Role Purpose To ensure that landfill sites in the Northwest & Cumbria region are closed down in accordance with permitting, planning and environmental best practice. Liaison with operational site management to ensure smooth handover to closed site department leading up to site closure Page: 1 of 6 To ensure that closed landfill sites in the region are operated in an efficient and safe manner with proper regard to environmental compliance, customer service levels and the needs of the local community. To ensure the site manages and organises the efficient and safe handling of soil and other restoration material imports, with the adoption of best practice principles and the control of operational costs within/below budget. To ensure that closed sites are fully decommissioned and restored in accordance with planning and permitting requirements. Explore and develop opportunities to optimise closed landfill sites to greatest commercial benefit. Enable landfill gas and leachate to be extracted efficiently to maximise environmental compliance. This role includes overall responsibility for the safe and efficient running of Leachate Treatment Plants (LTP) on various closed sites, working closely with the LTP Manager. Ensure safe and efficient operation of other activities on sites, such as wind turbines and landfill gas microturbine electricity generation, in liaison with 3rd party contractors. Optimise profitability and carbon reduction where possible. Key Responsibilities To implement the Group’s Health and Safety Policy, SHE Manual and statutory regulations on-Site. Monitor and control landfill restoration operations to ensure the achievement of budgeted revenue, operating profit and cash targets. Manage Purchasing. To manage and control all capital and provisions expenditure on the site in order to deliver the required budget, including raising CAPEX as required. Work with Estates, Development, Restoration and SMS teams to maximize revenue opportunities. To carry out regular inspections of the security and management systems of sites and take remedial action where necessary. Page: 2 of 6 To agree and monitor cell capping completion in conjunction with the Regional Engineer. To agree the process and placement of soil and other restoration material with the Regional Engineer and restoration team, and ensure correct profile. To manage the Engineering and Restoration teams in the completion of the Site by reviewing tender documents, attending pre-contract meetings and controlling contractors on-site. Chair Virtual team (VT) meetings raising actions through minutes and ensuring they are closed out. To liaise with the environment team so as to deliver a fully functional and CQA approved leachate extraction system in accordance with the site permit as cost effectively as possible. To ensure the environment team deliver all the monitoring requirements in accordance with the site permit as cost effectively as possible. Liaise with Infinis on all landfill gas issues raising NCRs and escalations as required. To ensure provision and maintenance of all necessary internal roads. Work with the regional surveyor to maintain as-built drawings on-site of all developments, design criteria/performance criteria/CQA documents for current cell and previous cell. To ensure that activities and maintenance are carried out within budgeted levels of expenditure whilst achieving minimum downtime of plant vehicles. To control the repair and maintenance procedures of equipment on-site including the sourcing of spares, maintenance programming and expenditure consistent with cost effective and efficient operations. To carry out operational cost reporting. To participate in the preparation of forecasts and budgets To ensure the accuracy of inputted information from the Weighbridge for invoicing purposes. Page: 3 of 6 To manage closed site supervisors, weighbridge operatives, plant operatives and 3rd party staff to ensure the safe achievement of Site objectives. To provide training to ensure that staff possess the necessary range of skills to produce the required results. To ensure that staff are well and regularly briefed about the Company’s objectives. To ensure that disciplinary matters are dealt with firmly and fairly and that grievances are resolved as close as possible to their point of origin. To discuss with employees matters affecting efficiency and productivity as and when required. To be fully aware of planning consents and environmental permits relating to the Sites and ensure they are not breached. Attend closed site monthly operations meeting as required. To ensure that the Sites are operated in compliance with all relevant Company and statutory environmental requirements, e.g. abstraction licences, discharge consents, duty of care for disposal of waste, etc. To maintain day-to-day contact with the Environment Agency and other regulators, undertaking regular liaison meetings on matters such as site permits, waste types and compliance issues. Sign off Notifications as required. To recommend any necessary modifications to the Site permit and site management system (SMS). Maintain Site Filing system and close out audit non-conformances (NCRs) in line with Company procedures. To protect the reputation of the Company in the community in which it operates by adopting demanding standards of tidiness and care. Communicate the company's philosophy and examples of it in action locally to community representative bodies and actively participate in public liaison meetings. To liaise with customers to ensure their needs are met on site. This includes building strong working relationships with local councils on ‘cost pass through’ closed sites. Qualifications and Experience (preferred) Educated to a sufficient standard; ideally a graduate in business or environmental disciplines or equivalent experience. Relevant CoTC, or ability to obtain this within 12 months. Strong reputation for consistent delivery of projects on time and to budget within a demanding environment. Successful in managing a similar sized team whilst also demonstrating an ability to deliver value through influence at a local level. Operational management within a sector where compliance with regulatory controls is an important factor. Well developed management skills and a track record of delivering to targets. Accustomed to preparing and working to budgets. Proven ability as a line manager; able to recruit, develop, motivate and control operations and technical staff working in a processing, extractive industry or utility environment. Personal Qualities First class communication skills, written and oral. Confident spokesperson, credible as a representative of the company with external contacts, such as Environment Agency, other regulatory bodies and community groups. Commercially astute and results orientated. Decisive and comfortable with responsibility, but recognises the value and contribution of regional and central specialists. Numerate and IT literate, with the ability to use management information effectively.
