Previous minute 147/12 refers The Constable said he had not yet had opportunity to visit the establishment. Previous minute 149/12 refers The Constable and T & E Services had recently met with the TTS Minister and his Assistant and TTS are only prepared to make changes to the access for bicycles as part of the impending Planning Application for a through route to Belmont Road as part of a holistic approach for cyclists and pedestrians. T & E Services pointed out that the access on the north of the Park was TTS owned, the south was on Parish owned land but there was little benefit in adjusting only one of the access points. Mr Jennings expressed concern that the signage was not yet fully in place and it seemed ridiculous that cyclists with child trailers cannot access the play area. T & E Services advised that Jersey Gas had indicated they were not prepared to open up the cutthrough, the only way this will happen is if the Parish purchase the property including the freehold. Mr Pearce expressed concern about the cycling signage/lack of markings at the end of Broad Street, T & E Services advised that there were conflict issues at this point that needed to be addressed ie cyclists/pedestrians/vehicles. T & E Services agreed to look into the matter again. 181/12 - REQUEST TO SITE A PRESSURE REDUCTION KIOSK – BELMONT ROAD CAR PARK Previous minute 148/12 refers The Constable advised that having met with Jersey Gas they were still keen to site the kiosk in the car park. T & E Services advised that as such there was no loss of income as the space the kiosk would occupy is unusable although a parking space costs in the region of £1K – 2K per annum.. The Committee agreed there were 3 options to pursue:1) 2) 3) Refuse permission for the kiosk until the Belmont Road cut-through is put in place Allow the kiosk at a commercial rent A combination of 1 & 2 above It was felt the purchase of the property in Belmont Road from Jersey Gas could be beneficial to the Parish as follows: a severe shortage of accommodation for employees the cut-through could be opened up, rental received from the siting of the kiosk and from rental from tenants in the property could be used to offset the cost of purchasing the property It was agreed that the Procureurs would be left to negotiate with Jersey Gas regarding 32 Belmont Road and T & E Services were asked to agree terms for a lease of land at Belmont Road Car Park. 182/12 - TRAFFIC MATTERS – FARLEY’S LANE Previous minute 151/12 refers The response to the consultation exercise revealed that all the respondents were in favour of a continuous footway on St Aubin’s Road and a no right turn into Farley’s Lane from St Aubin’s Road. The only opposition to this came from a local electrical supply business who were in favour of the continuous footway but felt that the no right turn would seriously affect their business and felt that the restriction would mean people would use the private lane adjacent to their premises as a rat run. The Committee agreed that in order to assist all parties T & E Services should approach TTS to see if they are prepared to introduce a new article “No right turn except for access to premises”, although policing will be a major issue. Deputy Hilton to be notified of the current proposal. PLANNING APPLICATIONS 183/12 - TRAILER PARK, ELIZABETH TERMINAL, ELIZABETH HARBOUR, ST HELIER P/2011/0046 Trailer Park, Elizabeth Terminal, Elizabeth Harbour, St Helier Demolish existing temporary buildings. Construct new warehouse with adjacent canopy and parking. Alter roads to Elizabeth Terminal to provide additional trailer parking and all associated works. Separate freight and public traffic at entrance to Elizabeth Terminal area (Model available). REVISED PLANS: Amended building form. The Parish has no objection to the above submission. 184/12 - ANN STREET BREWERY, ANN STREET, ST HELIER, JE2 4SE P/2012/0932 Ann Street Brewery, Ann Street, St Helier, JE2 4SE Demolish redundant brewery storage facilities and steel gantry bridging Ann Street. Construct 1 No 3 bedroom apartment, 3 No 1 bedroom apartments and 11 No 2 bedroom apartments with associated external amenity and parking. The Roads Committee has examined plans for the above submission and comment as follows:- 185/12 - CHIMES BAR, 22 – 23 THE PARADE, ST HELIER, JE2 3QQ Car parking provision of one space per unit of accommodation is acceptable. Vehicular visibility lines are acceptable. Cubic capacity for refuse storage is acceptable but the overall arrangement and layout of the space is to be discussed in detail with the Parish Refuse Manager, including proposals for recycling. A sum should be set aside for the total resurfacing of the Parish owned footpaths following completion of the contract, including reparation of any damage caused to the road infrastructure. The kerbs and footpaths must be lowered at the vehicular entrance and bin storage area at the expense of the contract. That the requirements of the Highway Encroachments (Jersey) Regulations 1957 are strictly complied with. That any windows bordering the Public Road or Footpath shall be of a type whose opening lights do not open beyond the face of the building. That no part of the foundations of the building may project under the public highway. P/2012/0969 Chimes Bar, 22 – 23 The Parade, St Helier, JE2 3QQ Remove 2 No car parking spaces. Widen existing pavement to create alfresco area. The Parish has no objection to the above submission. 186/12 - LAMBOURNE LODGE, ROUSSEL STREET, ST HELIER, JE2 3PP P/2012/0996 Lambourne Lodge, Roussel Street, St Helier, JE2 3PP Proposed two storey extension to north elevation, internal alterations and alterations to vehicular access. The Roads Committee has examined plans for the above submission and comment as follows:- 187/12 - 5 – 7 VAL PLAISANT, ST HELIER, JE2 4TA The proposal to create 3 No off street car parking spaces cannot be achieved without at least one vehicle having to move onto the public highway to allow others to access or egress which is not acceptable. It is suggested that the proposal is adjusted to allow two vehicles to reverse onto site at right angles to the highway and the front wall removed to offer an overall opening width of 5 metres to accommodate this. The gate pillars on both sides must be reduced in height to a maximum of 900mm above footpath level to achieve a 30 metre vision line from both spaces. That the parking area is surfaced with concrete or tarmacadam and all surface water generated on the area is to be disposed of within the site by soakaway or other appropriate means. The kerb and footpath must be lowered by the Parish of St Helier at the expense of the applicant. That a line of 50mm wide split blocks shall be laid flush at the junction between the private land and the rear of the public footpath for the width of the site. P/2012/1002 5 – 7 Val Plaisant, St Helier, JE2 4TA Convert 3 No residential units into 1 No residential unit. Remove external staircase. The Roads Committee has examined plans for the above submission and gives approval provided:The proposal can incorporate refuse storage and collection facilities to the satisfaction of the Parish. 188/12 - GREEN STREET CAR PARK & STRIP OF LAND TO THE EAST OF THE LIMES, LA ROUTE DU FORT, ST HELIER, JE2 4UH P/2012/1005 Green Street Car Park & strip of land to the east of The Limes, La Route du Fort, St Helier, JE2 4UH Erection of four storey police station headquarters building with new access arrangements. Relocation of existing multi-storey car park stair tower. Provision of bicycle and motorcycle parking on land opposite side of road from site on La Route du Fort. The Roads Committee has examined plans for the above submission and cannot support the application as follows:1) The Committee does not feel that this site/location is appropriate for the development as there is no indication that steps have been taken to future-proof the site for a growing population and a possible increase in security demands and it is suggested that an alternative site is sought. 2) The building does not appear to be access friendly with the main entrance immediately adjacent to the main vehicular access where the indications are that the motor car has priority over the pedestrian. The hard landscaping around the pedestrian entrance should be re-designed to clearly invite pedestrians to safely access the building. Further there is no indication that pedestrian walking routes in the immediate vicinity will be improved or enhanced, particularly at the busy roundabout and approach roads. 3) The Committee has major concerns over the loss of car parking in Green Street car park and the inability to expand the car park in the future. Whilst it is accepted that there are currently 250 spare spaces in Pier Road car park the loss of 91 spaces in Green Street is unacceptable. The parking strategy statement says that up to 75 officers will travel to work by car each day and depending on shift sequences it is likely that a number of these officers will occupy space in Green Street car park thereby further reducing availability for shoppers and commuters. Pier Road car park is only 400 metres from the site as the crow flies, however, in reality, the walking route is not straightforward being ¾ mile and it is doubtful that this facility will be used as an alternative to Green Street. This is turn will place additional pressure on car parks such as Snow Hill and La Route du Fort. 189/12 - 14 – 16 WEIGHBRIDGE PLACE, ST HELIER, JE2 3NF 4) The successful operation of the Police HQ relies on the services of external support such as Honorary Police, advocates, probation officers, translators etc and considerable concern is expressed that car parking for these personnel will not be provided within the development. It is strongly recommended that this aspect of the use of the building is addressed satisfactorily. 5) The Parish welcomes the proposal to establish 50 additional motorcycle spaces and 50 additional bicycle spaces in the immediate vicinity although no detail on this has yet been provided. 6) The applicant is requested to liaise with the Parish Refuse Department early in the design stage to agree suitable storage and collection arrangements for all refuse and recyclables. P/2011/0840 14 – 16 Weighbridge Place, St Helier, JE2 3NF Demolish existing buildings. Retain part of façade of no. 14. Construct new building comprising of a basement, ground floor restaurant and five storey offices. Model available. REVISED PLANS: Demolish existing buildings. Retain part façade of No 14. Construct new building comprising basement, ground floor restaurant, four storey offices and fifth floor plant/storage. The Roads Committee has examined plans for the above submission and comment as follows:The location and size of the refuse store is to be discussed and agreed with the Parish Refuse Department. A refuse strategy which focuses on separation, re-use and recycling is to be developed in conjunction with the Parish. 190/12 - ROMERILS, DUMARESQ STREET, ST HELIER, JE2 3RL P/2012/1016 Romerils, Dumaresq Street, St Helier, JE2 3RL Extend existing retail area into ground floor covered car parking area. Create new entrance. Construct oil tank enclosure. The Roads Committee has examined plans for the above submission and gives approval provided:The proposed 28 car parking spaces for customers is conditioned on the planning permit for that use only. 191/12 - 29 SEATON PLACE, ST HELIER, JE2 3QL RP/2012/1015 29 Seaton Place, St Helier, JE2 3QL Demolish existing warehouse and flats. Construct 4 storey office building with car parking. REVISED PLANS: Alterations to fenestration, entrance and materials. The Roads Committee has examined plans for the above submission and comment as follows:The Parish has reached agreement that all refuse generated from this development will be disposed of privately, see attached letter. Approval is given subject to : The kerb and footpath must be lowered by the Parish of St Helier at the expense of the applicant. That a line of 50mm wide split blocks shall be laid flush at the junction between the private land and the rear of the public footpath for the width of the site. That the requirements of the Highway Encroachments (Jersey) Regulations 1957 are strictly complied with. 192/12 - THE HARVEST BARN, LA VALLÉE DES VAUX, ST HELIER, JE2 3GB P/2012/1031 The Harvest Barn, La Vallée des Vaux, St Helier, JE2 3GB Convert existing public house and dental laboratory into 1 No dwelling. Convert existing outbuilding into dental laboratory. Convert 1 No staff unit into 1 No flat. Block up 2 No vehicular accesses. The Parish has no objection to the above submission. 193/12 - 15 ST JAMES STREET, ST HELIER, JE2 3QZ 194/12 - 20 CHEAPSIDE, ST HELIER, JE2 3PG P/2012/1061 15 St James Street, St Helier, JE2 3QZ Construct 2 storey extension with first floor balcony to west elevation and roof terrace. Convert 2 No residential units into 1 No residential unit. The Roads Committee has examined plans for the above submission and gives approval provided: That the requirements of the Highway Encroachments (Jersey) Regulations 1957 are strictly complied with. That any windows bordering the Public Road or Footpath shall be of a type whose opening lights do not open beyond the face of the building. The kerb and footpath must be lowered by the Parish of St Helier at the expense of the applicant. That a line of 50mm wide split blocks shall be laid flush at the junction between the private land and the rear of the public footpath for the width of the site. That the public footpath shall be resurfaced in red asphalt where disturbed to the satisfaction of the Parish. That refuse bins shall be presented to the boundary of the site (in the private lane) on the day of collection. P/2012/1053 20 Cheapside, St Helier, JE2 3PG Convert existing sewing workshop into 1 No dwelling. The Roads Committee has no objections to the above submission. Approval of the application without off street car parking is granted as the site complies with Parish policy regarding alternative public car parking being available nearby. 195/12 - 54 LE CLOS VAZE, ST JOHN’S ROAD, ST HELIER, JE2 3BD P/2012/1085 54 Le Clos Vaze, St John’s Road, St Helier, JE2 3BD Convert garage into habitable space to include 1 No rooflight to east elevation. The Roads Committee has examined plans for the above submission and gives approval provided:The remaining 3 off street car parking spaces are retained permanently for the dwelling. 196/12 - JARDINS DE LA MER, ESPLANADE, ST HELIER, JE2 4ZT – P/2012/0486 Previous minute 126/12 refers The Committee noted the response from the Jersey Development Company. Following the success of the Portuguese Food Festival the Committee agreed that a permanent event space at the Waterfront would be beneficial and would avoid the need for the Parish parks and gardens to be occupied for large periods of time and be unavailable for use by the general public. It was also felt that a number of event organisers were making a large profit at some of the events and because of restrictions of covenants there was little income for the Parish. ANY OTHER BUSINESS 197/12 - APPLICATION FOR CHOSES PUBLIQUES AREA – MARKET STREET NEXT MEETING The Town Centre Manager reported that a new florist shop opening on the corner of Market Street and Halkett Street had asked for a small alfresco display area on Market Street. As there is already an existing alfresco area on the opposite side of the carriageway this would make the width of the footway unacceptable for pedestrians. The Committee agreed that the business on the opposite side of Market Street should have their area reduced from the beginning of 2013 and the florists should be offered a temporary area on Halkett Street until the end of 2012. The next meeting will take place on Wednesday 17 October 2012 at 9.30am in the Committee Room, First Floor, Town Hall.
