investigated as appropriate

To influence, assist and monitor Nexus carbon and energy utilisation with a view to reducing carbon footprint, conserve and minimise energy, water consumption and waste generation.

PERSON SPECIFICATION:
Essential
NEBOSH Diploma qualified or equivalent.
Working towards Chartered Membership of the Institution Occupational Safety and
Health (CMIOSH).
At least 5 years experience of Health, Safety and Environmental management at a senior level.
Excellent oral and written communication skills.
Ability to represent and negotiate for the company at a senior level with external organisations, regulatory authorities, etc.
Knowledge and experience of managing budgets and budget processes.
Proven Leadership qualities.
Capable of strategic planning and managing change.
Proven track record of the management and development of employees.
Competence in Strategic Safety Management.
Desirable
Chartered Member of the Institution Occupational Safety and Health (CMIOSH).
Knowledge of the railway industry with particular reference to national and European railway safety legislation and standards.
Membership of the Institute of Environmental Management and Assessment (IEMA).
Knowledge and experience of implementing management systems to accredited standards e.g. ISO
Previous experience in the rail industry or an in depth understanding of its structure and workings.
