CITY PLAN COMMISSION MEETING
August 30, 2011
The Plan Commission of the City of De Pere, Wisconsin, met in a special session in the Council
Chambers of City Hall.
Mayor Walsh called the meeting to order at 7:15 p.m. Roll call was taken and the following
members were present: Derek Beiderwieden, Alderperson Kathleen Van Vonderen, Alderperson
Robert Wilmet. Members excused: Tom Walsh, James Kalny, Elizabeth Runge. Also present:
City Planning Director Kenneth Pabich, and members of the public.
1. Review the proposed elevations and materials for Knights on Main, 401 Main Avenue,
De Pere. Agent: Pat Drury.
Alderperson Van Vonderen moved, seconded by Derek Beiderwieden to open the meeting to the public.
Upon vote, motion carried unanimously.
Pat Drury, 2049 Ledgeview Road, De Pere. Pat explained that the owner wants to return the building to
its original look from the 1900s. Pat indicated he is using a stamped tin product that was originally used on
the interior and exterior of the building. Pat indicated that approximately only 30-40% of the exterior of
the building will be covered with this product. The product is very durable and has a 50-year lifetime
warranty. The tin material was there originally, and they hope the Plan Commission permits them to add it
back.
Derek Beiderwieden moved, seconded by Alderperson Van Vonderen to return to regular order. Upon
vote, motion carried unanimously.
After some discussion, Derek Beiderwieden moved to approve the elevations and materials for the
Knights on Main renovation project. Condition for approval: The stamped tin material is not an
acceptable building material based on the City's Municipal Code. While the Commission may be wary of
setting a precedent, this material is in fact historic to the building. The owner has photographs that go
back 30 years that show this material was on the building, but at some point it was removed. This product
was also used on the interior walls. The owner is restoring the building to its original look, and using the
stamped tin product is essential in maintaining the building's historic integrity. The contractor indicated he
will apply the stamped tin product on top with stone on the bottom. The stone will come from a nearby
quarry. The tin product will be applied so that it lies flush with the stone. Special nails will be used with
this product to prevent rust from seeping through the material.
The motion was seconded by Alderperson Wilmet. Upon vote, the motion carried unanimously.
2. Review the CMS application for a two-lot extraterritorial CSM in the Town of Lawrence.
Surveyor: Mau & Associates.
Alderperson Van Vonderen moved, seconded by Alderperson Wilmet to approve the CSM. Upon
vote, motion carried unanimously.
3.
Future Agenda Items.
There was no discussion.
4. Adjournment.
Derek Beiderwieden moved, seconded by Elizabeth Runge, the Plan Commission adjourned the
meeting at 7:40 p.m.
Respectfully submitted,
