Role Purpose Management of the operational Lillyhall and Bennett Bank Landfill sites. Management of the closed Kendal, Ormsgill, Todhills, Willowholme and Deerplay Landfill Sites. Page: 1 of 6 Explore and develop opportunities to optimise the sites to greatest commercial benefit; through additional consents, specialist activities or other alternative site uses. To ensure that the Sites are operated in an efficient and safe manner with proper regard to environmental compliance, customer service levels and the needs of the local community. To ensure all Sites manage and organise the efficient and safe handling / treatment of waste material, the adoption of best practice principles and the control of operational costs within/below budget. Enable landfill gas to be extracted efficiently to maximise environmental compliance. To ensure that the Company pursues best practice with regards its policies and procedures, development of industrial relations and legislative compliance within an open and empowered culture. Key Responsibilities To implement the FCC Environment’s Health and Safety Policy, SHEQ Manual and statutory regulations on all sites and ensure they are communicated effectively. To facilitate the development of an open culture that is conducive to all colleagues making maximum contribution to the business within their range of skills and abilities. Monitor and control operations to ensure the achievement of budgeted revenue, operating profit and cash targets. To manage and control all capital and provisions expenditure on the sites in order to deliver the required EBITDAP less capital and provisions site performance. To carry out regular security inspections on all Sites and take remedial action where necessary. To agree and monitor cell development and void usage in conjunction with the Regional Engineer. To maximise the use of void by optimising compaction density. To agree format of tipping with the Regional Engineering Manager and take responsibility for tipping to correct profile. To manage the Engineering team in the development of the Site by reviewing tender documents, attending pre-contract meetings and controlling contractors on-site. Page: 2 of 6 To manage the site technicians and regional engineers so as to deliver a fully functional and CQA approved leachate extraction system in accordance with the site permit as cost effectively as possible. To manage the site technicians to deliver all the monitoring requirements in accordance with the site permit as cost effectively as possible. To manage the Compliance Advisors to deliver all aspects of the leachate strategy plans while continuing to ensure environmental compliance is optimised. To ensure provision of all necessary internal road materials, site cover materials, restoration materials, all non-engineering bunds for waste disposal operations. To maintain as-built drawings on-site of all developments, design criteria/performance criteria/CQA documents for current cell and previous cell. To ensure that operational activities and maintenance are carried out within budgeted levels of expenditure whilst achieving minimum downtime of plant vehicles. To control the repair and maintenance procedures of equipment on-site including the sourcing of spares, maintenance programming and expenditure consistent with cost effective and efficient operations in consultation with FCC’s Plant Dept. To carry out operational cost reporting. To participate in the preparation of forecasts and budgets. To ensure the accuracy of inputted information from the Weighbridge for invoicing purposes. To ensure that the necessary complement of well-trained and motivated staff is regularly in attendance working safely to achieve the Site’s objectives. To select and retain the necessary complement of operatives to achieve the Site’s KPI’s. To provide training to ensure that the operatives possess the necessary range of skills to produce the required results. To ensure that flexible working arrangements are in operation in order to maximise operational efficiency. To ensure that all operatives are well and regularly briefed about the Company and Site’s objectives. Page: 3 of 6 To ensure that disciplinary matters are dealt with firmly and fairly and that grievances are resolved as close as possible to their point of origin in consultation with FCC’s HR Dept. To discuss with employees matters affecting efficiency and productivity as and when required. To be fully aware of planning consents and waste disposal permits relating to the Sites and ensure they are not breached. To ensure that the Site is operated in compliance with all relevant Company and statutory environmental requirements, e.g. abstraction licences, discharge consents, duty of care for disposal of waste, etc. To maintain day-to-day contact with Environment Agency & undertake regular liaison meetings on matters such as site permits, waste types and compliance issues. To recommend any necessary modifications to the Site permit and site management system (SMS). To protect the reputation of the Company in the community in which it operates by adopting demanding standards of tidiness and care. Communicate the company's philosophy and examples of it in action locally to community representative bodies and actively participate in the quarterly public liaison meetings. To be aware of customers' needs on all Sites in achieving best practice vehicle times without damage. To liaise with customers to ensure their needs are met on site. Support all internal departments to improve site compliance, and to develop future opportunities. To ensure the efficient use of the performance management system in order to improve performance, identify training needs and facilitate succession planning. To ensure that accurate and up to date personnel records for kept for all colleagues of the Company, making sure the Company is compliant with Data Protection laws. Qualifications and Experience (preferred) Degree educated with a proven track record in environmental management roles, in particular landfill. Page: 4 of 6 Health & Safety Qualifications. Applicable CoTC / CCS Qualifications. CPC Qualification (an advantage). Numerate and IT literate, with the ability to use management information effectively. Experience of a professional and disciplined approach to management, working alongside operational teams ensuring performance expectations, service standards and people development are met. Demonstrable skills in achieving demanding work requirements and ensuring customer needs are met. Evidence of the ability to identify and implement change programmes that have a positive impact on operational and business requirements.
