ROLE AND RESPONSIBILITY STATEMENT JOB TITLE Engineering Technical Manager Buildings & Civils (E&M) SAFETY RESPONSIBILITY Safety Critical Post DEPARTMENT Maintenance Delivery, Building & Civils, Nexus Rail LOCATION Nexus Rail Headquarters, Gosforth RESPONSIBLE TO Engineering Manager Buildings & Civils PURPOSE Assist in producing the strategic maintenance and inspection plan for Electrical and Mechanical and ensure it is delivered in line with standards and procedures to comply with current legislation and the performance specification with Nexus/client. DIMENSIONS Expenditure Income £ £ Staff 0 REMUNERATION Salary Band: 5 PRINCIPAL AREAS OF RESPONSIBILITY: 1. Monitoring to ensure that maintenance standards are being met. 2. Through close collaboration and coordination with the PE (E&M), ensure compliance with mandatory standards for the inspection and maintenance of Buildings & Civils E&M assets and equipment. 3. Deputise for the Engineering Manager Buildings & Civils. 4. Ensure that the requirements of the client specification as laid down on the performance regime are delivered by the section. MAIN ACCOUNTABILITIES: The following list is typical of the duties that the post holder will be required to perform. It is not necessarily exhaustive and other duties of a similar type or level may be required from time to time. The post holder will be required to use his or her initiative and work unsupervised for considerable periods of time. 1. Continuous monitoring to ensure that inspection and maintenance standards are being met, supported by the regular production and submission of technical compliance reports to: NRD, HMD, EM Buildings & Civils, PE (E&M) and others as required. 2. Developing, reviewing and auditing the maintenance and inspection plan for Buildings & Civils. 3. Monitoring standards and safe methods of work for maintenance, repairs and inspection of assets by either internal staff or external contractors. 4. Producing, issuing and maintaining technical procedures, instructions, specifications manuals and drawings in conjunction with PE (E&M) for Buildings & Civils assets. 5. Preparing capital budgets for the maintenance and improvement of assets where this falls outside the remit of the Renewals Directorate. 6. Monitoring recorded faults, investigating as necessary and taking action to reduce or prevent further occurrences. 7. Establishing training and competency needs to meet new and updated practices, and assisting in carrying out training and competency assessment. 8. Implementing and maintaining working practices to ensure efficient use of materials and labour. 9. Ensuring that all work is carried out safely, efficiently and to budgetary guidelines. 10 Investigating and reporting on incidents and accidents and implementing remedial measures. 11. Carry out Health & Safety inspections to the required frequencies 12. Designing and trialling new systems and equipment, producing modification specifications or recommending any changes to standards and procedures. 13. Liaising with regulatory bodies to ensure all regulatory requirements are fulfilled. 14. Assisting with claims and complaints to allow Nexus liability to be established and initiating corrective action where necessary. 15. Providing technical support and advice on Buildings & Civils E&M matters to other departments and to external parties. 16. Monitoring to ensure that records on the computerised maintenance management system are being kept up to date. 17. Carry out drawing/documentation verification and update and amend technical drawings as necessary 18. Undertake standby and call out duties as required PERSON SPECIFICATION: Essential Degree, better or equivalent in a Mechanical or Electrical Engineering subject. 1. 2. Demonstrable engineering experience working in railway or building services related industries 3. Knowledge of the railway industry with particular reference to technical advancements, safety regulations, Railway Group Standards and Railtrack/Network Rail Company Standards. 4. Experience of producing standards and procedures. 5. Monitoring and auditing records 6. IT literate in Microsoft Office and general software, including the ability to create spreadsheets and format documents. 7. Good written oral and communication skills. 8. Ability to make decisions and use initiative 9. Proven financial management skills, able to manage effectively within budget constraints. 10. Good knowledge of Health and Safety legislation. 11. Full current driving licence Desirable Ideally have Chartered Engineer status or can provide evidence that this can be 1. obtained within an agreed period after appointment 2. Recognised Engineering Apprenticeship. 3. Experience of employee relations with a proven track record of staff recruitment and development. 4. Proven team leadership and people management ability. STATUTORY DUTIES 1. Responsible for managing those elements of the safety management system allocated to Maintenance Delivery and specifically to the role of Engineering Technical Manager E&M for the safe operation of all assets and associated projects. 2. Responsible for carrying out duties and ensuring procedures are in place to meet legislative and company standards requirements. SPECIFIC SAFETY QUALIFICATIONS: 1. Personal Track Safety. 2. Good working knowledge of Nexus Rail Rules and Regulations. 3. Nexus Health and Safety Training HOLDER OF THIS POST MUST HAVE ACCESS TO REQUIRED SAFETY PUBLICATIONS AND PERSONAL EQUIPMENT/PPE.
