MATTERS ARISING 218/15 WALKING/CYCLING ROUTE - NO 32 BELMONT ROAD Previous minute 192/15 refers SC said the first meeting of the Cycling Strategy Working Group was scheduled for Friday 25 September 2015. RK expressed concern about cyclists travelling in the opposite direction to traffic flow, JS said this was only legal where there was a contraflow in place eg Oxford Road. CB expressed concern that the membership of the Group may not be balanced as a number of members were cyclists. JS said that the remit of the Group was to try to push the Cycling Strategy forward, as TTS did not appear to be making any progress, and the framework for the Strategy had already been agreed by the Committee and any proposed changes would come back to Committee for approval. 219/15 - PARKING – VALLÉE DES VAUX Previous minute 194/15 refers SC said it was likely that there would be an appeal against the Committee’s decision. AGENDA ITEMS 220/15 - TOWN CENTRE MANAGER’S REPORT DE presented her monthly report to the Committee, the following topics were discussed further: 221/15 - REVISED PARKING ARRANGEMENTS – CATTLE STREET The traders groups are now meeting every 2 months; National Customer Services Week takes place 5 – 9 October. On 9 October an ‘On the Sofa’ event will be taking place in Broad Street where customers will have an opportunity to meet traders; Christmas events are already being planned including markets, the lights switch on and window competition; Feedback from the ‘Future St Helier’ consultation will be available in the coming weeks and there is still the opportunity to comment. Previous minute 79/15 refers The Committee were asked to consider a request for revised parking arrangement in Cattle Street which would enable The Halkett Pub, 53 Halkett Place, to have an alfresco area outside their premises. Plans have been submitted to extend the granite footpath outside the premises which would enable alfresco dining yet maintain acceptable pedestrian movement north/south. The Planning Application was approved on 21 May 2015 on condition that the single parking space which would be lost in Halkett Place is replaced in Cattle Street. The unloading bay outside the Caesarea Pub is large enough to accommodate three cars or one lorry plus one car and it was deemed appropriate that reduction in the length of the unloading bay could accommodate the lost space without adversely affecting commercial unloading. A survey was undertaken of all business premises in Cattle Street to establish support or otherwise, all but Island Lock & Safe Company at 5 Beresford Street support the change. The Committee discussed the general abuse of unloading bays in the town centre and agreed that this was a policing matter. JS said that the unloading facilities in the immediate vicinity were adequate, eg provision in Beresford Street, and it was not felt reduction of the bay in Cattle Street would have a detrimental effect on legitimate deliveries. It was felt that the introduction of this alfresco area may lead to similar requests from other establishments in Halkett Place which would have to be dealt with as and when arising. SC said the Planning Minister had a vision to pedestrianize the whole length of Halkett Place but this was something for the future. BM thought the wording of the questionnaire did not give opportunity for support being given to the alfresco area in Halkett Place but not supportive of changes to the unloading bay in Cattle Street. PP and BM felt the reduction of the unloading bay would disbenefit the Fish Market. The Committee agreed to the proposal to reduce the unloading bay in Cattle Street in order to relocate the parking space lost in Halkett Place, BM abstained. 222/15 - CAR PARKING DESIGNATION – RUE DE TRACHY Previous minute 61/15 refers The Committee were advised of the results of the recent consultation exercise regarding car parking designation on Rue de Trachy. A total of 16 responses were received, one letter accompanied by a 77 signature petition against any change of the current 3 hour parking restriction at the eastern end of the road, east of Old Mont Cochon. The Committee agreed that as the strength of feeling indicated that the current arrangements work satisfactorily that no changes would be made to the parking in this location and the 3 hour restriction would remain. With regard to the other locations, at the western end of Rue de Trachy, the consultation exercise did not give any clear results and the Committee agreed to make a site visit as part of the Visite du Branchage et Chemins on Friday 18 September 2015. It was suggested by a member of the public that a site visit should also be made in the evening as this may present a different scenario. Following visitation of the site on the afternoon of Friday 18 September the Committee agreed to introduce a 12 hour parking restriction. 223/15 - LATE NIGHT TRAFFIC ARRANGEMENTS – MULCASTER STREET Previous minute 211/14 refers Detective Chief Inspector Chris Beechey and Inspector Mark Coxshall from the States of Jersey Police (SoJP) made a request to the Committee to make the temporary late night traffic arrangements on Friday and Saturday evenings, implemented because of public safety concerns, permanent. The arrangements had proved popular with only one complaint from a taxi driver having been received. At present the measures can only be put in place when the situation is considered dangerous but if the arrangements were made permanent this would make it easier for members of the public driving around the area as they would expect the arrangements to be in place. Permanent signage, automated if possible, would also be of benefit to alleviate the temporary signs being put up, taken down and stored. The Committee expressed concern that signage for some town centre events was often poorly worded and left out too long after the event had taken place. GJ said that this was the sort of decision that should be able to made by a Municipal Council (local government level) without involving further consultation. It was suggested that a more permanent arrangement might lead to requests for alfresco during the closure periods. Some concern was expressed about the need for the arrangement to be in place during the winter months and the possible impact on traffic if there were other temporary road closures in the vicinity eg maintenance in the Tunnel. JS advised that if the arrangement was incorporated into the Road Traffic Order it would mean that the arrangements would have to be put in place every Friday and Saturday evening. The Committee agreed that although other proposals for changes had been raised, eg pedestrianisation of Conway Street, that these would take a long time to implement and were part of a bigger picture for the area. The permanent reversal of traffic flow in Church Street and Library Place was also discussed but there were implications on the wider impact on the area that need to be taken into consideration and it was agreed that this required further detailed investigation. SoJP agreed to place advisory notes on cars parked in Library Place and Church Street when the arrangements were implemented advising drivers how to exit the area. The Committee agreed to support making the arrangements permanent. PLANNING APPLICATIONS 224/15 - ST MARK’S ADOLESCENT CENTRE, 24 ST MARK’S ROAD, ST HELIER, JE2 4LD P/2015/1194 St Mark’s Adolescent Centre, 24 St Mark’s Road, St Helier, JE2 4LD Change of use of residential home (Class J) to 2 No two bedroom flats and 1 No two bedroom maisonette. Demolish existing extensions and construct three storey extension to north elevation. Alter dormer to east elevation and install rooflight to north elevation. Replace door to south elevation. The Roads Committee has examined plans for the above submission and comments as follows: That the applicant submits a properly detailed and dimensioned plan showing the layout of the car parking area. The Committee would expect to see at least one parking space per flat being provided, each parking space is to be a minimum of 2.4m x 4.8m. The plan shows no such provision therefore the Parish cannot support the submission. If this application is approved by the Planning Department, the Roads Committee would like the following items to be noted: 225/15 - WESTAWAY CHAMBERS, 37 – 39 DON STREET, ST HELIER, JE2 4TR That the refuse store and collection arrangements are agreed in detail with the Parish Refuse Manager. P/2015/1192 Westaway Chambers, 37 – 39 Don Street, St Helier, JE2 4TR Convert office space to create 4 No two bedroom and 17 No one bedroom flats. The Roads Committee does not support this application for the following reasons: The Parish takes a pragmatic view of developments within the core retail sector of St Helier and will generally relax its request for one parking space per unit. Whilst the development of this site into residential units is broadly supported the provision of only one third of the apartments with private off street parking is considered unacceptable given the lack of nearby parking provision. If this application is approved by the Planning Department, the Roads Committee would like the following items to be noted: 226/15 - DE GRUCHY & CO LTD, 14 NEW STREET, ST HELIER, JE2 3TE That the requirements of the Highway Encroachments (Jersey) Regulations 1957 are strictly complied with. That any windows bordering the Public Road or Footpath shall be of a type whose opening lights do not open beyond the face of the building. That the refuse store and collection arrangements are agreed in detail with the Parish Refuse Manager. That a refuse separation and recycling strategy is agreed in conjunction with the Parish. The Roads Committee has examined plans for the above submission and gives approval provided: 227/15 - 10 LA COLOMBERIE, ST HELIER, JE2 4QB That the requirements of the Highway Encroachments (Jersey) Regulations 1957 are strictly complied with. That the proposals are presented to the States Police as one or more of their CCTV surveillance cameras are trained on the area and close up viewing may be impaired by the sign(s). P/2015/1205 10 La Colomberie, St Helier, JE2 4QB Construct 1 No two bedroom dwelling to south elevation of existing dwelling with associated roof terrace over existing extension. Comments by Roads Committee on the previous application reference P/2010/1557 remain, as it is noted that the issue raised has not been addressed in this application. The Roads Committee does not support this application for the following reasons:- The provision of additional living accommodation within this town area without car parking facilities cannot be supported. Please note that this area of town has insufficient parking provision, and adding additional residential accommodation without parking provision will increase parking problems in the area. In the event that the applicant is able to address the lack of parking, the Committee would also like to draw attention to the following: 228/15 - TELEPHONE BOX G, BROAD STREET, ST HELIER That the refuse store and collection arrangements are agreed in detail with the Parish Refuse Manager. That a refuse separation and recycling strategy is agreed in conjunction with the Parish. A/2015/1208 Telephone Box G, Broad Street, St Helier Display 1 No digital advertising board to north east elevation. The Roads Committee has no objections to the above submission. 229/15 - AUGRES HOUSE AND AUGRES HALL, OAKLANDS LANE, ST HELIER, JE2 4JD 230/15 - HASTINGS TERRACE, HASTINGS ROAD, ST HELIER P/2015/1229 Augres House and Augres Hall, Oaklands Lane, St Helier, JE2 4JD Demolish existing two storey garage and store and construct two storey garage with store above and basement store below, with roof terrace to north west elevation. Creation of vehicle access to Augres Hall and alteration of existing vehicle access to Augres House. Associated landscaping. (3d model available) The Roads Committee does not support this application for the following reasons: The proposed new entrance to Augres Hall will create a potentially unsafe access and egress point from Les Ruisseaux and Oaklands Lane by virtue of its awkward angle of approach to the highway and its lack of adequate visibility in both directions. Whilst a left turn out of the proposed driveway to travel down Les Ruisseaux is achievable it will result in a turning manoeuvre which requires the driver to use the opposite side of the road (uphill traffic) which is not acceptable. Vision in both directions when exiting the site is inadequate and the proposed entrance locality close to the corner has the potential to cause conflict with traffic from Les Ruisseaux. Whilst not in the remit of the Roads Committee’s comments the adjustment of the existing vehicular entrance will lose the symmetry and balance of its design including the loss of mature plant growth. The adjustment of the current driveway appears to reduce its width from a dimension which can presently accommodate vehicles in both directions and as this entrance appears to provide access to nearby fields any reduction in its width is not welcomed. P/2015/1252 Hastings Terrace, Hastings Road, St Helier Change of use of hotel (Class F) into 10 No one bedroom and 9 No two bedroom flats. Construct 5 No terraces and 13 No balconies to north elevation. Construct bin store to south east of property. Demolish part of building to north elevation and construct extension to east lower ground. Various external alterations to include installing, replacing and altering windows and doors. The Roads Committee has examined plans for the above submission and comments as follows: The Committee acknowledges that the applicant is providing 19 parking spaces for the 19 apartments, however it is noted that no visitor spaces have been incorporated into the scheme. This should be included to meet Planning standards. The applicant should seek to provide bicycle parking within the scheme. That the refuse store and collection arrangements are agreed in detail with the Parish Refuse Manager. That a refuse separation and recycling strategy is agreed in conjunction with the Parish. 231/15 - 11 VAL PLAISANT, ST HELIER, JE2 4TA That notwithstanding the above comments, this submission should be referred to the Transport & Technical Services Department since the road in front of the property is a States Main Road. P/2015/1254 11 Val Plaisant, St Helier, JE2 4TA Change of use from lodging house to 4 No one bedroom and 1 No two bedroom dwellings. Demolish parts of building to south and west elevations. The Roads Committee has examined plans for the above submission and gives approval provided: 232/15 - HASTINGS VILLAS, HASTINGS ROAD, ST HELIER The applicant should seek to provide bicycle parking for occupants of the development. That the refuse store and collection arrangements are agreed in detail with the Parish Refuse Manager. That a refuse separation and recycling strategy is agreed in conjunction with the Parish. That notwithstanding the above comments, this submission should be referred to the Transport & Technical Services Department since the road in front of the property is a States Main Road. P/2015/1262 Hastings Villas, Hastings Road, St Helier Change of use of ancillary part of Hotel Metropole to create 1 No new thirty five bed hotel with manager's flat. Alterations to various vehicular access onto Hastings Road. Various external alterations to include installation of door to south elevation. The Roads Committee has examined plans for the above submission and comments as follows: Whilst the Parish supports the concept of retaining part of the existing structure of the Metropole as a hotel concern is expressed that a total of 5 parking spaces are proposed for the 35 bedrooms. This sector of St Helier has very few on street public parking spaces and the nearby Green Street car park is at capacity during the daytime. Whilst it is not expected that all bedrooms are catered for it is considered that provision for just 15% of bedrooms is unsatisfactory. That notwithstanding the above comments, this submission should be referred to the Transport & Technical Services Department since the road in front of the property is a States Main Road. That the refuse store and collection arrangements are agreed in detail with the Parish Refuse Manager. Everything in the visibility areas so formed including gates, pillars, walls and plants growth to be permanently restricted in height to 900 mm above road level. It is noted that the visibility to the junction of Westhill is 40m, however there is no indication as the visibility length on La Grande Route du Mont à l’Abbé. Applicant to indicate visibility distance for further assessment. The comments raised by Roads Committee on 21 December 2012 ref: P/2012/1486 should be referred to. The Roads Committee has examined plans for the above submission and gives approval provided: That the requirements of the Highway Encroachments (Jersey) Regulations 1957 are strictly complied with. That no part of the foundations of the building may project under the public highway. The construction process and site servicing arrangements must be discussed with T&E Services at development stage. That the proposals are presented to the States Police as one or more of their CCTV surveillance cameras are trained on the area and close up viewing may be impaired by the flags. That the refuse store and collection arrangements are agreed in detail with the Parish Refuse Manager. That a refuse separation and recycling strategy is agreed in conjunction with the Parish. 238/15 - WATERLOO HOUSE, DON STREET, ST HELIER, JE2 4TQ That notwithstanding the above comments, this submission should be referred to the Transport & Technical Services Department since the road in front of the property is a States Main Road. It is imperative that this application is not determined without input from the Parish Refuse Section. This large establishment will generate considerable waste and the storage, recycling and collection facilities/arrangements must be discussed and agreed prior to any permit being issued. P/2015/1283 Waterloo House, Don Street, St Helier, JE2 4TQ RETROSPECTIVE: Replace 5 No air conditioning units. The Roads Committee has examined plans for the above submission and gives approval provided: 239/15 - ROSEDALE, 10 PATRIOTIC PLACE, ST HELIER, JE2 3QX The Committee would suggest that the applicant ensures that appropriate sound attenuation is in place for neighbouring dwellings. P/2015/1319 Rosedale, 10 Patriotic Place, St Helier, JE2 3QX Demolish wall to create vehicular access onto Patriotic Place. Construct vehicular and pedestrian gates with gate post to south west elevation. The Parish has examined plans for the above submission and comments as follows: 240/15 - DE GRUCHY & CO LTD, PO BOX 18, 46 – 52 KING STREET, ST HELIER, JE4 8NN The Parish is concerned that the visibility splays to the south east (Gloucester Street) are drawn to favour the space adjacent to No 12. It is assumed that two vehicles will be accommodated on site and both spaces must achieve adequate vision to oncoming traffic. The two rendered pillars reduce visibility and to achieve a satisfactory arrangement it is considered that these should be removed and a ‘fixed’ section of gate established at the south eastern boundary to improve vision to oncoming traffic. It should be noted that visibility lines should terminate at the centre line of oncoming traffic. The applicant is advised that a distance of 2.0m not 2.4m back from the kerbline is acceptable on Parish by roads. P/2015/1321 De Gruchy & Co Ltd, PO Box 18, 46 – 52 King Street, St Helier, JE4 8NN New additional flagpoles and glass panel to King Street façade. The Roads Committee does not support this application for the following reasons: The proposed development increases the number of units on the site with no provision of parking facilities. Unless the applicant can show that additional parking spaces will be created this development cannot be supported.
